Cases exempted from all high school graduation exams in 2025

In 2025, the Ministry of Education and Training will allow some cases to be exempted from all high school graduation exams.

According to the regulations on high school graduation exams from 2025 announced by the Ministry of Education and Training on December 24, the following cases will be exempted from all subjects in the high school graduation exam: People summoned to participate in the national team selection exam for international or regional Olympic competitions in cultural subjects and people in the team participating in international or regional Olympic competitions in science, technology, culture and arts if they meet the prescribed conditions.

People with extremely severe disabilities and people with severe disabilities as prescribed in Clause 1 and Clause 2, Article 3 of Decree No. 28/2012/ND-CP of the Government ; resistance fighters infected with toxic chemicals with a labor capacity reduction of 61% or more; children of resistance fighters infected with toxic chemicals who themselves have a labor capacity reduction of 61% or more, must meet the conditions stated in the regulations on high school graduation exams from 2025.

From 2025, the high school graduation exam will have an additional policy of exempting the Literature exam, in addition to the Foreign Language exam as in previous years.

According to the high school graduation exam regulations from 2025, the Ministry of Education and Training allows foreign candidates to use Vietnamese language certificates to be exempted from the Literature exam in the recognition of high school graduation.

The Ministry of Education and Training said that this content aims to create favorable conditions for considering graduation recognition for foreigners studying generaleducation programs in Vietnam while still ensuring basic knowledge of Literature through studying Literature in class and taking exams to obtain Vietnamese language certificates.

Regarding incentive points, the high school graduation exam regulations from 2025 will eliminate the addition of vocational certificate points for all candidates; eliminate the addition of IT, foreign language certificates, and vocational secondary school certificates for candidates in Continuing Education.

This content is to be consistent with the 2018 General Education Program, and at the same time create equality because students graduating from formal and continuing education systems are all awarded the same type of graduation certificate.
