The Ministry of Labor, War Invalids and Social Affairs has recently issued consolidated document No. 4804/VBHN-BLDTBXH - Decree regulating subsidy levels, allowances and preferential regimes for people with revolutionary contributions.
This document is a consolidation of 3 decrees, including Decree No. 75/2021/ND-CP; Decree No. 55/2023/ND-CP and Decree No. 77/2024/ND-CP.
Accordingly, from July 1, 2024, the standard level of preferential allowance for people with revolutionary contributions will increase from VND 2,055 million to VND 2,789 million. This standard level is the basis for calculating the level of allowances, subsidies, and preferential regimes for people with revolutionary contributions and their relatives.

The consolidated document also stipulates preferential regimes, including health insurance payment for people with revolutionary contributions, relatives and people serving people with revolutionary contributions according to the provisions of the Ordinance on preferential treatment for people with revolutionary contributions.
Along with that, from January 1, 2025, the health rehabilitation care regime will be applied to people with revolutionary contributions.
Specifically, people receiving home nursing care will receive a cost equal to 0.9 times the standard rate/person/time. Meanwhile, people receiving centralized nursing care will receive support equivalent to 1.8 times the standard rate/person/time.
The expenses include food, necessary medicines, gifts, sightseeing, and other support such as towels, soap, toothbrushes, and toothpaste. Recreational, cultural, and sports activities are also sponsored to improve the spirit and health of the meritorious people during their convalescence.
Meritorious people are also entitled to other preferential regimes such as funeral allowances according to the provisions of the social insurance law on funeral allowances; martyr worship allowance of 1.4 million VND/martyr/year.
For war invalids, sick soldiers, and those who enjoy the same policy as war invalids of type B with a physical injury rate of 81% or more, the holiday and Tet allowance is also increased to 200,000 VND/person/day. Additional support days include holidays and Tet according to the provisions of the Labor Code, along with War Invalids and Martyrs Day (July 27) and the founding day of the Vietnam People's Army (December 22).
For those with meritorious services who are being cared for at facilities of the Department of Labor, War Invalids and Social Affairs, they will enjoy comprehensive health care services. The support level includes medicine, treatment and rehabilitation with a maximum of VND 8.5 million/person/year.
They are also supported in treatment at medical facilities to pay for treatment costs, medicines, chemicals, medical supplies, technical services and related costs not covered by the Health Insurance Fund, which are paid according to actual invoices and documents.
In case a meritorious person being cared for at a facility returns home to visit his/her family, he/she will be supported with travel and food expenses, with a maximum support of 5 million VND/year for both the meritorious person and one accompanying relative.
Meal allowance is 100,000 VND/person/trip; travel allowance is 3,000 VND/km/person depending on the distance, but not exceeding 5 million VND/subject and relative/year...
Relatives of martyrs, authorized persons, and martyr worshipers will receive one-time financial support when carrying out the relocation of martyrs' remains.
Specifically, the exhumation of martyrs’ remains will be supported with 4 million VND for each remains. In addition, travel and food expenses from the place of residence to the martyrs’ graves will also be supported at 3,000 VND/km/person.
