Kinhtedothi - On the morning of November 5, the 4th Congress of Ethnic Minorities in Hanoi in 2024 officially opened. The Congress is an important political and social activity in the life of ethnic minority communities in the capital.


Attending the 4th Congress of Ethnic Minorities in Hanoi in 2024, on the side of ministries and branches, there were Chairman of the National Assembly's Ethnic Council Y Thanh Ha Nie K'Dam; Deputy Head of the Central Committee for Mass Mobilization Pham Tat Thang; Deputy Minister, Deputy Head of the Ethnic Committee Y Thong.

On the Hanoi side, there were Chairman of the Hanoi People's Committee Tran Sy Thanh; Vice Chairman of the Hanoi People's Council Pham Qui Tien, along with representatives of central ministries and branches, Hanoi and especially the presence of 250 delegates representing more than 107,000 ethnic minorities in the capital.

People's lives are constantly improving.

Thoroughly grasping the Party and State's viewpoints and policies on ethnic affairs, in recent times, Hanoi has issued many programs, directives and resolutions to focus on leadership, direction and maximum mobilization of the city's resources and national target programs to improve the material and spiritual life of ethnic minorities in the capital.

The political report approved by the Head of the Hanoi Ethnic Minorities Committee Nguyen Nguyen Quan at the Congress emphasized the outstanding success in implementing the Resolution of the 3rd Hanoi Ethnic Minorities Congress in 2019. Notably, the economic growth rate of ethnic minority and mountainous areas maintained an average of over 10% per year.

The economic structure has shifted in a positive direction. There are more and more bright spots in effective agricultural and forestry production associated with ecotourism and community tourism models. Thereby, the thinking, thinking and working methods of ethnic minorities have been gradually changed towards modern commodity production, associated with international economic integration.

The technical and social infrastructure systems are invested in and built synchronously and modernly. In particular, the electricity system, roads, schools and stations are invested early, ensuring to serve the needs of the people and the development requirements of the whole region and area.

The income and living standards of ethnic minorities have improved, increasing more than twice compared to 2018. The poverty rate in ethnic minority communities has decreased rapidly, and it is expected that by 2025, Hanoi will have no more poor households. Many urgent issues in ethnic minority areas have been effectively resolved, such as: stabilizing the population, supporting job conversion for households lacking production land, providing clean water, health insurance, etc.

Along with socio-economic development, the work of preserving, maintaining and promoting the traditional cultural identity of ethnic groups has been effectively implemented. The work of building the Party and the political system has achieved many progressive results. Thanks to that, political security and social order and safety have been maintained. Ethnic minorities increasingly trust in the leadership of the Party and State, unite, and actively participate in patriotic emulation movements...

Solidarity and mutual support, fostering the desire to overcome difficulties

The very positive and comprehensive results in ethnic work of Hanoi in recent years show that, besides the attention and leadership of the Central Government and Hanoi, the key and decisive factor for success is the spirit of great national unity, the efforts and determination to overcome difficulties of each ethnic community, the flexibility and creativity in the actions of each family and each individual of ethnic minorities.

Speaking at the Congress, Chairman of the Hanoi People's Committee Tran Sy Thanh emphasized: The 4th Congress of Ethnic Minorities in Hanoi takes place at a very meaningful time, the city is striving to compete to complete the socio-economic targets in 2024, striving to successfully implement the Resolution of the 17th Hanoi Party Congress.

Affirming that the achievements in ethnic work in the recent past are very important and encouraging; however, there are still some shortcomings and limitations, Chairman of Hanoi People's Committee Tran Sy Thanh suggested that in the coming time, all levels and sectors need to continue to promote propaganda, thoroughly grasp and fully understand the meaning and importance of ethnic work. Determining the implementation of ethnic policies is an extremely important political task, with long-term strategic significance in the development process of the Capital.

“In the process of implementing ethnic work, it is necessary to closely follow the policies and guidelines of the Central Government, the City and the practical situation to lead and direct the timely and effective implementation of national target programs, directives, resolutions, programs and plans on the development of ethnic minority areas…” - Chairman of the Hanoi People's Committee Tran Sy Thanh requested.

 

At the 4th Congress of Ethnic Minorities in Hanoi in 2024, the Minister and Chairman of the Ethnic Committee awarded 4 Commemorative Medals and 6 Certificates of Merit to 1 collective and 5 individuals; the Chairman of the Hanoi People's Committee awarded 50 Certificates of Merit to 14 collectives and 36 individuals for their active contributions to ethnic work.

Hanoi leaders also requested all levels and sectors to continue to mobilize and prioritize resources to invest in infrastructure development in areas where ethnic minorities live, creating conditions for comprehensive socio-economic development, narrowing the gap between ethnic minority and mountainous areas and suburban and urban areas. At the same time, pay attention to the work of preserving, promoting and effectively exploiting the fine traditional cultural identities of ethnic minorities in the capital.

Chairman of the Hanoi People's Committee Tran Sy Thanh also requested the Ethnic Committee to take the lead in advising on reviewing, adjusting and promulgating a system of legal documents on mechanisms and policies for ethnic minorities and mountainous areas of the capital. In particular, special attention should be paid to the special and outstanding mechanisms and policies in ethnic work stipulated in the Capital Law 2024.

Localities focus on improving the leadership and management capacity of Party committees and authorities, innovating the operation methods of political and social organizations at all levels; in which, attention should be paid to building a contingent of ethnic minority cadres, especially in villages and hamlets; effectively implementing democratic laws and policies at the grassroots level, further promoting the role of prestigious people in mobilizing ethnic minorities to implement the policies of the Party and State.

For ethnic minorities in the capital, Chairman of the Hanoi People's Committee Tran Sy Thanh hopes that the ethnic communities will continue to maintain solidarity and work together to build a rich and beautiful homeland. "The strength of solidarity must start from love in each family, the connection between clans, the spirit of mutual support, helping each other in times of need, and sharing among ethnic groups. Tomorrow's future depends on what we prepare today. Therefore, let's together cultivate the aspiration to overcome difficulties and strive to become rich right in our homeland..." - Chairman of the Hanoi People's Committee Tran Sy Thanh expressed his wish.

 

Some targets set at the 4th Congress of Ethnic Minorities in Hanoi in 2024

The average income of ethnic minority and mountainous people is equal to that of people in suburban communes of Hanoi. There are basically no poor households. The rate of schools meeting national standards is 95% or more. The rate of trained workers is 80-85%; 100% of villages and hamlets have cultural houses; 95% of families are recognized and maintain the title of cultural family; 100 % of communes meet national standards on health; 100% of households have access to clean water and the rate of collection and treatment of solid waste in rural areas is according to regulations. Continue to maintain the rate of 100% of communes meeting new rural standards; 60% of communes meeting model new rural standards; 100% of commune party committees and village party cells completing their tasks well or better.
