Bien Hoa - Vung Tau Expressway: Accelerating to soon complete the goal

The Bien Hoa-Vung Tau Expressway Construction Project Phase 1 passes through Dong Nai and Ba Ria-Vung Tau provinces, with a length of 53.7km. The project is divided into 3 component projects, of which component project 1 is managed by Dong Nai province, component project 2 is managed by the Ministry of Transport. Ba Ria-Vung Tau province is assigned as the managing agency of component project 3.
At the construction site (section in Phu My town), the National Assembly Chairman emphasized that this is a national key transport project that must be completed and put into use by 2026, aiming to open a traffic route connecting localities in the region with the Cai Mep - Thi Vai deep-water port system and Long Thanh airport, helping to reduce traffic congestion and shorten travel time on National Highway 51. In order to speed up progress, Resolution No. 59/2022/QH15 decided to invest this project entirely with public investment, with a total investment of over 17 trillion VND instead of investing in the form of public-private partnership as before.
Component Project 3 is managed by the People's Committee of Ba Ria - Vung Tau province with the starting point at Km34+200, connecting to the end point of Component Project 2 at the border between Ba Ria - Vung Tau province and Dong Nai province in Phuoc Binh commune, Long Thanh district. The end point is at Km53+700 intersecting with National Highway 56 - Ba Ria bypass in Ba Ria city. The total length of the route is about 19.5km.
After listening to the report and speech, the National Assembly Chairman assessed that the field work of component 3 of the Ba Ria - Vung Tau project had been done very well. By December 31, 2023, the province had basically completed site clearance, "the expressway was gradually taking shape". The National Assembly Chairman commended and highly appreciated the province's efforts under the direction of the Government, the Prime Minister, and the management of the Ministry of Transport in implementing the important national project. Regarding capital arrangement and allocation, based on the project's capital needs, the Ministry of Planning and Investment and the Ministry of Finance advised the Government to submit to the National Assembly for allocation to ensure "acceleration" to complete component 3 of the Bien Hoa - Vung Tau expressway construction investment project.
On the overall project level, the National Assembly has paid attention to resolving the issue through timely capital allocation, especially with many specific mechanisms and policies for implementation, including Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program.

Considering that Ba Ria - Vung Tau has been very fast and determined to accelerate, the National Assembly Chairman believes that at this speed, component project 3 will be completed and may even be ahead of schedule. Emphasizing the close relationship between the 3 component projects, the National Assembly Chairman said that the Ministry of Transport and Dong Nai and Ba Ria - Vung Tau provinces will continue to connect, coordinate and implement, ensuring the required progress according to the goal of the entire project according to Resolution 59 of the National Assembly, which is to basically complete the entire route by 2025 and put it into operation in early 2026.
The Ministry of Transport plays the role of "conductor", Ba Ria - Vung Tau closely coordinates with Dong Nai to implement, especially site clearance and resettlement arrangements. The two localities and the Ministry of Transport study and propose, if it is under the authority of the Government, the Government will decide. The National Assembly Standing Committee or the National Assembly is ready to resolve according to its authority, especially now when the land fund for resettlement of Long Thanh airport is still surplus.
The National Assembly Chairman said that in 2024, the National Assembly will exercise supreme supervision over the implementation of Resolution No. 43 and key national projects... in the spirit that any problems arising during project implementation will be immediately resolved; contributing to the Government, Government agencies, localities, and relevant agencies in promptly resolving difficulties and problems, ensuring the required progress.
The first fully integrated petrochemical complex in Vietnam: Contributing to creating development momentum

The National Assembly Chairman expressed his joy in saying that in the first days of the new year 2024, he visited the Southern Petrochemical Complex project for the first time - a Thai FDI enterprise with a total investment of more than 5 billion USD.

The Southern Petrochemical Complex started construction in February 2018 at Long Son Petroleum Industrial Park. The investor, SCG Group (Thailand), decided to increase its capital from 3.7 billion to 5.1 billion USD, holding 100% of the shares, becoming the sole investor of the project and has been approved for investment to date. This is the largest foreign investment in the history of SCG Group.
On the Vietnamese side, along with Dung Quat, Nghi Son and Binh Son Oil Refineries, this is a project that plays an important role in the development strategy of the Vietnamese Oil and Gas industry.
The National Assembly Chairman expressed his impression of the first fully integrated petrochemical complex project in Vietnam, built on an area of 464 hectares for the construction of production plants and 13 hectares of water surface and 181 hectares of sea surface for port operations. The complex includes a world-class mixed-material cracking plant and downstream production plants with auxiliary items, central auxiliary clusters, port systems and wharfs, etc., all using advanced and modern technologies in the world.
The project will create approximately 18,000 jobs in Vietnam during construction and is expected to create more than 1,000 jobs during commercial operation. The company will conduct a full trial operation of the project on December 25, 2023 and prepare for commercial operation in the first quarter of 2024.
The complex will produce a variety of petrochemical products, including essential plastics such as polyethene (PE), polypropylene (PP) with a total capacity of 1.4 million tons/year, helping to replace imported polyyolefin products. The National Assembly Chairman said that when the project comes into operation, it will help replace and gradually reduce the import of petrochemical products, provide raw materials and fuel for domestic industries, create a "springboard" for the future of the petrochemical industry in Vietnam, increase competitiveness, support growth for downstream enterprises such as: automobiles, electronics, electrical equipment, packaging and other service industries of Ba Ria - Vung Tau and the Southern key economic region, playing an important role in long-term economic growth.
On behalf of the leaders of the Party, the State, and the National Assembly Standing Committee, the National Assembly Chairman commended SCG Group and Long Son Petrochemical Company Limited, with the support of the Vietnamese State and local authorities, for overcoming many difficulties and challenges to put the project into operation.

The implementation of the large-scale Southern Petrochemical Complex project according to the committed schedule has contributed to affirming the Party's guidelines and the State's policies and laws on FDI attraction, contributing to creating development momentum for Ba Ria - Vung Tau province, creating strong spillover effects in many fields, concretizing the development strategy of the Vietnam Oil and Gas industry to 2025 and vision to 2035, thereby promoting the petrochemical industry, serving the domestic market and export.
The National Assembly Chairman believes that with its brand, reputation, experience and abundant potential, SCG Group and Long Son Petrochemical Company Limited will continue to ensure progress, apply modern scientific and technological advances in their operations; comply with Vietnamese laws on environmental protection, sustainable development, ensure good implementation of the regime for workers, employ local workers, promote social responsibility, and pay attention to social security issues in the area of operation.
Expressing his belief that the Southern Vietnam Petrochemical Complex will soon gain approval from the State Acceptance Council before the 2024 Lunar New Year, so that it can be officially inaugurated in March 2024, the National Assembly Chairman requested ministries, branches and localities to continue to pay attention and create favorable conditions for the Company in the production and business process in Vietnam.
The successful project is a testament to the Vietnam-Thailand Strategic Partnership, two ASEAN member countries with close neighborly relations and traditional friendship.
