The Department of Education and Training of Cu Chi District, Ho Chi Minh City has just issued an official dispatch, requesting principals of kindergartens, primary schools, secondary schools, and heads of affiliated units to strictly implement the contents, in order to ensure the implementation of the funding source for the parent-teacher association in accordance with the provisions of Circular No. 55/2011/TT-BGDDT of the Ministry of Education and Training.

Accordingly: "The operating budget of the class parent-teacher association comes from the voluntary support of parents and other legal funding sources for the class parent-teacher association. The operating budget of the school parent-teacher association is taken from the operating budget of the class parent-teacher associations according to the recommendation of the plenary meeting of the class parent-teacher association heads at the beginning of the school year and other legal funding sources for the school parent-teacher association."

Homeroom teachers are not allowed to raise funds for the parents' representative committee.
The leaders of the Department of Education and Training of Cu Chi district especially pay attention to schools in implementing the creation of funding sources for the activities of the parent-teacher association.
According to the above local direction, the budget of the parents' representative committee is entirely mobilized by the parents' representative committee, on a voluntary basis. The mobilization is not leveled, there is no set norm, and there is no influence or control from the school.
"This fund is managed by the parents' representative board, which decides on the form and level of spending in coordination with the school in implementing educational activities. Notably, according to local guidelines, schools are not allowed to mobilize funds for the parent-teacher association and are not allowed to mobilize them by homeroom teachers; schools also do not collect or keep funds for the parent-teacher association. At the same time, schools are not allowed to propose that the parent-teacher association allocate funds for the school's operations.
