TPO - On the afternoon of May 31, Hanoi Drainage Company Limited (Drainage Company) informed about the drainage plan for the 2024 rainy season. Responding to Tien Phong reporter's question about the cause of flooding in Hanoi at present, the leader of Hanoi Drainage Company said that the cause was due to the slow progress of the construction project.

Assessing the drainage work for the rainy season in 2024, Mr. Trinh Ngoc Son, Deputy General Director of Hanoi Drainage Company, said that the Company is responsible for managing the entire To Lich River basin (in the central districts) and the areas of Ha Dong, Nam Bac Tu Liem and Long Bien district.

“Due to the increasingly obvious effects of climate change, this year the weather continues to be complex and unpredictable with severe heat, accompanied by unusually heavy, irregular rains, and even hail,” said Mr. Son.

Regarding drainage infrastructure in central districts, Mr. Son said that basically the drainage infrastructure in the central area has been invested in and renovated according to the drainage project phase 1 and 2. However, after many years of use and changes in the weather, the drainage infrastructure system can only handle rains with an intensity of 50mm/h.

With rainfall of 50-70mm/h, the city's infrastructure will be overloaded and 11 flooded areas will appear; with rainfall of over 70mm/h or high intensity rain concentrated in a short period of time, the city will have 30 flooded areas.

Construction site obstructs drainage

According to Mr. Son, currently, the city's drainage and flood prevention work still faces many difficulties due to unusual and negative changes in the weather. Along with that, the city's drainage infrastructure system only has the To Lich river basin that has been basically renovated, meeting the rainfall of 310mm/2 days (50mm/h); the remaining basins have not been renovated or built according to the plan, especially the lack of key pumping stations, so the drainage is mostly self-flowing, causing great pressure on the drainage infrastructure.

From this reality, Mr. Son said, the Company has developed a plan including a number of solutions to reduce flooding and limit the impact on people's lives and travel.

Specifically, the Company is strengthening the work of forecasting, warning, monitoring weather conditions, developing scenarios for specific situations; regularly maintaining the system of sewers, ditches, rivers, and regulating lakes in sync with the basin associated with key flooding areas; implementing projects to renovate, repair, prevent local flooding and overcome existing problems and incidents on the road.

Responding to Tien Phong reporter's opinion about the cause of severe flooding and the fact that it often lasts longer than other areas such as Cau Giay, Thanh Xuan, and Hoang Mai districts, Mr. Son said that these areas are currently located in the southwest of the city and the drainage project phase 1 and 2 have not reached them yet.

“To reduce flooding in these areas, the city is currently implementing additional drainage projects such as building Yen Nghia pumping station, upgrading Dong Bong 1 and Dong Bong 2 pumping stations...” – Mr. Son said.

Along with that, Son also said that the cause of flooding in the above areas is also due to the slow progress of many large infrastructure projects, which has affected the flow and drainage capacity of the canals and caused flooding.
