Professor Huynh Van Chuong said that the 2024 high school graduation exam will basically be kept stable as in the 2020-2023 period. In particular, keeping the 2023 high school graduation exam as successfully organized, the Ministry will only make some technical adjustments in the regulations to make it easier for the examination organizing councils at the Ministry level and localities to organize and implement.
B ADDITIONAL ITEMS PROHIBITED INTO THE EXAM ROOM
Along with the regulations, the Ministry will also issue instructions to organize the exam earlier than previous years so that students can study carefully and prepare well and proactively for the exam.
According to the newly issued circular, candidates need to pay attention to several points. Specifically, in addition to the items allowed to be brought into the exam room for the purpose of taking the exam, the regulations add items prohibited from being brought into the exam room so that candidates know and proactively do not bring them during the exam and into the exam area. Accordingly, the revised regulations bring back the content of the regulation "prohibited from being brought into the exam room", including specific items: carbon paper, erasers, alcoholic beverages; weapons and explosives, flammable substances; documents, communication devices or information storage devices that can be used to cheat during the exam and the grading process.
Which English certificates are scored 10 points in the 2024 high school graduation exam?
Supplement all foreign language certificates with legal validity as prescribed by the Ministry of Education and Training to exempt foreign language exams in the 2024 graduation recognition consideration, creating general fairness for PhDs and recognized foreign language certificates.
According to regulations, exam papers are classified as "top secret" by the state and will only be declassified when the test time for multiple-choice exams is over and 2/3 of the test time for essay exams is over. Therefore, regardless of the reason, if the exam papers are leaked to the outside before the specified time, it is considered a state secret, so candidates should pay attention to comply with regulations and participate in protecting the confidentiality of the exam papers during the exam in the exam room.
This year's 12th graders will be the last generation to take the high school graduation exam according to the 2006 General Education Program (old program).
EXAM TO ENHANCE PRACTICAL APPLICATION
Reporter: This is the last year of the high school graduation exam according to the old program, so is there anything special about the exam compared to previous years? Does the Ministry have any notes on the direction of this year's graduation exam, sir?
Prof. Dr. Huynh Van Chuong: Basically, the structure of the exam format will remain stable as in 2023 so as not to cause confusion for students. However, it is expected that there will be a reasonable increase in some content related to practical application in some subjects, to gradually approach the orientation of assessing capacity in accordance with the goals and requirements for developing learners' capacity and qualities, and gradually increase the level of differentiation so that the exam achieves the set goals.
Regulations on foreign language certificates, bonus points, and exemption from foreign language exams have received much public attention and discussion in recent years. So, will there be any changes to these regulations in this year's high school graduation exam, sir?
With the motto of maintaining the stability of the 2024 high school graduation exam as in the 2020-2023 period, especially in 2023, this year the exemption from the foreign language exam in the graduation recognition consideration is still applied as in previous years so as not to cause disruption to students. The draft regulations on high school graduation exams that have been announced also expand the types of foreign language certificates used in the exemption from the foreign language exam when considering graduation recognition. These are prestigious certificates, recognized by the Ministry of Education and Training in various documents and used in the nationaleducation system for many years.

Students who are studying under the 2006 General Education Program and are preparing to take the 2024 high school graduation exam can rest assured and not worry. As soon as the high school graduation exam plan was developed from 2025, the Ministry of Education and Training considered this issue. Accordingly, the Ministry has considered the plan to organize a separate graduation exam for those who have not passed the 2024 graduation exam and previous years under the 2006 General Education Program. Therefore, students can rest assured that they will not have to study the 2006 program but take the 2018 exam.
Grade 12 students will take the 2024 high school graduation exam at the end of June with some technical adjustments in the regulations.

Professor Huynh Van Chuong said that the exam time will also be kept stable as in 2023, expected to take place at the end of June 2024. The reason is that the end of June is most suitable for the school year schedule of grade 12 students in the 2023-2024 school year and also has enough time for schools and students to review and systematize knowledge before taking the exam. At the same time, it is also suitable and convenient for localities in organizing admission to grade 10 for the 2024-2025 school year and summer vacation; in line with the enrollment plan of universities and colleges in 2024.
Foreign language certificates that help exempt exams
The newly issued regulations add certificates of eligibility for exemption from high school graduation exams for foreign languages instead of including them in the guidance document as before.
Specifically, for English, in 2023, only the following certificates will be recognized: TOEFL ITP (minimum requirement of 450 points), TOEFL iBT (minimum requirement of 45 points) and IELTS (minimum requirement of 4.0 points). In 2024, in addition to the above certificates, English will also include: B1 Preliminary/B1 Business Preliminary/B1 Linguaskill; TOEIC; Aptis ESOL B1; PEARSON PTE B1; foreign language certificates according to the 6-level foreign language proficiency framework for Vietnam, level 3. In particular, with the TOEIC certificate, candidates need to achieve listening skills from 275 - 399 points, reading skills from 275 - 384 points, speaking skills from 120 - 159 points, writing skills from 120 - 149 points.
This year's exam still maintains the rule: "Candidates exempted from the foreign language exam will be given 10 points for this exam to be considered for high school graduation recognition. Candidates who do not register to use the right to be exempted from the foreign language exam must take the exam and be considered for high school graduation recognition like candidates who are not exempted from the exam."
5 exams
The 2024 exam will continue to organize 5 exams including: 3 independent exams of math, literature, foreign language; 1 combined natural science exam including the subjects of physics, chemistry, biology; 1 combined social science exam including the subjects of history, geography, civic education (for candidates studying the high school general education program) or the subjects of history, geography (for candidates studying the high school continuing education program).
For the combined exam, candidates can only register for one combined exam or component subjects in the same combined exam (for independent candidates). Candidates can register for a foreign language other than the foreign language they are studying at high school; Candidates who are continuing education students can register for a foreign language exam to get the results for university and college admission.
