Implementing Plan No. 115, in recent years, Party committees, authorities and political systems in Phan Rang - Thap Cham City have actively grasped, led, directed and seriously implemented the viewpoints and contents of Resolution No. 28-NQ/TW; promoted propaganda and dissemination of social insurance policies for workers and people. Awareness of cadres, party members, civil servants, workers, people and businesses about the role and importance of social insurance policies has been raised. The rate of people participating in social insurance and unemployment insurance has increased annually. Administrative reform, application of information technology and digital transformation have been well implemented, contributing to timely settlement of social insurance regimes for participants, gradually realizing the goal of universal social insurance. By 2022, the city will have 25,034 people participating in compulsory social insurance, reaching 109.89% of the plan; 1,113 people participated in voluntary social insurance; 159,184 people participated in health insurance, reaching 94.3% of the population. Besides the achieved results, the implementation of social insurance and unemployment insurance policies still faces many difficulties and limitations: The rate of workers of working age participating in social insurance and unemployment insurance has not reached the target set out in Resolution No. 28-NQ/TW. Compliance with the law on social insurance and unemployment insurance by many employers is not strict. Concluding the working session, the Vice Chairman of the Provincial People's Committee highly appreciated the sense of responsibility and achievements of the Party Committees and authorities of Phan Rang-Thap Cham City in the leadership, direction and implementation of the social insurance policy in the past time. He requested the Phan Rang-Thap Cham City Party Committee to continue reviewing the achievements, analyzing difficulties, limitations, causes, and drawing lessons to focus on leading and directing solutions to strive to complete the targets and tasks set out in Plan No. 115. In particular, focusing on implementing a number of key tasks: Promoting the propaganda and dissemination of the Party's guidelines and policies and laws of the State on social insurance, health insurance, and unemployment insurance with many forms and rich content to raise awareness of all classes of people. Improve the effectiveness of state management, coordination with sectors, socio-political organizations, and localities in sharing and connecting information and data between state management agencies on investment, finance, tax, and labor to improve the effectiveness of managing social insurance participants and implementing social insurance policies. Strengthen inspection and examination work, resolutely and strictly handle violations. Promote administrative procedure reform in implementing social insurance, health insurance, and unemployment insurance policies; especially applying information technology and digital transformation in insurance operations to create transparency and convenience for units and individuals participating in social insurance, unemployment insurance, and health insurance.
