
Slow database building
The Legal Committee of the Provincial People's Council has just surveyed the compliance with the law in implementing investment projects, upgrading information technology (IT) infrastructure, building software, and specialized information systems according to Resolution 33 and Resolution 17 of the Provincial People's Council.
The survey results show that there are currently about 109 specialized databases being deployed in the province. Of these, some databases have been put into operation and use to serve state management and direct, operate, and resolve administrative procedures for people and businesses.
According to the Legal Committee of the Provincial People's Council, the process of reviewing, proposing investment, upgrading IT infrastructure, and building software of most agencies and units is still confusing; not closely following practical requirements, focusing on selection, prioritizing, and carefully considering the ability to balance resources... leading to investment being spread out and progress being slow. There are units implementing many projects at the same time, such as the Department of Education and Training investing in 6 projects, to date only 1 project has been put into use, while 5 projects are being implemented.
Explaining the slow progress of the projects, the leader of the Department of Education and Training said that during the preparation stage of IT project investment, there were no specific procedures and instructions for implementing the work.
According to Mr. Nguyen Hoang Nam - Deputy Director of the Department of Education and Training, most of the unit's IT projects are being implemented slowly due to problems and delays in the project appraisal process. After appraisal and approval, the projects are implemented quickly and effectively. Therefore, the Department of Education and Training recommends that the process be improved and there should be supervision in the submission and appraisal process to implement current IT projects.
Limit connection and sharing
Implementing Resolutions No. 33 and 17 of the Provincial People's Council, up to now, the Department of Justice has only developed and deployed specialized software: "Database management software on authentication". The rate of units using the software is still very low, mainly entering data after completing authentication procedures. The use is not regular, updating very little data compared to the actual amount of authentication arising locally.

Mr. Dang Van Dao - Director of the Department of Justice said that the department has sent many documents requesting the Department of Information and Communications to coordinate in connecting and communicating data between the "Database Management Software on Certification" and the Provincial Administrative Procedures Information System, but so far it has not been implemented. This software has also been connected to the existing notary records management software; however, the exploitation of data from the notary software is still very limited...
Ms. Duong Thi Thanh Hien - Deputy Head of the Legal Committee of the Provincial People's Council said that the progress of implementing the construction of a number of key specialized databases is slow. According to the plan, in 2023, there will be 19 specialized databases prioritized for implementation, but at the time of the survey, only 9/19 databases had their outlines and detailed estimates approved by the Provincial People's Committee (reaching 47.3%).
“Another worrying situation is that the number of databases deployed from the provincial to the communal level, for people and businesses is still small; most databases only serve internal purposes or are deployed at the provincial level, so districts have to invest separately. This situation leads to the risk of duplication, waste, and does not meet the requirements of digital transformation, the formation of big data, and centralized data.
In addition, specialized databases in some sectors are not synchronized with the provincial system, leading to the simultaneous use of multiple software and multiple login accounts. The situation of using the electronic system while updating paper records also causes difficulties for officials and civil servants in the process of use and affects the progress and quality of work," Ms. Hien acknowledged.
“Every cadre, party member, civil servant and public employee needs to deeply realize that the more pressure and difficulty, the more effort and determination we must make. We must strongly arouse the sense of responsibility, innovative thinking and creativity of the people of Quang Nam to turn goals and aspirations into reality.”

Arrange people and resources accordingly
Acting Chairman of the Provincial People's Committee Ho Quang Buu said that to realize the goal of "Building a clean, healthy, open and transparent administrative environment", Quang Nam plans to continue to decentralize and delegate authority, further promote it, along with the allocation of resources and human resources accordingly.
“We are focusing on digital transformation, data digitization, and building digital government, so the higher the rate of digitalization in government building, the more we must consider reducing the number of people working and increasing work proficiency accordingly. It is impossible to simultaneously reform administration, build digital government, and handle the network environment, but with the same number of people, capacity, and working methods remaining the same, it will be inappropriate,” said Mr. Ho Quang Buu.
Although the province has given strong directions, the connection and sharing of data between state agencies to serve state management and administration and to provide services to people and businesses is not thorough.
The connection and data sharing between specialized databases and systems serving the province's command and control (such as the province's Intelligent Operation Center (IOC), smart, egov Quang Nam) is still limited. The number of databases connected, shared by default as well as providing open data is still low, only 14/48 specialized databases of the province are connected to the LGSP data integration and sharing platform, reaching a rate of 29%. And the pressure to handle these issues is huge.
According to the provincial People's Committee leader, in the coming time, administrative reform in the fields of investment, finance, etc. must also be improved. The main goal is to make public investment procedures faster, more concise, reduce preparation steps, and make implementation easier. Only then will the province's public investment disbursement rate be better.
“The same goes for public asset procurement, all methods need to be improved to ensure that procurement is both in accordance with regulations and improved, avoiding one sector asking for opinions from another, pushing back and forth. These are all very important contents in the province's administrative reform work,” Mr. Ho Quang Buu added.
Digital transformation takes a lot of time, but without determination, the province will fall behind other localities. The People's Committee has issued Plan No. 4064 (June 27, 2023) to continue implementing "Building a clean, healthy, open and transparent administrative environment", improving efficiency, service quality and improving the satisfaction of people and businesses with state administrative agencies at all levels in the province.
In the coming time, the provincial leaders require localities to be determined to create positive, practical and effective changes by paying attention to administrative reform and digital transformation of each sector and locality.
