Many flights have the same flight number, the Civil Aviation Authority warns of unsafe conditions

The Civil Aviation Authority of Vietnam has just sent a document to the Vietnam Air Traffic Management Corporation (VATM); airlines Vietnam Airlines, Vietjet, Bamboo Airways, Pacific Airlines, Vietravel Airlines requesting the implementation of solutions to reduce the risk of confusion between flights with similar names.

Many flights have the same flight number or name, which can easily cause confusion when operating flights.

According to VATM, flights have similar names and callsigns, operate during the same time period, and are in the same area of ​​responsibility of the flight operations facility.

Specifically, flight names have different airline names but the same or nearly similar numbers, have the same numbers but different locations, have repeated numbers (such as HVN123 and BAV123; HVN171 and BAV171...).

Or flight names of the same airline but the numbers are the same or nearly the same, the numbers have similar pronunciations (for example HVN7344 and HVN1344; HVN1351 and HVN1531...).

To ensure safety for flight operations in Vietnam's airspace and reduce potential risks, the Civil Aviation Authority of Vietnam recommends that Vietnamese airlines proactively review flight planning and schedules.

Do not allow flights with similar, easily confused flight numbers to operate at the same time and in the same control area; take measures to adjust and modify flight names with similar names to reduce the risk of confusion and improve the ability to ensure flight safety.

The airline thoroughly instructs the flight crew to focus on listening, repeating or acknowledging fully and clearly to ensure proper implementation of the relevant instructions and instructions (especially fully repeating the flight call sign).

Upon receiving notification from the air traffic controller that there are flights with similar call signs, the flight crew of this flight must reconfirm the reminder from the air traffic controller, listen to prevent the risk of confusion, and temporarily change the call sign according to the instructions of the air traffic controller (if any).

In addition, airlines need to require flight crews to pay special attention when instructions have content that is significantly different from the flight plan and need to reconfirm with air traffic controllers.

The Civil Aviation Authority also requested VATM to continue to disseminate and instruct all air traffic controllers on how to identify flights with similar call signs; and methods for temporarily changing call signs of flights with similar call signs according to the recommendations of the International Civil Aviation Organization (ICAO).

In addition, VATM needs to thoroughly instruct air traffic controllers to implement the following contents: always use the full flight name, pay attention to intonation and stress to show the difference in flight names; use full terminology, in accordance with the standards of air-ground communication methods as prescribed.

Inform flight crews of flights with similar names to proactively prevent the risk of confusion; properly implement instructions on issuing and repeating air traffic control instructions and information related to flight safety.

VATM also noted that the crew must report their position, altitude, and flight level when first establishing contact with the flight control facility and requested the flight leader, flight chief on duty, and air traffic controllers to monitor and proactively coordinate to assist the air traffic controllers in identifying flights with similar names in the area of ​​responsibility to implement risk reduction measures.

The Civil Aviation Authority of Vietnam requires VATM to organize statistics on cases of flight crews not strictly following air traffic control instructions (incomplete or incorrect repetition, incorrect implementation of air traffic control instructions), periodically send them to the authority for appropriate handling measures, and notify airlines to prevent recurrence.
