Bustling traffic through Highway 8 overpass during technical opening

The overpass on National Highway 8 over the Dien Chau - Bai Vot Expressway in Duc Tho District ( Ha Tinh ) has been technically opened to traffic, contributing to solving the traffic safety problem during the construction of this project.

For the past two days, vehicles have been allowed to travel through the National Highway 8 overpass across the North-South Expressway, Dien Chau - Bai Vot section, in Thanh Binh Thinh commune, Duc Tho district.

The 300m long National Highway 8 overpass with 2 abutments and 6 pillars, the bridge surface width is 15m, and construction has been underway since February 2022. Due to some difficulties in disbursing bank loans, high construction material prices, weather impacts, COVID-19 pandemic..., the construction progress of the Dien Chau - Bai Vot expressway section in general and the National Highway 8 overpass in particular, has not been as expected by the project enterprise - Phuc Thanh Hung Company and the contractor - Dai Hiep Company Limited.

After nearly two years of construction, the Highway 8 overpass has finally been technically opened to traffic. During the construction of this project, the contractor's traffic safety work was a matter that was frequently mentioned by the road management agency.

To serve the construction of the intersection and overpass, the road management agency has handed over the section of Km 4+780 - Km 6+350 of National Highway 8 to the project enterprise and contractor. However, the contractor has not seriously and fully implemented the work of ensuring traffic safety, has not properly implemented the requirements in the construction agreement, and the approved construction organization measures, leading to a situation of traffic safety loss for people and vehicles traveling through this area.

Therefore, when people and vehicles are allowed to circulate on the National Highway 8 overpass, they do not have to move through the service road as before, contributing to ensuring traffic safety and limiting traffic incidents.

“In the past, every time I passed through the overpass construction area, I was worried about traffic safety issues because the service road was rough, slippery, with many potholes, making it very easy for traffic accidents to occur, especially at night. Up to now, although the bridge has not been completely completed, the technical opening of the bridge has partly solved the traffic safety problem,” said Vo Van Dung (born in 1980, Bac Hong Ward, Hong Linh Town).

In general, many people feel more secure when vehicles are allowed to pass through the Highway 8 overpass. After the technical opening, the contractor continues to complete the construction.

However, due to the influence of rainy weather, construction is being interrupted, including the asphalt concrete paving of the road leading to the overpass that has not been completed.

The North-South Eastern Expressway Project, phase 2017-2020, Dien Chau - Bai Vot section, has a total length of more than 49km, passing through 3 districts in Nghe An province (44.4km) and Duc Tho district, Ha Tinh province (4.94km), is one of three component projects invested in the form of public-private partnership (PPP).

In the phased phase, the project scale is 4 lanes, the roadbed width is 17m, the roadbed width for the deep excavation and embankment sections is 32.25m. In the completed phase, the project will be invested in a scale of 6 lanes, the roadbed width is 32.25m.

The total investment capital of the project in the phase is over 11,157 billion VND. Of which, the capital mobilized by investors is 5,090 billion VND; the State capital participating in the project is over 6,067 billion VND.

The project started in 2021 and is expected to be completed in 2024. The operating time to recover capital is 16 years, 6 months, 8 days.
