National Assembly delegates propose to build separate salary scale for teachers

The salary, allowance and support policy for teachers is the content that many National Assembly deputies are interested in giving their opinions on during the discussion session in the hall about the draft Law on Teachers at the 8th Session of the 15th National Assembly on the morning of November 20.

Clearly define priority levels for teachers in specific professions.

Delegate Thach Phuoc Binh (Tra Vinh delegation) said that the salary and benefits policy for teachers has not yet created a strong motivation and is not suitable for the requirements of educational innovation in the current period.

According to the delegate, the regulations wage The salary scale of teachers ranked highest in the administrative career salary scale (Article 27) is unclear, leading to different understandings and applications; preferential allowances are not attractive enough, especially for teachers working in remote areas with difficult socio-economic conditions.

Prioritizing teachers in specific professions still lacks a specific mechanism on priority levels, making it difficult to implement the policy consistently. “Teachers do not feel guaranteed income, especially in disadvantaged areas, leading to a shortage of teachers in these places,” the delegate analyzed.

From there, delegates proposed to build a separate salary table for teachers, ensuring a clearly higher salary level than other sectors in the public administration sector. Increase special job preferential allowances in disadvantaged areas, with an allowance rate of 50 to 100% depending on the specificity of each locality. Clearly define the priority level and implementation mechanism for teachers in special professions, ensuring fairness and efficiency.

Regarding the retirement regime and extended working time in Articles 30 and 31, delegate Thach Phuoc Binh said that the policy of early retirement without deduction of pension rate only applies to some subjects, which can create inequality among the teaching staff. Regulations on extended working time, without fully considering the needs and aspirations of teachers at different levels of education outside of university. As a result, some good teachers do not have the opportunity to contribute more, while the next generation is not well prepared.

Delegates proposed expanding the scope of early retirement without deduction of pension, including teachers at all levels and in disadvantaged areas. At the same time, consider extending the working time not only for professors, associate professors, and doctors, but also for teachers with outstanding achievements in teaching.

Sharing the same view, delegate Hoang Van Cuong (Hanoi delegation) said that teachers account for 70% of the number of civil servants, while the salary scale of civil servants is currently applied to teachers. According to the delegate, even if it is raised to the highest level in the table, it is still not appropriate. Therefore, it is necessary to build a separate salary scale to suit the characteristics and job positions of teachers.

“It is necessary to stipulate that teachers are eligible to buy social housing like military officers. The salary regime needs to adequately compensate for labor costs, so that teachers can work with peace of mind,” the delegate proposed.

Also interested in the salary and allowance policy for teachers, delegate Duong Khac Mai (Dak Nong delegation) highly agreed that teachers' salaries are ranked highest in the administrative and career salary scale system.

However, delegates suggested that the highest salary in the salary scale must go hand in hand with the quality of teachers, because the importance and decisive role of the teacher system in improving the quality of education has a decisive meaning for the development of high-quality human resources, meeting the requirements of industrialization, modernization, and international integration.

There should be specific regulations to protect teachers.

Giving comments on the draft Law, delegate Nguyen Thi Ha (Bac Ninh delegation) pointed out the reality in the current context, when the rights of students and parents are promoted, it seems that the rights of teachers are being neglected, especially the right to protect dignity and honor in general and dignity and honor in cyberspace in particular.

Delegates support the provision regulating what organizations and individuals are not allowed to do to teachers to emphasize and create a solid and comprehensive legal corridor to protect teachers.

Specifically, at Point b, Section 3, Article 11 of the draft Law stipulates: Organizations and individuals are not allowed to publicly disclose information about teachers' violations when there is no official conclusion from competent authorities during the process of considering discipline or prosecuting legal responsibility for teachers.

According to the delegate, this regulation does not conflict with the regulations on speech or contain any element of “defending” teachers. At the same time, this does not mean condoning or covering up for teachers who violate ethics or teachers’ standards, but rather protecting the image of teachers in general, avoiding the situation of “a few bad apples spoiling the barrel”.

In the context of the strong development of social networks and online media as today, delegate Nguyen Thi Ha said that the above regulation is necessary to protect teachers. Besides, if teachers commit violations, there will be sanctions to handle them according to regulations.

“However, the characteristics of the professional activities of teachers are special, especially when teachers directly teach in class, which has a great impact on the psychology of students. Therefore, if there is no plan to protect teachers, the affected subjects will not only be teachers but also millions of future owners of the country,” the delegate analyzed.

Sharing the same concern, delegate Hoang Thi Thu Hien (Nghe An delegation) also agreed with the draft Law on specific provisions on the protection of teachers so that they can work with peace of mind and contribute effectively in teaching. According to the delegate, teachers need to be guaranteed a safe environment in their professional activities. In addition to the provisions of the draft Law on teachers' rights expressed in their professional activities, the report assessing the policy impact of the draft Law analyzing current regulations on teachers only mentions the prohibition of teachers from doing so, but there are no regulations on what individuals, agencies, and organizations outside of schools are not allowed to do to teachers.

The report also lacks regulations on protecting teachers in their professional activities; lacks policies to build a safe working environment so that teachers can feel secure in their work and perform their professional activities effectively, avoiding negative interference, even insulting teachers in their professional activities as some incidents have occurred recently.

This leads to the situation where many teachers avoid and are afraid to handle student violations, limit information exchange with families and students; increase the deviation in schools, increase school violence, increase and cause social diseases among students.

Therefore, the delegates believe that it is necessary to supplement regulations on teachers' rights in the face of the impacts of individuals, organizations, and agencies inside and outside the school. For teachers in their professional activities, it is necessary to encourage the application of positive discipline in schools and have specific regulations from the industry, support from families and parents as well as society.
