In addition, grasp the difficulties and problems of retail businesses to promptly resolve them for gas stations to issue electronic invoices for each sale, and strictly handle according to regulations cases that do not issue or intentionally do not issue electronic invoices for each sale of gas.
Up to now, 100% of gas stations in the above area have issued invoices each time.

Vinh City Tax Department manages 26 petroleum trading enterprises, with 145 stores. A representative of Vinh City Tax Department said that 100% of petroleum stations in Vinh City have issued electronic invoices after each sale since March 20. Because the stores mainly use mechanical gas pumps, they use POS machines to issue invoices and this is not currently prohibited by law.

However, during the implementation process, the issuance of electronic invoices after each gasoline sale has also encountered some shortcomings: Only electronic pumps with electronic counters that can update money, price, number of liters and connect to computers can ensure that electronic invoices are connected to the tax authorities. As for handheld POS machines, only when people operate them can they work, and the updating of invoices for each sale is done entirely manually, so the tax authorities have not been able to fully control sales invoices.
This can lead to electronic invoice fraud if customers do not request a receipt when buying gasoline. In addition, each invoice issuance requires a fee, while the capacity and storage memory in the POS machine are also limited, the machine will slow down if multiple invoices are issued at the same time...
Meanwhile, Nghe An has a large natural area and many mountainous districts. Investing in synchronous electronic gas stations connected to tax authorities requires large investments from businesses.
Mr. Ha Le Dung - Deputy Director of Nghe An Tax Department said that the Tax sector has grasped the current situation and is guiding and supporting businesses to implement the State's regulations. Currently, all invoices issued for each sale via POS machine are stored, and the tax authority will check at the end of the month.
In Official Dispatch No. 1284 of the Prime Minister dated December 1, 2023 on strengthening the management and use of electronic invoices for petroleum business and retail activities, the Prime Minister requested Ministers; Heads of ministerial-level agencies, Government agencies and Chairmen of People's Committees of provinces and centrally run cities: Complete the information technology system for electronic invoices, ensure the smooth and convenient reception and connection of electronic invoice information by tax authorities, contributing to improving the efficiency of tax management; to be completed no later than the first quarter of 2024.
