VOV.VN - To ensure safety and security when authorities build pontoon bridges across the river, filming, recording and gathering in large numbers that could affect the performance of the engineering force's duties is strictly prohibited.
The pontoon bridge will operate from 6am to 8pm daily.
To organize the construction of the PMP60T pontoon bridge strictly, according to plan, and ensure absolute safety for people and equipment, Brigade 249, Engineering Corps has sent a document requesting the Provincial People's Committee, Military Command, Provincial Police, and Department of Transport of Phu Tho province to coordinate and assist the unit in ensuring security and safety in performing the task of constructing the PMP60T pontoon bridge to overcome the collapse of Phong Chau bridge.
Check and evaluate the impacts of flow, water level and technical factors on the pontoon bridge span. When Brigade 249 organized the construction of the PMP60T floating bridge in Zone 5, Huong Non Commune, Tam Nong District, Phu Tho Province. During the process of building the bridge, the Brigade had to mobilize and deploy a large amount of technical equipment in the two communes of Huong Non, Tam Nong District and Phung Nguyen Commune, Lam Thao District. Therefore, Brigade 249, Engineer Corps proposed:
On land, Tam Nong and Lam Thao District Police dispatched forces to organize traffic flow, regulate traffic and monitor vehicle loads crossing the bridge (only vehicles with a load capacity of ≤10 tons are allowed to cross the bridge) at the barrier stations from National Highway 32 and Provincial Road 320 turning into the overpass.
Within the area from the barrier station to the wharf and the area on the pontoon bridge, the Brigade's forces will command, operate traffic and ensure technical safety. The area from the barrier station to the National Highway 32 and Provincial Road 320 will be commanded, operated and regulated by the Police and Traffic Inspectorate. When organizing the construction of the bridge, it is recommended to announce the strict prohibition of filming, recording and gathering to prevent soldiers from performing their duties. It is recommended that localities establish civil defense groups at the village entrances and alleys to prevent people and vehicles from operating on the road and wharf area within the unit's bridging area, especially at some key points: the right bank of the Thao River (Red River) in Huong Non Commune, Tam Nong District; the left bank in Phung Nguyen Commune, Lam Thao District.
Phong Chau pontoon bridge is expected to open and close once a day or flexibly depending on the traffic needs to pass through the area. For the river area: Phu Tho Provincial Police increased the Inland Waterway Traffic Police force, organized vigilance, traffic diversion, ensured safety during the bridge construction and operation upstream (equivalent to Zone 3, Van Xuan Commune, Tam Nong District) and downstream (equivalent to Zone 9, Huong Non Commune, Tam Nong District). Currently, the functional forces continue to reinforce the approach road, renovate and build overpasses, assess water levels and flows, and when conditions are favorable and safety is ensured, the pontoon bridge will be installed. The pontoon bridge will ensure traffic from 06:00 to 20:00 every day, starting after the bridge is opened.
Flexible number of opening and closing times for vehicle traffic
Previously, the Inland Waterways Sub-Department of Region I (Ministry of Transport) has proposed a plan to operate the Phong Chau pontoon bridge after completing the installation, ensuring safety. Accordingly, the sub-department proposed a plan to close and open the Phong Chau pontoon bridge once a day, from 9:00 to 10:00 every day; the number of times of closing and opening is flexible depending on the vehicles needing to travel through the area. This plan was proposed based on the fact that the volume of water vehicles traveling through the channel area where the Phong Chau pontoon bridge is installed is not large.
Filming, recording and gathering to prevent soldiers from carrying out their task of building pontoon bridges are strictly prohibited. Statistics at the Co Tiet Inland Waterways Management Station in 2023 show that each month, there are about 120 vehicles traveling on this waterway, mainly carrying construction materials and fishing, with a vehicle tonnage of up to 300 tons. After reaching an agreement with the pontoon bridge operator, the department will issue a notice of traffic restrictions; notify the time of closing and opening the pontoon bridge to the media, the Department of Transport, local authorities, etc.; inform the captains of the vehicles to proactively plan their travel time through the area to ensure safety and efficiency. Previously, as soon as Phong Chau bridge collapsed on September 9, this unit announced a ban on the waterway in the area. The department also requested the regional units to install signs prohibiting passage; warning signs of danger upstream and downstream of Phong Chau bridge. At the same time, set up a control and guidance station to ensure traffic safety in the upstream area, with staff to guide and prevent waterway vehicles from entering the restricted area. According to records at Phong Chau bridge area, but yesterday, the military force was still reinforcing both banks of the Red River (Tam Nong and Lam Thao districts). Some buoys were previously released to serve the work of exploration and surveying water levels and flows. When safety is ensured and the access roads on both sides are completed, a pontoon bridge will be installed to serve the people. Phong Chau bridge connects Tam Nong and Lam Thao districts of Phu Tho province. A large number of workers from Tam Nong district cross Phong Chau bridge to work in industrial parks on the other side of the river. Since Phong Chau bridge collapsed, many people have had to travel dozens, hundreds of kilometers every day to go to work.
