The purpose is to inspect the implementation of administrative procedure control activities, implementation of the one-stop shop and inter-connected one-stop shop mechanisms and implementation of administrative procedures in the electronic environment in 2023-2024 according to the provisions of the Government's Decrees: No. 20/2008/ND-CP, No. 63/2010/ND-CP, No. 48/2013/ND-CP, No. 92/2017/ND-CP, No. 61/2018/ND-CP, No. 45/2020/ND-CP, 107/2021/ND-CP and Circulars: No. 02/2017/TT-VPCP; No. 01/2018/TT-VPCP; No. 01/2023/TT-VPCP of the Minister, Head of the Government Office at a number of agencies, units and localities in the province to provide timely guidance and direction to improve the quality and effectiveness of administrative procedure control activities, implement the one-stop mechanism, the inter-connected one-stop mechanism and perform administrative procedures in the electronic environment.
Through inspection, promptly detect and correct shortcomings and limitations in administrative procedure control activities, implement the one-stop, one-stop mechanism and implement administrative procedures in the electronic environment; prevent and strictly handle cases of self-creating administrative procedures, types of records and papers outside the provisions of law, delay in handling administrative procedures, causing harassment and inconvenience to organizations and individuals in receiving and handling administrative procedures.
Timely detect shortcomings to synthesize and propose to competent authorities for handling in accordance with regulations; commend and replicate good and effective practices in controlling administrative procedures and implementing administrative procedures in the electronic environment.
The Provincial People's Committee requires that inspection activities must ensure objectivity, publicity, transparency, and compliance with legal regulations, ensuring that the contents, principles, and inspection procedures comply with Clause 11, Article 1 of Decree 48/2013/ND-CP and Sections 2, 3, Chapter II of Circular No. 02/2017/TT-VPCP of the Minister, Head of the Government Office.
Through inspection, key issues in management work were identified to have solutions to direct and operate to improve the quality and effectiveness of administrative procedure control activities in the coming time.
After the inspection, there are clear and specific conclusions on the issues of organizing and implementing administrative procedure control activities, implementing the one-stop mechanism, the interconnected one-stop mechanism and implementing administrative procedures in the electronic environment in handling administrative procedures at agencies, units and localities, as well as recommendations and proposals to leaders at relevant levels.
About the scope of the test:
Directly and periodically inspect the administrative procedure control activities in all fields, the implementation of the one-stop mechanism, the interconnected one-stop mechanism in handling administrative procedures and implementing administrative procedures in the electronic environment at departments, branches and sectors under the Provincial People's Committee, District People's Committees and Commune People's Committees according to the set plan.
Unexpected inspections at a number of agencies, units and localities that have feedback and recommendations on receiving and handling administrative procedures or through feedback from press agencies.
For agencies, units and localities not subject to inspection under this Plan, they are responsible for self-inspecting the administrative procedure control activities, the implementation of the one-stop mechanism, the interconnected one-stop mechanism in handling administrative procedures and performing administrative procedures in the electronic environment of their agencies, units and localities, synthesizing them into the content of the periodic administrative procedure control work report of the agency or unit sent to the Provincial People's Committee Office (and through the Government Reporting System) before December 20, 2024 for synthesis and reporting to the Provincial People's Committee.
