The vast majority of voters agree
According to Plan No. 01/PA-UBND of the Hanoi People's Committee "Overall arrangement of administrative units at district and commune levels in the period of 2023-2025 of Hanoi", it is expected that the arrangement of administrative units will affect 156 communes, wards and towns in 20 districts, towns and cities; after the arrangement, the city will reduce 70 administrative units at communes, wards and towns.
The Department of Home Affairs has issued an official dispatch on the implementation of the establishment and posting of the voter list to collect opinions on the arrangement of commune-level administrative units. Implementing the direction of the City, 20 districts, towns and cities have organized to collect opinions including: Ba Dinh, Cau Giay, Dong Da, Ha Dong, Hai Ba Trung, Long Bien, Thanh Xuan, Ba Vi, Chuong My, Gia Lam, Me Linh, My Duc, Phu Xuyen, Thach That, Ung Hoa, Phuc Tho, Thanh Oai, Thuong Tin, Quoc Oai, Son Tay.
According to the roadmap, from February 25 to the end of March 2024, all localities have completed the time to post the voter list (at least 30 days); from March 27, conferences will be held to disseminate and guide voters' opinions according to the project to arrange commune-level administrative units for the 2023-2025 period in the area.
Speaking to reporters of the Economic and Urban Newspaper, Mr. Bui Dinh Thai - Head of the Department of Government Construction (Hanoi Department of Home Affairs) said that as of last weekend, all districts, towns and cities with commune-level administrative units to be reorganized had completed the work of collecting voters' opinions on the plan to reorganize commune-level administrative units for the 2023-2025 period in the area.
“The localities all achieved high results in terms of the percentage of voters agreeing with the arrangement plan as well as the naming plan of the new commune-level administrative units after the arrangement, in which many units had an agreement rate of up to 100%. Thus, the units have met the conditions to implement the arrangement of commune-level administrative units according to regulations and proceed with the next steps on schedule,” Mr. Bui Dinh Thai affirmed.
Specifically, according to actual statistics, many districts and counties achieved over 99% of voters agreeing with both the arrangement plan and the plan to name the new administrative unit after the arrangement. Notably, in Dong Da district, 143 working groups were established to collect voters' opinions in 10 wards, the final result reached 99.99% of voters participating in the vote. In particular, the percentage of voters agreeing with the arrangement and agreeing on the name of the new administrative unit both reached 99% or more, with Khuong Thuong ward alone reaching 100%.
In Hai Ba Trung district, with a very large number of voters needing to get their opinions, within just 5 days, 7 wards subject to the administrative unit arrangement (Bach Khoa, Cau Den, Dong Mac, Dong Nhan, Thanh Nhan, Bach Mai, Quynh Loi) quickly completed collecting voters' opinions on the administrative unit arrangement plan, achieving a rate of people agreeing with the merger plan of 99.63% and agreeing with the new administrative unit name plan of 99.34%.
In Phuc Tho district, nearly 100% of voters, when asked for their opinions, expressed their agreement with the project of merging 8 communes into 4 communes developed by the district. With 12 units having to collect voters' opinions, the result of the percentage of voters agreeing with the plan to arrange administrative units at the commune level in Gia Lam district also reached 99.06%. Notably, Thanh Oai district completed this work very early, at noon on March 31, all 5/5 communes and towns subject to the arrangement of administrative units completed the collection of voters' opinions, with the percentage of voters agreeing reaching 99.16%...
Urgent, on schedule
According to Director of Hanoi Department of Home Affairs Tran Dinh Canh, in December 2023, the Ministry of Home Affairs issued a document basically agreeing with Plan No. 01/PA-UBND of Hanoi City and requested that by May 31, 2024, Hanoi complete the Project, report to the Ministry of Home Affairs, the National Assembly Standing Committee and the Government for approval, and complete the implementation of the arrangement, consolidation and merger of administrative units in the third quarter of 2024.
Based on relevant laws, decrees and opinions of the Ministry of Home Affairs, the Department of Home Affairs has instructed districts, towns and cities to organize the preparation and posting of voter lists (minimum 30 days) to collect opinions on communes, wards and towns expected to be merged and rearranged. At the same time, the People's Committees of districts, towns and cities direct the preparation of dossiers and plans for the rearrangement of administrative units subject to rearrangement. The Department of Home Affairs also presides over the organization of bidding, inviting units with legal status and capacity to prepare dossiers for units and the City.
After the localities have completed collecting voters' opinions, the Party Executive Committee at the commune level will meet to pass a Resolution approving the policy of establishing new administrative units, and submit it to the Party Executive Committee and the People's Council at the commune level for approval. After that, the People's Committee of the commune will submit it to the district level, from which the People's Councils of districts, towns and cities will consider organizing a meeting, issuing a resolution approving the policy of arranging administrative units at the commune level in the area, striving to complete it before April 10, 2024. After the localities complete the documents and send them to the City, the Department of Home Affairs will synthesize and build a dossier on the Project of arranging administrative units, report to the City People's Committee to submit for comments to the Standing Committee of the City Party Committee and the Standing Committee of the City Party Committee.
After receiving approval from the competent authority, the City People's Committee will submit to the City People's Council a meeting to issue a resolution approving the policy of arranging administrative units, striving to complete before May 15, 2024. Next, Hanoi City will complete the dossier and send it to the Ministry of Home Affairs and the Steering Committee for the implementation of the arrangement of administrative units at the district and commune levels for the period 2023-2030 to complete before May 31, 2024.
