On May 10, Mr. Phan Van Mai, Chairman of the Ho Chi Minh City People's Committee, presided over the ceremony to hand over the personnel decision. At the ceremony, Director of the Ho Chi Minh City Department of Home Affairs Huynh Thanh Nhan announced the decision of the Ho Chi Minh City People's Committee to appoint Mr. Pham Trung Kien, Head of the General Planning Division, Ho Chi Minh City Department of Planning and Investment, to the position of Deputy Director of the city Department of Planning and Investment. The term of office is 5 years.

In his speech assigning the task, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai said that the process of reviewing and promoting Mr. Pham Trung Kien was carried out from the grassroots level, taking opinions from relevant parties. The appointment of Mr. Kien shows the recognition and evaluation of the Standing Committee of the City Party Committee, the Ho Chi Minh City People's Committee and other units for the efforts of training and contributions of the new leader of the Department of Planning and Investment over the past time.
The head of the city government acknowledged that the planning sector plays an important role in the economic locomotive of Ho Chi Minh City. The sector is responsible for advising the city on strategic planning, planning, development plans, and mobilizing, allocating, and effectively using resources.
Upon receiving the assignment, Mr. Pham Trung Kien expressed his thanks to the Ho Chi Minh City leadership and the Department of Planning and Investment. The new Deputy Director of the Department of Planning and Investment pledged to continue training and improving his capacity and professional qualifications to complete the tasks with the Department of Planning and Investment's Board of Directors, contributing to the city's major goals.
Mr. Pham Trung Kien was born in 1983, his hometown is Quynh Phu district, Thai Binh province. The Deputy Director of the Department of Planning and Investment graduated with a bachelor's degree in International Economics in Russia, a master's degree in International Finance in Russia and a master's degree in International Trade in Australia.
Mr. Pham Trung Kien started his career as a specialist at the Investment Registration Office - Department of Planning and Investment in 2014. After that, he held the position of Deputy Head and then Head of the Investment Registration Office.
From 2021 until taking up his new position, he was Head of the General - Planning Department, Department of Planning and Investment.
