Pham Van Hinh was born in 1914, in Cam Bao village, Co Te commune, Thach Thanh district, Quang Hoa prefecture, now Cam Bao village, Vinh Long commune (Vinh Loc). Although he came from a feudal mandarin family, he soon became aware of the revolution.

At the age of 13, he studied at the French-Vietnamese School in Vinh Loc, at the age of 19, he passed the Prime exam in Thanh Hoa and began participating in revolutionary activities. In 1935, he was admitted to the Indochinese Communist Party at the Vinh - Thach combined cell. He not only worked in Vinh Loc and Thach Thanh districts, but was also assigned by those in charge of the Thanh Hoa movement at that time to distribute leaflets in Cam Thuy and Yen Dinh. At the conference to establish the provisional Provincial Party Committee in the Thieu Hoa, Yen Dinh, Vinh Loc and Thach Thanh areas, he was elected to the provisional Executive Committee. In October 1940, France ceded Gia Lam airport, Lang Son railway and Hai Phong Port to Japan. Pham Van Hinh and his comrades in Yen Dinh organized the distribution of leaflets in Ho Bai, protesting the surrender of the French colonialists, arousing the national spirit, encouraging the masses to rise up and fight, creating a wave among the people. After this struggle, he and many party members and revolutionary masses were arrested and brutally tortured. In June 1941, after completing his prison term, he returned home, was trusted by the Provincial Party Committee, and was added to the Executive Committee of the northern Thanh Hoa region. Being very good at martial arts and fencing, with the alias May, he was assigned to participate in the establishment of the Ngoc Trao War Zone.

On September 19, 1941, Ngoc Trao War Zone was officially established with a total of 24 team members, organized into 3 squads, with comrade Dang Chau Tue as commander.

On the morning of October 19, 1941, France mobilized a large force of soldiers under the command of Chief of the Northern Secret Police, Phơ-lơ-tô, ​​divided into 3 groups to attack Ngoc Trao.

As the head of the reconnaissance team, Pham Van Hinh quietly went on his mission. He followed a small ditch to find his way near the communal house, hid behind it and observed the battlefield. When he discovered the enemy situation clearly and was about to return to report, he was shot by the enemy. Although his whole body was covered in blood, he still crawled out of the enemy's encirclement. On the side of the Ngoc Trao guerrilla team, when hearing the gunshots, the command promptly gathered the gun squad, the reconnaissance team and several other squads to advance towards the enemy. The counterattack order was decided, the gun squad was ordered to light the fuse but the fuse and powder were damp, and failed to explode three times. The other squads were ordered to charge, using knives and swords to attack the enemy.

The battle ended. That very afternoon, at a location in the middle of the forest, the entire guerrilla team, along with cadres and representatives of the people of Ngoc Trao village, solemnly held a memorial service for the three soldiers who had died in this fierce battle. They were Pham Van Hinh, Hoang Van Mon, and Do Van Tuoc. After the guerrilla team left Ngoc Trao village and retreated to the area of ​​Cam Bao village, the French sent soldiers and patrols to sweep and destroy Ngoc Trao village. Many local cadres and people were arrested. Three times, they lifted up comrade Pham Van Hinh's body to take pictures and fingerprints for identification. They forced Mr. Hoi Oanh and comrade Pham Van Hinh's family to admit that they were their husbands, children, and brothers.

Due to the requirements of the period of secret activities, with the spirit of a patriot and always towards the revolution, Mr. Hoi Oanh and his family members suppressed their grief and refused. After the success of the August Revolution, Mr. Oanh allowed the family to hold a funeral and commemorate Pham Van Hinh; the Thach Thanh District Party Committee organized a solemn and dignified memorial service. In June 1959, Pham Van Hinh was posthumously awarded the title of martyr and awarded a certificate of national merit, clearly stating that Pham Van Hinh was a member of the Provincial Committee of the Indochinese Communist Party of Thanh Hoa Province.

Pham Van Hinh's heroic sacrifice will always shine in the hearts of the people and the Thanh Hoa Party Committee. His name was given to a street in Thanh Hoa City and Vinh Loc Town. In his hometown Vinh Long Commune and Kim Tan Town of Thach Thanh District, there are two secondary schools named after Pham Van Hinh.
