According to information from Vietnam Social Security:
The 15 characters written on the old health insurance card are divided into 4 boxes:
- First two characters (box 1): The letter symbol is the code of the health insurance participant.
- Next character (2nd box): Signified by numbers is the health insurance benefit level from 1 to 5.
- The next two characters (3rd box): Denoted by numbers (from 01 to 99) are the code of the province or centrally-run city where the health insurance card is issued.
- Last 10 characters (4th box): is the social security code.
In the new form, the health insurance card is shortened to only 10 characters, which is the social insurance code. The benefit level (from 1-5) of the health insurance participant in the new card form is shown in the right corner of the card, next to the "Gender" section.
Corresponding to each character, the health insurance participant will be paid by the Health Insurance Fund for medical examination and treatment costs within the scope of payment of the Health Insurance Fund at the following levels:
- No. 1: 100% of costs and no limit on payment rates for certain drugs, chemicals, medical supplies (VTYT) and technical services (DVKT) as prescribed; costs of transporting patients from district level to higher level in emergency cases or when inpatient treatment requires technical transfer.
- No. 2: 100% of costs (with payment rate limit); costs of transporting patients from district level to higher level in emergency cases or when inpatient treatment requires technical transfer.
- Number 3: 95% of costs (with payment rate limit); 100% of medical examination and treatment costs at commune level and the cost for one medical examination and treatment is lower than 15% of the basic monthly salary.
- Number 4: 80% of costs (with payment rate limit); 100% of medical examination and treatment costs at commune level and the cost for one medical examination and treatment is lower than 15% of the basic monthly salary.
- No. 5: 100% of costs, including medical examination and treatment costs outside the scope of health insurance benefits; transportation costs.
In addition, according to Article 4, Decision No. 1351 stipulates that the code of the place of residence of the subject consists of two characters, both in letters and in numbers. Health insurance cards with the code of the place of residence of the subject (symbol: K1, K2, K3) when going to the wrong medical facility for self-treatment, will be paid by the health insurance fund for medical treatment at district-level hospitals, and inpatient treatment at provincial and central hospitals (no referral for medical treatment is required).
- Symbol K1: Is the code for ethnic minorities and people from poor households participating in health insurance, living in areas with difficult socio-economic conditions according to the provisions of law.
- Symbol K2: Is the code for ethnic minorities and people from poor households participating in health insurance, living in areas with especially difficult socio-economic conditions according to the provisions of law.
- Symbol K3: Is the code of the place where the health insurance participant is living in the island commune or island district according to the provisions of law.
For people who belong to many health insurance groups, the health insurance benefit level stated on the health insurance card is the benefit level of the group with the highest benefits.
"5 consecutive years" means the time of use recorded on the next health insurance card is consecutive to the expiration date of the previous card within 5 years, with a break of no more than 3 months allowed.
Conditions to enjoy 100% of health insurance medical examination and treatment costs if 5 consecutive years or more:
- Have participated in health insurance for 5 consecutive years or more;
- The amount of co-payment for medical examination and treatment costs in the year is greater than 6 months of basic salary (equivalent to 8,940,000 VND, from July 1, 2023 it is 10.8 million VND).
- Go to the right hospital for treatment.
The validity of the health insurance card is the period of time the participant can use the health insurance card for health insurance examination and treatment, from the time the health insurance card is valid. There are 4 ways to look up:
Method 1: Look up via the "VssID - Social Insurance Number" application of Vietnam Social Security. To look up the card's validity period, participation process, and health insurance benefits on this application, participants only need to install the VssID application on a smartphone platform and register an account to use the application.
Method 2: Look up via the Vietnam Social Security Electronic Information Portal. Participants access the address: https://baohiemxahoi.gov.vn to look up information about the health insurance card.
Method 3: Call the Vietnam Social Security hotline at 19009068 to receive support from the hotline staff.
Method 4: Look up the health insurance payment receipt. When paying for health insurance, the receipt clearly states the validity period of the health insurance card.
Based on this information, participants can proactively monitor the validity period of their health insurance card, in order to promptly renew it when it is about to expire, ensuring their health insurance benefits.
