Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation chaired the meeting.
Attending the meeting were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee, Deputy Head of the Steering Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Standing Committee of the Steering Committee; Hoang Nghia Hieu - Deputy Secretary of the Provincial Party Committee, Deputy Head of the Steering Committee; Vo Thi Minh Sinh - Member of the Standing Committee of the Provincial Party Committee, Chairwoman of the Vietnam Fatherland Front Committee of Nghe An province, Deputy Head of the Steering Committee and members of the Steering Committee.
9 LOCALITIES EXCEEDED THE REGISTERED TARGETS FOR 2023
According to the results of review and approval by localities, the whole province currently has 14,914 households in need of support for housing construction and repair in the period of 2023 - 2025.
Of which, the number of households requesting support for building prefabricated houses is 3,955 households, the number of households requesting support for new construction (self-construction) is 6,907 households, the number of households requesting support for repair (self-repair) is 4,052 households.
Currently, 148 organizations and individuals (including 21 districts, cities and towns) have registered to mobilize and support the program through the Standing Office of the Provincial Steering Committee, with a total number of houses registered for support of 12,196, equivalent to 618,449 billion VND; of which 6,709 houses are registered to be implemented in 2023.
Regarding receiving support sources, the whole province has mobilized resources to support the implementation of the Program in many forms with a total converted amount of over 476 billion VND.
Of which, the Program's support source through registration with the Steering Committees at all levels with the converted amount is 283,628 billion VND, reaching nearly 46% of the total registered support fund for the Program. The source mobilized by districts, cities, towns and sponsors directly supporting people is more than 69 billion VND.
Localities mobilized people to build 3,553 prefabricated house foundations, equivalent to about 42.64 billion VND.
Other resources such as funding, working days, supplies, materials, etc. from the people themselves, and help from relatives and neighbors, according to incomplete statistics from localities, are estimated at about 150 billion VND.
After 10 months of implementation, the above resources have supported the construction and repair of 5,322 houses, reaching nearly 97% of the 2023 plan (5,500 houses).
Of which, localities mobilized to implement 1,386 houses, exceeding 81 houses compared to the localities' registration to implement in 2023.
Notably, 9 localities have achieved and exceeded the registered implementation level in 2023 in terms of both received funding and number of houses implemented, including: Que Phong, Nghia Dan, Quynh Luu, Tan Ky, Dien Chau, Quy Hop, Do Luong, Cua Lo, Hoang Mai; 4 localities have received support funding exceeding the registered mobilization level in 2023, including: Tuong Duong, Thanh Chuong, Thai Hoa, Nghi Loc.
Speaking at the meeting, the assessment of the implementation results over the past 10 months was very positive, however, according to Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung, there will be difficulties in 2024, so efforts must be made.
Regarding the allocation from the province's mobilized resources, the Deputy Head of the Standing Committee of the Steering Committee suggested that first of all, districts, cities and towns must fulfill their responsibility to call for and mobilize according to their commitments; the province will allocate the remaining amount.
The Chairman of the Provincial People's Committee also proposed to organize an online meeting between the Provincial Steering Committee and district-level localities to implement the program in 2024; at the same time, he proposed to speed up the allocation of mobilized funds; as well as departments, branches and sectors need to make more efforts in implementing the program as registered.
REVIEW AND UNIFY THE LIST TO AVOID DUPLICATES WITH NATIONAL TARGET PROGRAMS
Concluding the meeting, Provincial Party Secretary Thai Thanh Quy - Head of the Steering Committee assessed that after 10 months since its launch, the program's implementation has been carried out methodically, seriously and resolutely.
The first year of successful implementation shows the correctness of the program, its high appeal, creating high public consensus in society to care for the poor and give them conditions to settle down and make a living.
In the coming time, Provincial Party Secretary Thai Thanh Quy requested members of the Steering Committee to urgently direct localities to review, approve and unify the list of poor households and households with housing difficulties receiving support from the program, not to overlap with households receiving benefits from national target programs, especially in the four districts that are stuck: Ky Son, Tuong Duong, Con Cuong, Quy Chau.
The Head of the Steering Committee agreed with the members' opinions that the province's mobilization resources will be allocated to support the renovation and repair of houses for poor households and households with housing difficulties based on the deduction of registration numbers of districts, cities and towns; thereby enhancing the determination of localities to implement. If any locality has difficulty in calling for and mobilizing, it will be considered in the final stage of the program.
The Secretary of the Nghe An Provincial Party Committee also requested the Standing Office of the Provincial Steering Committee to classify and compile statistics to inform sponsors about the use of donated funds; at the same time, there should be a way for poor households to thank sponsors on behalf of them.
Comrade Thai Thanh Quy agreed to organize an online meeting between the Provincial Steering Committee and districts, cities and towns to implement the program in the coming period.
In the context of forecasting that in 2024, calling for and mobilizing for the program will face many difficulties, the Head of the Provincial Steering Committee requested that districts, cities, towns, departments and branches that have registered in 2024 be determined to complete the target. The provincial side will try to find funding sources to carry out the remaining part.
Acknowledging and appreciating the Standing Body of the Steering Committee, Provincial Party Secretary Thai Thanh Quy also requested that in the coming time, situations must be handled more flexibly to ensure timely advice to the Standing Committee of the Steering Committee and the Program Steering Committee; at the same time, in the report sent to the Steering Committee, it is necessary to clearly identify the localities that are not interested in implementing the program.
