On the afternoon of February 22, at the National Assembly House, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly Standing Committee gave opinions on the summary of the 5th extraordinary session of the 15th National Assembly.
Reporting on the summary of the 5th Extraordinary Session of the 15th National Assembly, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that although the 5th Extraordinary Session took place for 2.5 days right after the New Year and close to the Lunar New Year of Giap Thin in 2024, with a spirit of urgency, seriousness, science, democracy, responsibility and high unity and consensus, the National Assembly completed the entire proposed program with very important results; the National Assembly considered and passed 2 Laws and 2 Resolutions.

The contents considered and decided by the National Assembly at the 5th Extraordinary Session aimed to promptly resolve a number of shortcomings and limitations in practical implementation, which are of great significance not only for the implementation of the socio-economic development plan for 2024 but also have fundamental, strategic and long-term significance. Thereby, contributing to the socio-economic development of the country throughout the term and successfully implementing the Resolution of the 13th National Party Congress.
The contents presented at the session were carefully and thoughtfully prepared, continuing to demonstrate the sense of responsibility, high efforts and political determination of the National Assembly, the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, relevant agencies, National Assembly delegations and National Assembly deputies in the face of urgent issues that need to be handled immediately, demonstrating flexibility, staying close to real life, and putting the interests of the nation, people and people first and foremost.
At the same time, it demonstrates the correct, consistent and timely leadership of the Party Central Committee, the Politburo, the Secretariat, the close coordination of the entire political system; the thoughtful, thorough and urgent preparation of the agencies of the National Assembly, the Government and relevant agencies; the positivity, proactiveness and enthusiasm of the National Assembly deputies; the monitoring, supervision and sharing of voters and people nationwide; the participation and timely and accurate reporting of news agencies and newspapers.
Regarding some of the main results of the session related to the draft Law on Land (amended), Secretary General of the National Assembly Bui Van Cuong stated that the draft Law submitted to the session was carefully prepared and discussed through many rounds and steps; the National Assembly spent maximum time discussing and debating thoroughly, reaching the end on issues with different opinions.
The National Assembly Standing Committee has closely directed relevant agencies to study, explain, and fully absorb the opinions of National Assembly deputies. Therefore, the draft Law achieved a high approval rate when the National Assembly voted to pass it. The Land Law (amended) was promulgated to meet the requirements of perfecting and synchronously implementing policies and laws on land management and use, in accordance with the institutions of developing a socialist-oriented market economy, so that land resources are managed, exploited, and used economically, sustainably, and effectively.
Regarding the Law on Credit Institutions (amended), Secretary General of the National Assembly Bui Van Cuong said that the National Assembly's promulgation of the Law on Credit Institutions (amended) contributes to the timely institutionalization of the Party's policies and guidelines in the banking sector in accordance with the principles of a socialist-oriented market economy, meeting the requirements of restructuring the system of commercial banks and credit institutions, ensuring safety, soundness, stability and sustainability;
Enhance publicity and transparency, in accordance with common international standards and practices; perfect the legal basis for handling bad debts and cross-ownership; promote the application of science and technology, especially digital technology in the banking sector and develop modern banking products and services with high added value.
Regarding the Resolution on a number of specific mechanisms and policies for implementing national target programs, the Secretary General of the National Assembly stated that the National Assembly issued a Resolution with 08 specific mechanisms to remove difficulties and obstacles, helping to speed up the implementation of national target programs approved by the National Assembly, meeting the requirements of practice and the expectations of voters and people nationwide. The provisions in the Resolution aim to create favorable conditions for localities to speed up the implementation and disbursement of capital for national target programs.
Regarding the Resolution on the use of general reserves and central budget reserves of the Medium-term Public Investment Plan for the period 2021 - 2025 for ministries, central agencies, localities and Vietnam Electricity Group, Mr. Bui Van Cuong said that after consideration, the National Assembly issued a Resolution on these contents to speed up the implementation of key projects and works, promote the development of a synchronous strategic infrastructure system, in accordance with the provisions of the State Budget Law, contributing to promoting local socio-economic development, ensuring security, national defense, and national sovereignty over seas and islands, meeting the expectations of voters, people of island districts and the whole country.
Mr. Cuong emphasized that, in general, the program of the 5th Extraordinary Session was arranged appropriately, following the correct procedures and processes, ensuring time to complete all the contents of the session.
The work of conducting meetings scientifically, flexibly, decisively, and effectively ensures that all registered National Assembly deputies are able to speak, discuss, and debate, promoting the sense of responsibility of National Assembly agencies and National Assembly deputies.

Speaking at the meeting, Chairman of the Law Committee Hoang Thanh Tung said that the extraordinary session took place over three days, with only one day between the two sessions. With a large amount of work, ensuring the quality of work was a challenge and also a great success.
Mr. Tung affirmed that the success of this extraordinary session has a great mark of the close direction of the National Assembly leaders and the active participation of the National Assembly Committees.
The Chairman of the Law Committee requested that agencies continue to promote the spirit of active participation from early on, from afar, closely following the processes and procedures as prescribed by law, while being flexible and promptly starting to implement tasks to best prepare the contents to be presented to the National Assembly at the upcoming session .
