On the afternoon of March 26, at the Government Headquarters, Politburo member and Prime Minister Pham Minh Chinh, Head of the 14th National Party Congress Socio-Economic Subcommittee (Subcommittee) chaired the second meeting of the Subcommittee.

The meeting aims to discuss the Outline of the Report on the assessment of 5 years of implementing the Socio-Economic Development Strategy for the period 2021 - 2030, directions and tasks for socio-economic development for the 5 years 2026 - 2030 (Outline of the Report).

Also attending the meeting were: Politburo member, Permanent Vice Chairman of the National Assembly Tran Thanh Man; Politburo member, Minister of Public Security, General To Lam; Party Central Committee Secretary, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Party Central Committee Secretary, Deputy Prime Minister Le Minh Khai; Party Central Committee member, Deputy Prime Minister Tran Hong Ha; Party Central Committee members, leaders of ministries, branches, localities, and members of the Subcommittee.

The Draft Report Outline consists of 3 parts: Evaluation of the results of 5 years of implementing the Socio-Economic Development Strategy for the period 2021 - 2030; directions and tasks of socio-economic development for the 5 years 2026 - 2030; implementation organization.

Discussing the draft Report Outline, members of the Subcommittee had many opinions expressing the approach, determining viewpoints, goals, tasks, and overall solutions in various fields. In particular, focusing on a number of contents such as: Context, situation, results, lessons learned in socio-economic development in recent times; tasks and solutions to achieve the goals set by the 13th Party Congress, especially the guiding principles, goals, development strategies, growth plans, new, breakthrough, and creative ideas, suitable to the international and national situation and context in the new period, especially renewing old driving forces, promoting new growth driving forces, emerging industries, key points, and focal points; form, name, structure, and language expressing the Report Outline...

Concluding the meeting, Prime Minister Pham Minh Chinh, Head of the Subcommittee, acknowledged and highly appreciated the dedicated, intelligent and responsible opinions of the Subcommittee members and delegates attending the meeting; requested the Editorial Team to seriously study and absorb the contributions of the Subcommittee members, promptly complete the Draft Detailed Outline, and submit it to the Prime Minister and the Standing Committee of the Subcommittee for consideration before submitting it to the Politburo.

The Prime Minister, Head of the Subcommittee, emphasized that the Subcommittee's task is to develop a 5-year report on the implementation of the 10-year socio-economic development strategy for 2021 - 2030, a 5-year socio-economic development plan for the period 2026 - 2030 to submit to the 14th National Party Congress; the final product of the Subcommittee is the report approved by the 14th National Party Congress with the requirement that "the Party accepts, the people are excited, the international community highly appreciates", creating an exciting atmosphere, mobilizing all resources and strengths to move our country forward, develop quickly and sustainably.

The Prime Minister assessed that the draft Report Outline has a reasonable structure, clearly demonstrating the spirit of innovation and highlighting core issues; basically highlighting new features in leadership, direction and organization of Strategy implementation; the results of 5 years of Strategy implementation in the context of many new difficulties and challenges, exceeding forecasts; identifying causes and lessons learned; basically forecasting the situation in the coming time to, on that basis, propose orientations, viewpoints and tasks and solutions for the coming period.

Prime Minister Pham Minh Chinh requested to continue perfecting the draft Report Outline with content that is of great leadership and direction but practical, easy to understand, easy to remember, easy to implement, easy to check, monitor and evaluate; avoid including unnecessary, empty, non-specific and difficult-to-apply content.

The Prime Minister, Head of the Subcommittee, requested that the assessment of the 5-year implementation of the 10-year Socio-Economic Development Strategy 2021-2030 should closely follow the goals and tasks stated in the Resolution of the 13th National Party Congress; in particular, closely follow the directions directed by General Secretary Nguyen Phu Trong.

In particular, reviewing the goals that the Congress has identified, building a Report stating the results achieved, limitations, lessons learned, issues that need to be supplemented and tasks, solutions, especially the driving forces for new growth, green growth, digital transformation, circular economy, knowledge economy, sharing economy, combating climate change...

“We aim to become a high-income developed country by 2045. However, in the context of unpredictable developments such as epidemics, conflicts, etc., we must have a new approach, new thinking, breakthrough solutions, new ways of doing things, and specific programs to achieve the set goals,” the Prime Minister pointed out.

The Prime Minister requested that the assessment of the results must be objective, honest, realistic, "not beautifying but not beautifying", clearly pointing out the difficulties, advantages, what has been done and what has not been done. In particular, it is necessary to highlight the efforts in directing, operating, and responding to policies in the context of difficulties, challenges, and complexities more than opportunities and advantages to ensure macroeconomic stability, curb inflation, ensure major balances, ensure social security, restore and promote economic growth...

Regarding the forecast of the situation in the coming time, the Prime Minister directed to focus on assessing and analyzing the impact of opportunities and challenges for our country from the new development context both internationally and domestically; challenges from traditional and non-traditional security issues. Special attention should be paid to new factors that have a direct impact on our country's socio-economic development in the next 10 years such as: Consequences of epidemics, conflicts, competition between major countries; comprehensive and far-reaching impacts of the 4.0 industrial revolution; population aging; climate change...

On that basis, together with the distillation of international experience to set out goals and solutions for the country's socio-economic development in the period of 2026 - 2030 with new development thinking, viewpoints, breakthrough solutions, changing the situation, transforming the state, with high political determination of the entire political system, we can achieve the goals set out in the Strategy.

“It is necessary to deeply analyze solutions for three strategic breakthroughs, industrialization, modernization and growth model innovation, and the formation and development of new economic models such as green economy, circular economy, knowledge economy, building international financial centers, free trade zones; ensuring sustainable development, harmony between economy - society - environment, national defense, security...”, the Prime Minister noted.

Regarding some tasks that need to be focused on in the near future, the Prime Minister requested the Standing Editorial Board and the Editorial Board to continue to research the contents in depth; monitor and closely follow the instructions to continue to complete the Draft Detailed Outline of the Socio-Economic Report, and at the same time have appendices, specialized reports such as security, defense, social security, health... to report to the Politburo for submission to the 9th Central Conference.

Emphasizing that the Subcommittee's task is very heavy, Prime Minister Pham Minh Chinh requested the Subcommittee to mobilize the intelligence and strength of its members to develop the Report Outline; believing that with the greatest effort, intelligence, experience and a spirit of learning, the Subcommittee will develop a Report of the highest quality, excellently completing the tasks assigned by the Central Executive Committee, contributing to the successful organization of the 14th National Party Congress.
