Speaking at the opening of the workshop, the Standing Deputy Secretary of the Provincial Party Committee emphasized that the purpose of the workshop was to evaluate the results of the work of building the Provincial Party Committee for the 2020-2025 term; identify the advantages, limitations, causes and lessons learned; propose solutions and tasks for the work of building a clean and strong Provincial Party Committee for the 2025-2030 term; thereby contributing to the development and completion of the Party building report to serve the political report submitted to the 15th Provincial Party Congress for the 2025-2030 term, ensuring a comprehensive, objective and honest assessment of the situation, achievements, advantages, limitations, causes and lessons learned. At the same time, absorb the guiding viewpoints, policies and major orientations in the draft documents of the 14th National Party Congress to set out feasible directions, goals, tasks and solutions for the 2025-2030 term, paying attention to breakthrough tasks and solutions with a long-term vision.

Accordingly, the workshop focused on 3 main contents: (1) Comprehensive, objective and honest assessment of the situation, achievements, advantages, limitations, causes and lessons learned, models and good practices in the work of building the Provincial Party Committee for the 2020-2025 term. (2) Absorbing the guiding viewpoints, policies and major orientations in the Quick Notification of the Results of the 10th Central Conference, the draft political report submitted to the 14th National Party Congress, forecasting the situation to propose feasible directions, goals, tasks and solutions, especially key and breakthrough tasks and solutions in each field in the work of building a clean and strong Provincial Party Committee for the 2025-2030 term. (3) Contributing comments and supplementing the draft thematic report on Party building. With the above purpose, requirements and contents, the Standing Deputy Secretary of the Provincial Party Committee requested the delegates attending the workshop to promote a sense of responsibility, focus on discussions, go straight to each specific content, especially pointing out specific tasks and solutions to bring about practical results.

Based on the introductory report presented by the Head of the Provincial Party Committee's Organization Committee, the delegates discussed many important contents such as: Continuing to promote the building of a clean, strong and comprehensive Ninh Thuan Provincial Party Committee to firmly enter the new era; building the Party in terms of politics, ideology and ethics; inspection, supervision and party discipline work; innovation in the Party's leadership and governance methods; mass mobilization work, the close relationship between the Party and the People; the fight against corruption, negativity and waste; promoting the supervisory and critical role of the Vietnam Fatherland Front on Party building; the work of streamlining the apparatus, public service units and arranging villages, neighborhoods, district and commune-level administrative units in the period of 2021-2025, tasks in the period of 2026-2030; strengthening the consolidation and construction of grassroots party organizations and improving the quality of party members; Internal political protection advisory work in the province contributes to promoting the building of a clean and strong Ninh Thuan Provincial Party Committee in all aspects; the work of developing new party members, improving the quality of ethnic minority cadres; the work of improving the leadership capacity and fighting strength of grassroots party organizations in rural and mountainous areas, improving the quality of grassroots cadres to meet task requirements; enhancing the leadership role of party committees in performing political tasks; the work of building party organizations and unions in private economic units; the work of training and fostering political theory to meet the requirements of cadre work in the current period; the work of the Youth Union participating in Party building; the work of female cadres...

At the end of the workshop, the Standing Deputy Secretary of the Provincial Party Committee respectfully thanked and accepted the opinions of the participants in the direct speeches and discussions as well as the papers sent to the workshop. These were truly dedicated and accurate opinions, focusing on the content of the structure and topics, clarifying achievements, limitations, causes, proposing directions and solutions as well as contributing new issues on the basis of absorbing new viewpoints and directions of the Central Committee and forecasting new situations arising in the socio-economic life of the province at present and in the next period. Through the workshop, he requested the Party building thematic group to fully record the opinions of the delegates to synthesize and complete the Party building thematic report to submit to the Subcommittee on Content for direction to study and absorb, contributing to the completion of the political report to submit to the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee as planned.

Through 14 Congresses, the Ninh Thuan Provincial Party Committee has continuously grown and developed; creatively applied the Party's guidelines and policies and the State's laws to the specific conditions of the locality, gradually narrowing the gap between the province and other provinces in the region and the whole country, with fairly developed economy, stable society, and constantly improving the material and spiritual life of the people. In particular, the Party Committee has always paid attention to leading innovation in all aspects of comprehensive Party building work from politics, ideology, ethics, organization, cadres, mass mobilization, inspection, supervision, etc.
The 2025-2030 term is and will pose many issues and conditions for Ninh Thuan province to rise up and enter a new era. Therefore, the Ninh Thuan Provincial Party Committee must resolutely overcome difficulties, resolve relationships well, create solidarity and consensus within the Party Committee and consensus among all local people. In particular, to build and rectify the Ninh Thuan Provincial Party Committee to become increasingly clean and strong in all aspects, it is necessary to continue to study and supplement to clarify solutions to suit local realities and the requirements and aspirations of the people. It is necessary to bring life into the resolutions and the resolutions must be resolutions of life and of the people's hearts, then the Party Committee will be truly clean and strong. It is necessary to promote the active participation of the entire political system, of each cadre and Party member who is active, regular and always pioneering in contributing to Party building; along with the participation of organizations and promoting the role of the people's strength. It is necessary to carry out synchronous and effective Party building work in all aspects, in which the key is to build a clean and strong Party organization on five pillars: Politics, ideology, ethics, organization and cadres. It is necessary to identify the key bottleneck which is cadres, therefore, there must be a breakthrough vision to build a contingent of cadres of the Party organization, this is more necessary and urgent than ever. The province also needs to study and supplement the forecast of the domestic and foreign situation, especially issues related to Party building work and the Party's leadership in socio-economic development, ensuring national defense and security and building a strong, compact and streamlined political system. At the same time, promote propaganda and education work, improve the political capacity, qualifications, intelligence and fighting spirit of Party committees, Party organizations and each cadre and Party member; focus on inspection, supervision and Party discipline work to serve the political tasks and Party building and rectification; Resolutely and persistently fight against corruption, waste, and negativity; innovate mass mobilization work, further strengthen the close relationship between the Party and the People, and rely on the People to build the Party.

Over the past 5 years of implementing the Resolution of the 14th Provincial Party Congress, the mass mobilization work of the provincial political system has had many innovations in the direction of creating high consensus among the people; leading and directing the mass mobilization work to promote the combined strength of the political system to solve difficult and complicated problems arising in practice; researching, thoroughly grasping and promulgating directives and resolutions in the direction of promoting democracy, originating from the interests of the people; direct dialogue with the people by the heads of organizations and agencies in the political system to resolve pressing issues and recommendations; innovating the content and methods of launching patriotic emulation movements... Thereby, it has contributed to effectively implementing the mechanism of "Party leadership, State management, People mastery", promoting the strength of great national unity, contributing to the completion of the political tasks of the province.
In the coming years, it is increasingly important and urgent to continue to consolidate and strengthen the close relationship between the Party and the People. Therefore, I propose a number of solutions to improve the effectiveness and quality of the mass mobilization work of the Provincial Party Committee, which are: Innovate and regularly do a good job of propaganda work to raise awareness of the political system and the People about the role of mass mobilization work in Party building. Promote the people's mastery in building a clean and strong Party and political system. Party committees and organizations innovate leadership and governance methods; all policies and guidelines of the province originate from the needs, aspirations and legitimate interests of the people. Continue to lead and direct the good implementation of social security and social welfare policies, create strong changes in social development management, implement social progress and justice; improve the quality of life of the People associated with sustainable poverty reduction; Pay attention to developing culture, people, and cultural identities of ethnic groups in the province. Promote democracy, boost patriotic emulation movements; innovate the content and methods of operation of the Vietnam Fatherland Front and socio-political organizations; regularly grasp the ideological situation, public opinion, and people's mood; promptly resolve and advise on resolving issues arising right from the grassroots level...
* Comrade Dao Trong Dinh, Member of the Provincial Party Committee, Head of the Provincial Party Committee's Internal Affairs Committee:
The current situation poses new and urgent issues for the work of preventing and combating corruption, waste and negativity, requiring comprehensive and drastic leadership and direction of Party committees at all levels in the province to make Party organizations at all levels from the province to the grassroots clean and strong. Therefore, I propose to include in the documents of the Provincial Party Congress for the next term a number of key contents for the Provincial Party Executive Committee to lead and direct, namely: Continue to seriously and effectively implement the Central's directives, resolutions and guiding documents on preventing and combating corruption, waste and negativity; on controlling power, preventing and combating corruption and negativity among cadres, creating strong changes from the locality, the grassroots, right in the Party cells. Continue to promote studying and following Ho Chi Minh's ideology, morality and style, associated with educating integrity, respect for honor, and non-corruption and negativity among cadres and Party members, contributing to building the Party and the political system increasingly clean. Improve the effectiveness and efficiency of State management in all fields; strengthen inspection, examination, supervision, and settlement of complaints and denunciations, focusing on areas prone to corruption and negativity; create favorable conditions for people to participate in the fight against, prevent, combat and denounce corruption, negativity and waste. Direct the effective implementation of the coordination mechanism for detecting, investigating and handling corruption and negativity cases and incidents; put complicated cases and incidents under monitoring and direction for handling or according to the conclusions of the General Secretary, the Central Steering Committee and the Provincial Party Committee Steering Committee. With a spirit of innovation, the thematic workshop affirmed the creative approach of the Party building thematic group in mobilizing participation and giving opinions to clarify many important issues so that the draft Political Report of the province on the field of Party building is fully, comprehensively, objectively and accurately assessed; as well as mobilizing consultation, comments, proposals, initiatives, good practices, and effective solutions for the work of building a clean and strong provincial Party Committee in the new term. I propose that it is necessary to focus on deeper analysis to describe all aspects of Party building work, thereby identifying key tasks on par with the requirements of Party building tasks in the new era, the era of the country's rise. I would like to propose the following groups of solutions: Strengthen political education in the entire political system and all classes of people to identify the tasks, requirements, and unity and consensus of the people on key national and provincial projects for smooth implementation. Focus on improving the quality of grassroots party organizations and party members, especially newly established grassroots party organizations. Enhance the responsibility of leaders, the responsibility to set an example, the spirit of "dare to think, dare to do, dare to take responsibility". Focus on researching and developing programs, projects, and specialized resolutions on each field of the key task of Party building with breakthroughs and higher efficiency. Strengthen the inspection and supervision work of the Party to maintain Party discipline and order, improve the quality and effectiveness of leadership, direction and operation of Party committees at all levels; build a contingent of active and exemplary cadres and party members, making effective contributions to the cause of socio-economic development, ensuring national defense and security, building the Party and the political system of the province to be clean and strong in all aspects.
