On the afternoon of December 27, in Hanoi, Prime Minister Pham Minh Chinh attended and delivered a speech at the conference to review the work in 2024 and deploy the plan for 2025 of the agriculture and rural development sector.
The conference was attended by Minister of Agriculture and Rural Development Le Minh Hoan; Minister of Culture, Sports and Tourism Nguyen Van Hung; leaders of ministries, departments, branches and central agencies. The conference was attended at local bridges by secretaries and chairmen of provinces and centrally run cities.
According to the report of the Ministry of Agriculture and Rural Development, in 2024, the sector will implement the plan in conditions with mixed advantages and difficulties and challenges. Among them, there are strong impacts from market fluctuations, severe hot weather, drought, storms in the Central Highlands and Central regions, and saltwater intrusion in southern provinces and cities.
In particular, storm No. 3 (Yagi) caused severe damage to agricultural production in the northern provinces (damage to agricultural, forestry and fishery production was about 31,800 billion VND and reduced the growth of the whole industry by about 0.3-0.5 percentage points in 2024).
However, with the close and regular attention and direction of the Party, the National Assembly, the Government and the Prime Minister; with the spirit of "Discipline, responsibility, timely initiative, accelerated innovation, sustainable efficiency"; the joint efforts, consensus and creativity of all levels, sectors, localities and the business community, farmers... the industry has overcome difficulties and challenges to promote production development in both scale and production level.
Vietnam's agriculture has both firmly ensured national food security and strongly and deeply integrated into the international community; many key agricultural products continue to expand their markets. Vietnam's agricultural exports have achieved many new records. Vietnam's agriculture has affirmed its important position as the driving force and pillar of the country's economy.
In 2024, the total production value (GO) of the industry is estimated to grow by 3.3%, the forest coverage rate is 42.02%; the rate of communes meeting new rural standards is 78.7%; the rate of rural households using clean water meeting standards is 58%.
Total export turnover of agricultural, forestry and fishery products reached a record high of 62.5 billion USD, up 18.7% compared to 2023; trade surplus continued to reach a new record of 17.9 billion USD, up 46.8%. Of which, main agricultural product exports: 32.8 billion USD, up 22.4%; livestock: 533.6 million USD, up 6.5%; main forestry products: 17.28 billion USD, up 19.4%; aquatic products: 10.07 billion USD, up 12.2%. There are 7 goods/groups of exported goods over 3 billion USD (an increase of 01 product compared to 2023).
The economic structure of the industry and agricultural production structure continue to shift, adjust appropriately, integrate multi-value, become more effective and linked to the market, increase the proportion of sub-industries and products with competitive advantages and high value.
The industry has strongly shifted its thinking to agricultural economics, increasing the added value and quality of agricultural products. Gradually changing from brown agriculture to green agriculture, increasing the application of organic agricultural production processes. Effectively implementing the project "sustainable development of 1 million hectares of high-quality, low-emission specialized rice associated with green growth in the Mekong Delta by 2030".
2025 is the final year, accelerating and breaking through to the finish line of the 5-year Industry Development Plan 2021-2025 and the Resolution of the 13th National Party Congress; is the fourth year of implementing the Resolution of the 5th Central Committee (13th tenure) on agriculture, farmers and rural areas; the whole industry will continue to focus on strongly transforming the mindset from agricultural production to agricultural economy, promoting industry restructuring towards developing ecological, green, and circular agriculture associated with building modern new rural areas, developing rural economy and civilized farmers; in which, focusing on removing difficulties and obstacles, minimizing the negative impacts of epidemics and market fluctuations, natural disasters... to increase exports, taking advantage of opportunities from the EVFTA and CPTPP Agreements for Vietnamese agricultural products.
The industry has identified a number of key targets as follows: GDP growth rate of the whole industry is 3.3-3.4%; total export turnover of agricultural, forestry and fishery products is 64-65 billion USD; the rate of communes meeting new rural standards is over 80%; 325 district-level units have met the standards/completed the task of building new rural areas; forest coverage remains stable at 42.02%; the rate of rural households using clean water according to standards is 60%.
To achieve the set goals, the entire agricultural sector will organize and implement key tasks and solutions. Accordingly, it will create development space and new growth drivers for the sector. Continue to promote restructuring the sector, improve productivity, quality of agricultural products and production and business efficiency; strive to exceed growth targets at the highest level.
Strongly develop the domestic and export markets for agricultural, forestry and fishery products. Build value chains for each type of agricultural product, associated with the development of agricultural and rural logistics infrastructure, ensuring the domestic market supply chain.
Innovate and develop forms of production and business organization in agriculture; forms of cooperation, linkage in production and consumption of agricultural products according to value chains, connecting the global consumption system.
Promote research, transfer and application of science and technology, especially high technology and clean technology in production; develop and improve the quality of human resources; proactively integrate internationally to open the market.
Rural development, focusing on effectively implementing the National Target Program on New Rural Construction for the 2021-2025 period, associated with in-depth rural economic development, ensuring quality and sustainability, contributing to preserving and promoting the nation's fine cultural values and improving the material and spiritual life of rural people.
Developing agricultural and rural infrastructure and effectively managing capital investment in basic construction, protecting and improving the quality and efficiency of irrigation work and natural disaster prevention and control.
