A locality in Ho Chi Minh City requested that schools and homeroom teachers not stand up to mobilize funds for the parent-teacher association, and not collect or keep this money on their behalf.
The Department of Education and Training of Cu Chi District, Ho Chi Minh City has just issued an official dispatch, requesting principals of kindergartens, primary schools, secondary schools, and heads of affiliated units to strictly implement the contents, in order to ensure the implementation of the funding source for the parent-teacher association in accordance with the provisions of Circular No. 55/2011/TT-BGDDT of the Ministry of Education and Training.
Accordingly: "The operating budget of the class parent-teacher association comes from the voluntary support of parents and other legal funding sources for the class parent-teacher association. The operating budget of the school parent-teacher association is taken from the operating budget of the class parent-teacher associations according to the recommendation of the plenary meeting of the class parent-teacher association heads at the beginning of the school year and other legal funding sources for the school parent-teacher association."
"The operating budget of the parents' representative board is not used to "protect the principal's facilities, ensure school security, supervise students' vehicles, clean classrooms, clean the school: reward managers, teachers, and school staff, purchase machinery, equipment, and teaching aids for the school, classrooms, or for managers, teachers, and school staff, support management work, organize teaching and learning activities, repair, upgrade, and build new school facilities," the document of the Department of Education and Training of Cu Chi district clearly stated.
Homeroom teachers are not allowed to raise funds for the parents' representative committee.
The leaders of the Department of Education and Training of Cu Chi district especially pay attention to schools in implementing the creation of funding sources for the activities of the parent-teacher association.
According to the above local direction, the budget of the parents' representative committee is entirely mobilized by the parents' representative committee, on a voluntary basis. The mobilization is not leveled, there is no set norm, and there is no influence or control from the school.
"This fund is managed by the parents' representative board, which decides on the form and level of spending in coordination with the school in implementing educational activities. Every year, the heads of the parents' representative boards of each class will meet with the school to listen to the school's report on the school's activities and education in the past; discuss issues in the meeting to orient the general organization of activities of the school's parents' representative board, the class's parents' representative board; conduct elections for the school's parents' representative board to organize the implementation of the agreed contents", the leader of the Department of Education and Training of Cu Chi district requested.
Notably, according to local guidelines, schools are not allowed to mobilize funds for the parent-teacher association and are not allowed to mobilize them by homeroom teachers; schools also do not collect or keep funds for the parent-teacher association. At the same time, schools are not allowed to propose that the parent-teacher association allocate funds for the school's operations.
