At the conference, the Department of Local Industry reported the main contents of Decree No. 32/2024/ND-CP dated March 15, 2024 of the Government on management and development of industrial clusters; Expected contents in the Circular of the Ministry of Industry and Trade stipulating and guiding the implementation of Decree No. 32/2024/ND-CP.
The newly issued Decree 32 of the Government has contributed to creating a legal corridor for the management and development of industrial clusters; helping to improve the effectiveness and efficiency of State management on the development of industrial clusters, meeting the socio-economic development requirements of localities.
The Decree has institutionalized the Party and State's direction on administrative reform, improving the investment and business environment and strengthening decentralization of management to local authorities according to Resolution 04 dated January 10, 2022 of the Government on promoting decentralization and delegation of power in State management.
Specifically, the local government has been completely decentralized from the work of developing industrial cluster development plans to establishing, expanding, managing detailed planning of industrial clusters, managing infrastructure construction investment projects and investment projects in production and business in industrial clusters. Issuing regulations and rules according to authority and organizing the implementation of policies and laws on industrial clusters, etc. ensures that local governments have sufficient tools and necessary conditions to perform the role and function of State management of industrial clusters in the area.
Although Decree 32 has basically resolved difficulties and obstacles in practice, there are still some contents and proposals from localities and relevant agencies and units that have not been thoroughly resolved.
Speaking at the conference, Minister Nguyen Hong Dien said that Decree 32 will come into effect in the near future. In order to promptly, fully, seriously and effectively implement the new regulations of the Government and soon put them into practice, he requested relevant ministries and branches; local Party committees and authorities and functional units of the Ministry of Industry and Trade to focus on implementing a number of key contents.
The People's Committees of provinces and centrally-run cities continue to study and thoroughly grasp the viewpoints and policies of the Party and State on the management and development of industrial clusters; organize propaganda, dissemination and dissemination of Decree No. 32/2024/ND-CP to departments, branches, district-level People's Committees, relevant organizations and individuals to create unified awareness, consensus and effectiveness in the management and development of industrial clusters in the area...
The Department of Industry and Trade is the focal unit, closely coordinating with relevant departments and branches, proactively advising the Provincial People's Committee on propaganda, dissemination, dissemination and implementation of the contents and regulations of Decree No. 32/2024/ND-CP in the province.
Minister Nguyen Hong Dien also requested the local Department of Industry and Trade to preside over and coordinate with the ministry's units and relevant ministries and branches to continue to synthesize and report to the Government for consideration in the amendments and supplements to relevant laws or decrees to facilitate implementation in localities...
