Artists who violate the law on false statements and advertisements will be 'blacklisted'

On the afternoon of October 5, at the regular socio-economic press conference of the Ho Chi Minh City People's Committee, the authorities informed about the measures to be taken against artists and influencers on social networks when they violate the standards of speech or false advertising, which will include being put on the "blacklist".

Mr. Nguyen Thanh Hoa, Head of the Electronic Information Department, Ho Chi Minh City Department of Information and Communications, said that the internet environment in Vietnam is developing rapidly. As of February 2023, the whole country has nearly 78 million internet users, 70 million users have social network accounts, Ho Chi Minh City alone has 22 million accounts. The environment has a lot of positive content spreading but also a lot of false content and false advertising.

Recently, the Department of Information and Communications of Ho Chi Minh City has been checking and reviewing information on social networks to know which accounts have false information and take action, the most recent being the case of chef Vo Quoc.

Mr. Hoa added that the Ministry of Information and Communications and the Ministry of Culture, Sports and Tourism are building coordination regulations between the two agencies to more closely manage artists' activities on the internet.

In the immediate future, the Department of Information and Communications of Ho Chi Minh City will report to the Department of Radio, Television and Electronic Information (under the Ministry of Information and Communications) to block or prevent them from appearing on social networking platforms if there are violations. Recently, in addition to the administrative fine of 7.5 million VND for chef Vo Quoc for insulting the press, the Department of Information and Communications also proposed to put him on the "blacklist".

In addition, the Ministry of Information and Communications has created a "white list" and a "black list" for recommendations. The "white list" is for accounts and websites that do not violate the law and encourages advertisers to visit those accounts to support them. The "black list" is for violators and is discouraged from advertising. "That is the way to make the network environment increasingly clean," Mr. Hoa added.

Regarding the case of artist Cat Tuong's false advertising, Chief of Office of the Department of Culture, Sports and Tourism of Ho Chi Minh City Lam Ngo Hoang Anh said that in 2021, the Ministry of Culture, Sports and Tourism issued a code of conduct for artists.

Specifically in the field of advertising, artists must convey honest, accurate, and clear information about the uses and features of goods and products, especially products in the fields of health, education, and the environment.

"Regarding false advertising, we will handle it according to the law and treat it equally among all citizens," said Mr. Hoang Anh.
