According to the information, on the morning of May 11, south of Thung Thi tunnel entrance, part of the Mai Son - National Highway 45 expressway component project (section through Ha Linh commune, Ha Trung district, Thanh Hoa province), many trucks were taking soil outside the expressway corridor and opening a path, turning around at the mobile fence in front of the tunnel entrance.
Transporting soil from outside the highway corridor and then passing through the fence in front of Thung Thi tunnel poses a potential traffic safety risk.
The transportation of soil has caused dust and posed a potential traffic safety risk to vehicles traveling on the highway.
On May 12, speaking with Giao Thong Newspaper, Mr. Nguyen Xuan Dung, Vice Chairman of Ha Trung District People's Committee, said that immediately after receiving the information, on the afternoon of May 11, the district sent functional forces to inspect and temporarily detained 1 vehicle.
"We are assigning the district police to investigate and clarify whether the land grabbing is correct or not. When we have accurate results, we will inform the press in detail," said Mr. Dung.
The fence on the side of the Thung Thi tunnel operator's house and the fence in front of the tunnel entrance are opened to allow soil transport vehicles to easily turn around.
Regarding this issue, Mr. Luong Van Long, Executive Director of Mai Son - National Highway 45 project, said that when the project was completed and put into operation, all the cross-roads across the highway were closed to ensure safe traffic.
"Currently, we are asking the unit managing and operating the expressway (Vietnam Expressway Operation and Maintenance Joint Stock Company - VEC O&M) to provide a specific report," said Mr. Long.

Regarding this, Mr. Doan Bac, representative of VEC O&M informed: "On the evening of May 11, when patrolling this area, we saw that the authorities had finished their work. There was no sign of the vehicle transporting soil at the time of inspection."
The fence next to the Thung Thi tunnel operator's house has been fenced and locked to prevent vehicles from entering or leaving.
Explaining why the mobile fence in front of the Thung Thi tunnel was opened and someone was there to guide the vehicles to turn around, Mr. Bac said: "The mobile fence was not locked carefully, so the transport unit pulled it out to create a path for the vehicles. The guide could have been from the transport unit themselves."
Mr. Bui Trong Tue, Head of Road Management Office II.1 - Road Management Area II, shared that immediately after receiving the information, the unit arrived at the scene, coordinated with the forces of the Traffic Police Department (Ministry of Public Security) and VEC O&M to close the barrier and arrange people on duty.
