According to the report of the Department of Animal Husbandry and Veterinary Medicine (DAH), after inspecting 30 small and medium-sized livestock farms in 17 communes, wards and towns in Quang Tri province, only 6 farms met livestock farming conditions, accounting for 20%; the number of farms that did not meet livestock farming conditions was up to 24 farms, accounting for 80%.

The farms that do not meet the conditions for small and medium-sized farms are mainly due to the fact that they do not ensure the regulations on safe distances in livestock farming; do not have environmental protection measures according to regulations (no waste collection area, no measures to treat hazardous solid waste...); do not have records to monitor livestock farming; and have not declared livestock farming activities.
During the inspection, the Department of Industry and Trade provided guidance, information, and propaganda to farm owners on the provisions of the Law on Animal Husbandry, the Law on Environmental Protection, the Law on Food Safety, and documents guiding the implementation of the laws. At the same time, it provided guidance to farm owners on how to correct violations to ensure farm animal husbandry conditions in accordance with regulations.
According to Deputy Head of the Department of Industry and Trade Dao Van An, the current difficulty is that according to Decree No. 13/2020/ND-CP dated January 21, 2020 of the Government, 10 or more livestock units are considered farm scale. Specifically, for pigs of 50 or more; industrially raised meat chickens, foreign ducks of 2,000 or more; foreign beef cattle, crossbred cattle of 14 or more...
This regulation faces many shortcomings in practice because currently in the province, there are many livestock farms that meet the scale of small and medium-sized farms, but they are spontaneous and exploitative (raising livestock in residential areas, in residential areas), not fully understanding the regulations on livestock conditions, regulations on environmental protection, measures to handle hazardous solid waste, and not paying attention to the management and monitoring of livestock activities such as: declaring livestock, keeping books to monitor livestock activities, so ensuring the conditions according to regulations for small and medium-sized livestock farms is difficult.
In addition, some farms were invested and built before the Law on Livestock and documents guiding the implementation of the law came into effect, so the implementation of safe distances for livestock farming according to regulations was not guaranteed. The dissemination, popularization and guidance of regulations for local people were still limited. The implementation of the environmental licensing process for small and medium-sized farms encountered many difficulties because people did not fully understand the processes, procedures and subjects of environmental licensing.
In fact, through re-inspecting a number of farms that do not meet the livestock farming conditions in 2023 to check the status of correcting the errors that have been reminded, most of the inspected facilities that are stuck in the distance of livestock farming, the owners have proactively reduced the scale of livestock farming to the household scale or are rebuilding barns in another location to ensure safe distance in livestock farming.
