Teachers need real priority policies

The Draft Law on Teachers has recently received a lot of support. According to experts, with this draft law, the Ministry of Education and Training (MOET) will approach by innovating its perspective on teacher development.


It is a shift from personnel management to human resource management. Most of the comments support a separate recruitment mechanism for the education sector.

No favoritism policy

Minister of Labor, War Invalids and Social Affairs (MOLISA) Dao Ngoc Dung said that the development and promulgation of the draft Law on Teachers is very necessary. Teaching is a noble profession that the whole society respects and honors. Therefore, policies for teachers need to be complete, synchronous, and practical so that those working in education can live on their salaries and motivate them to work and teach well. In order to take care of teachers' lives in reality, not just an empty slogan, Mr. Dao Ngoc Dung expressed his opinion that in order for teachers not to have to worry about teaching extra classes and struggling to make a living, special attention should be paid to the issue of teachers' salaries and allowances.

Next, regarding other preferential policies suitable for each field, subject, and type of education. For example, regarding policies for university education, the most important thing to pay attention to is real autonomy, financial autonomy, and authority in personnel work. Because university autonomy is a breakthrough in education, it is also a highlight that the draft Law mentions. Along with that, policies on housing and public housing also need attention, especially in remote areas. Public housing needs to be used properly. When the working period ends, it needs to be returned, and public housing cannot be turned into private housing.

Mr. Dao Ngoc Dung also pointed out the current situation that schools do not meet requirements, there are still many temporary and dilapidated buildings. To solve this problem, it is necessary to clearly stipulate that the State is responsible for investing the budget to build solid schools, along with mobilizing support from society.

Mr. Dung emphasized that when the new draft was being consulted, there were specific policies that even teachers themselves did not like. Therefore, it is necessary to choose real priority policies; it is necessary to develop principles on real preferential policies for the education sector, educators, and managers, not specific "favor" policies.

Mr. Thai Van Thanh (National Assembly Delegation of Nghe An Province) stated that in every revolutionary period, our Party and State have always paid attention to education, especially the teaching staff. Regarding the regime and policies for teachers, Mr. Thanh suggested that it is necessary to clearly identify the resources to implement policies for teachers (such as salaries, allowances, attraction and preferential policies, etc.), the resources of the Central Government and the resources of the locality to ensure that the Law is feasible, effective and soon comes into life.

Education sector is actively recruiting

The new point of the draft Law on teacher recruitment is to give the education sector the initiative in recruiting and using teachers. In which, the Ministry of Education and Training and the Ministry of Labor, Invalids and Social Affairs are the agencies in charge of developing strategies, projects, development plans, and total staffing of teachers under their management authority to submit to competent authorities for decision; and coordinate the staffing of teachers in public educational institutions according to the number assigned by competent authorities.

The proposal to give the education sector the initiative in recruiting and using teachers has received support from teachers as well as experts. Commenting on the draft Law on Teachers, National Assembly member Nguyen Thanh Phuong (Can Tho Delegation) supported the draft Law proposing a separate recruitment mechanism for the education sector to be able to recruit the right people and have a strong enough team of teachers. According to Mr. Phuong, teacher recruitment must have the participation of educational institutions, because leaving it to the internal affairs sector is not complete and it is necessary to stipulate special conditions for recruitment. Mr. Phuong believes that we must open the door very widely so that the recruitment rights of educational institutions are stronger and in the direction of finding talented people for the unit, not opening the door for people to come in.

Ms. To Thi Hai Yen - Principal of Giang Vo Secondary School, Dong Da District (Hanoi) shared that up to now, schools have only been allowed to recruit contract teachers. Schools that lack teachers for their subjects will submit proposals to superiors and superiors will submit them to the Department of Internal Affairs. The education sector will coordinate with the Department of Internal Affairs to recruit teachers and assign them to schools that lack teachers. Therefore, if the right to recruit staff is returned to the education sector, it will reduce the hassle of administrative procedures and at the same time return autonomy to the sector. At that time, the story of recruiting people for the sector will be practical, suitable to the circumstances, accurate, and in line with the needs. When assigning authority to the sector, there should still be interaction and coordination with other sectors to manage harmoniously, avoiding local surpluses and shortages.

Deputy Minister of Education and Training Hoang Minh Son said that the Ministry will seriously, receptively and fully absorb the opinions of society to continue to perfect, improve the quality and raise the level of the Law on Teachers, so that in the coming time it can be reported to the Government and submitted to the National Assembly for approval at the May 2025 session.
