Mr. Nguyen Van Hai (52 years old, living in Da Phuoc commune, An Phu district, An Giang) emotionally said: "Not only me but also people in the border area of An Giang province are very happy when the expressway to Chau Doc was started. Hopefully, when completed, it will shorten travel time and make trading more convenient because everyone here is fed up when traveling on Highway 91, a small road with too many vehicles."
Mr. Nguyen Quoc Tuan, Manager of Sam Mountain Cable Car Tourist Area (Chau Doc City), excitedly said: "Really, people here have been waiting for this day for a long time. With the expressway, it will definitely be more convenient for tourists to come to Chau Doc. In addition, the business of transporting goods for enterprises will be more convenient, reducing costs and time. There will be many development opportunities for people and businesses."
The Chau Doc - Can Tho - Soc Trang expressway has a total length of 188 km and is expected to be completed in 2027.
Farmer Bui Van Hoa (55 years old, living in Hamlet 3, Tan Hoa Commune, Chau Thanh A District, Hau Giang), who regularly transports fruits to neighboring provinces for consumption, said: "Before, on the national highway, drivers only drove an average of about 40 km/hour, then had to get on and off the truck 3-4 times to reach Chau Doc (An Giang). When there is a highway, cars will run faster, saving time, making it less difficult for us."
Sharing the joy with the people of An Giang and Hau Giang, Mr. To Van Huu (60 years old, residing in Cho Cu hamlet, My Xuyen town, Soc Trang) shared that everyone in this area was excited when the Chau Doc - Can Tho - Soc Trang expressway was built across their land. Mr. Huu's family has over 650 m2 of land affected by the project, and has been compensated and supported with over 2 billion VND. Receiving compensation from May 2023, Mr. Huu is urgently building a new, more spacious house to soon stabilize his life.
Solving regional and inter-regional connectivity problems
Dr. Tran Huu Hiep, an economic expert in Can Tho, said that this completely new expressway will create a very new development space for the four localities of An Giang, Can Tho, Hau Giang, and Soc Trang. Along with that, it will help the Mekong Delta localities open the door to the Southwest, connecting with neighboring Cambodia. Looking more broadly, the six expressways, including the Chau Doc - Can Tho - Soc Trang expressway, are expected to open a new development phase for the West. "When traffic is convenient, it will bring about a series of advantages in attracting investment, including education, tourism, cultural exchange...", Mr. Hiep said.
The expressway system is being invested in simultaneously in the Mekong Delta.
Sharing the same view, Mr. Nguyen Phuong Lam, Director of the Vietnam Federation of Commerce and Industry, Can Tho branch, said that in reality, the 13 provinces and cities in the Mekong Delta still depend heavily on the old national highway system. This is a huge limitation, especially for freight transport. Because of the limitations in traffic and speed, there will be costs in terms of time, and the limitations in load capacity will also increase transportation costs.
From the perspective of businesses, Mr. Lam said that the Chau Doc - Can Tho - Soc Trang expressway will not only solve the problem of trade, transportation, tourism, connecting the Mekong Delta localities with each other, but also help businesses in the delta to reach the Cambodian market in the future. This will also be the main expressway axis contributing to promoting trade of goods between the Mekong Delta and Ho Chi Minh City, the Southeast region more conveniently. "I believe that when this expressway is formed, the flow of goods between the Mekong Delta localities and the southern provinces and cities can double compared to the present," Mr. Lam commented.
However, in order for the above expressway to be completed as expected by the people, Dr. Tran Huu Hiep said that it is necessary to learn from the experience of some previous expressways, such as the Trung Luong - My Thuan expressway which was behind schedule, lasting up to 13 years, and had to change investors 3 times. "Lessons on capital allocation, management mechanism, site clearance, contractor capacity, construction progress, and project quality need to be learned to avoid making the same mistake. Especially now, when implementing many projects simultaneously, it will cause big problems, and one of the most worrying problems is the lack of sand for roadbed construction," said Dr. Hiep.
The Chau Doc - Soc Trang - Can Tho Expressway Project (phase 1) has a total length of 188.2 km, passing through 4 provinces and cities: An Giang, Can Tho, Hau Giang and Soc Trang, with a total investment of 44,691 billion VND from the central and local budgets. In which, the starting point of the project connects National Highway 91 (in Chau Doc City, An Giang) and the end point intersects with the Nam Song Hau National Highway, connecting the Tran De Port access road (Soc Trang). In phase 1, the project is invested in a 4-lane scale, with a design speed of 100 km/h, and when completed, it will be invested in a 6-lane scale.
According to the plan, the Chau Doc - Can Tho - Soc Trang Expressway Phase 1 will basically complete some sections with high traffic volume in 2025; basically complete the entire route in 2026 and complete and put the entire project into synchronous operation in 2027.
