Nho Quan raises awareness of disaster prevention through drills

Nho Quan district has just successfully organized the 2023 disaster prevention and search and rescue (PCTT - TKCN) drill in Thuong Hoa commune. Through the drill, it has contributed to raising awareness of Party committees, authorities and communities about disaster prevention and control.

The drill on natural disaster prevention and control with the hypothetical situation due to the influence of the circulation of storm No. 2 causing heavy rain over a large area, floods on river banks, especially Lang River in the area all rose and exceeded the alarm level 3. In Huu Thuong village 4, Thuong Hoa commune (Nho Quan), it caused flooding, water could not drain in time, threatening the lives of more than 200 households in the village. In addition, due to the continuous flow of water from upstream, causing great water pressure, there was a risk of the Dau stream sluice gate breaking.

Faced with the urgent situation, the Steering Committee for Flood and Storm Prevention and Control of Thuong Hoa commune held a conference to discuss policies and measures to respond to floods and storms, deploy the "4 on-site" plan, and direct forces to urgently respond to promptly evacuate people in Huu Thuong village 4 and move livestock and poultry to safe places, minimizing damage caused by floods.

For the Dau canal culvert, forces and means were mobilized to gather reinforcement materials and quickly clear the culvert. Therefore, the risk of Dau canal culvert wings breaking did not occur, ensuring the safety of people's lives and property.

According to the assessment of the Organizing Committee, the 2023 PCTT - TKCN exercise was a great success, ensuring absolute safety for people, vehicles and materials; especially, it achieved the set goals and requirements, in accordance with the intentions and procedures of the District Organizing Committee. The success of the exercise was thanks to the careful and thorough preparation in all aspects of Nho Quan district, in which the core role was the District Military Command.

Lieutenant Colonel Dam Ngoc Quang, Commander of the District Military Command and Deputy Head of the Organizing Committee, said: Identifying this as a key political task that requires focused leadership, direction and implementation, from the beginning of the year, the District Military Command coordinated with local agencies and units to study the situation, survey and select locations and areas for drills that are close to the situation and suitable to the local situation and capabilities.

On that basis, the District Military Command has actively advised the District Party Committee, People's Committee, the PCTT-TKCN Command Board, and the District Drill Steering Committee to fully and promptly issue leadership and direction documents, and at the same time guide the Party Committees, authorities, the PCTT-TKCN Command Board, departments, branches, and organizations of the drill communes to fully develop a system of documents and plans close to the requirements of the drill, ensuring that the drill takes place in accordance with the order and plan.

During the preparation and practice of the drill, the units closely followed the direction and guidance of the Steering Committee and the District Drill Organizing Committee, especially through the organization of segmented and joint drills, promptly learned from experience and continued to improve the content to organize the drills to achieve high results.

It is known that Huu Thuong Hamlet 4, Thuong Hoa Commune is a hamlet that is often flooded when heavy rains occur. Every year, during the rainy season, it is directly affected by floods from upstream, causing flooding, threatening people's lives and property. To help people raise their vigilance to prevent floods and storms during this year's rainy season, the District Steering Committee has chosen Huu Thuong Hamlet 4 as the location to organize a PCTT - TKCN drill. This will help local authorities and people always raise their readiness to respond when floods occur in the area, with the motto of prevention first and active response.

Comrade Hoang Khac Tiep, Chairman of the District People's Committee, Head of the Steering Committee for the Nho Quan District Drill emphasized: The greatest success of the PCTT-TKCN drill has contributed to raising awareness for all levels, sectors and people in the district about the work of preventing and combating disasters caused by storms and floods. At the same time, improving the capacity of leadership, direction and operation of all activities in implementing the emergency situation of storm and flood prevention and combat. The components and forces have promoted the sense of responsibility, properly performing the assigned functions and tasks.

After the drill, the district requested Party committees, authorities, departments, branches, and organizations of the district and communes and towns to continue to study and adjust the PCTT - TKCN plans of their agencies and units, and apply them appropriately to the tasks of each unit and locality, contributing to minimizing the damage caused by natural disasters. At the same time, draw experience, reward groups and individuals who do well as well as criticize groups and individuals who have not performed their tasks well.

Currently, it is the rainy and stormy season, so raising the spirit of vigilance and being ready to respond to all natural disaster situations is always a top priority of Nho Quan district, ensuring to minimize damage to people and property caused by storms and floods in the district.
