On July 5, in Vinh City, the 18th term People's Council of Nghe An province, term 2021 - 2026, opened its 14th session. The regular mid-year meeting of the Provincial People's Council will take place for 2.5 days, from July 5 to the morning of July 7, 2023.

At the 14th Session of the 18th Provincial People's Council, term 2021-2026, Mr. Bui Thanh An, member of the Provincial Party Standing Committee, Vice Chairman of Nghe An Provincial People's Committee, on behalf of the Provincial People's Committee, reported a summary of the socio -economic situation in the first 6 months of the year; key tasks and solutions for the last 6 months of 2023.

According to Mr. An, in the first 6 months of the year, along with the whole country, Nghe An faced many difficulties and disadvantages from the world situation and the global economy. The export market was narrowed, orders and purchasing power decreased; the real estate market was sluggish; the hot weather lasted for a long time, causing water shortages; local power shortages,... affecting production and life.

In such a difficult context, with the drastic, timely and effective leadership and direction of the Provincial Party Committee, People's Council and People's Committee; the efforts of all levels, sectors, business community and people in the province, the socio-economic situation in the province continued to maintain growth and achieved many positive results.

The estimated growth rate of gross regional domestic product (GRDP) increased by 5.79%, higher than the national average (3.72%); of which, the agriculture, forestry and fishery sector increased by 4.26%; the industry and construction sector increased by 4.31%; the service sector increased by 7.91%; and product taxes minus product subsidies increased by 4.24%.

Estimated budget revenue is 8,489 billion VND, reaching 53.5% of the estimate. The agriculture, forestry and fishery sector continues to develop steadily. The new rural construction program continues to be focused on implementation; the appraisal work has been completed and submitted to the Central Steering Committee for appraisal for the two districts of Do Luong and Dien Chau to meet the new rural standards.

The index of industrial production (IIP) in the first 6 months is estimated to increase by 1.79%. The total capital mobilized by credit institutions is estimated at 212.8 trillion VND, up 6.5% compared to the beginning of the year,...

Investment attraction continued to achieve positive results. As of June 22, there were 65 newly licensed projects and 81 adjusted projects; the total newly licensed and increased capital was VND22,186 billion, of which newly licensed capital was VND19,714 billion, an increase of 1.32 times over the same period. Notably, Nghe An rose to 8th place out of 63 localities in attracting foreign direct investment (FDI) with a total newly licensed and adjusted capital of USD725.4 million.

The fields of culture - society and social security have received attention and direction and have made many improvements. In particular, the timely and effective implementation of the Program to mobilize and support the construction of houses for poor households and people with housing difficulties in the province in the period of 2023-2025. State management and administrative reform continue to receive attention and direction and have positive changes. The implementation of key tasks of Project 06 has been directed and implemented drastically and closely by sectors and levels and has achieved very positive results,...

However, the GRDP growth rate and state budget revenue have not met the 6-month scenario and are lower than the same period in 2022. The disbursement rate of public investment capital plans in the area, although higher than the national average, is still lower than the same period in 2022 and has not met expectations (as of June 20, 2023, the disbursement rate of public investment capital reached 29.7% of the plan). Although administrative reform has been directed to be implemented vigorously, it has not met the requirements; the time to process documents and work of some departments, branches and localities is still slow compared to regulations...

In the last 6 months of 2023, the Provincial People's Committee has proposed many key groups of tasks and solutions. Specifically: Organize the dissemination and implementation of the Resolution of the Politburo on the direction and tasks for the development of Nghe An province to 2030, with a vision to 2045; coordinate with the Ministry of Planning and Investment to develop the Government's action program; develop the Provincial Party Committee's action program, and the Provincial People's Committee's implementation plan. Research and propose to competent authorities to supplement specific policy mechanisms for the province.

Develop an implementation plan and organize the announcement and implementation of the Provincial Planning for the period 2021-2030, with a vision to 2050 (immediately after approval by the Prime Minister). Speed ​​up the progress of establishing and approving the district construction planning; deploy the establishment and approval of the Urban Development Program for the whole province. Continue to develop the Project to expand the administrative boundaries and urban space of Vinh city; Project to adjust and expand the Southeast Economic Zone according to the set roadmap.

Continue to resolutely and effectively implement the Socio-Economic Recovery and Development Program. Resolutely, proactively and actively accelerate the disbursement of public investment capital and the 3 National Target Programs. Organize effective budget collection; strengthen solutions to prevent revenue loss, ensure correct, sufficient and timely collection of taxes, fees, charges and other revenues to the state budget; review and implement measures according to regulations to recover outstanding debts. Manage budget expenditures closely, economically and effectively, closely following the budget collection schedule.

At the same time, increase investment attraction and improve the investment environment. Pay attention to the cultural and social fields, especially education and training, health care, science and technology, employment, policies for people with meritorious services, and ensure social security. Improve the effectiveness and efficiency of state management; promote administrative reform, strongly promote digital transformation, ensure publicity and transparency of public services and administrative procedures, and create maximum favorable conditions for people and businesses.

Ensure national defense, security and social order and safety. Promote information and communication, improve the effectiveness of mass mobilization work, receive policy feedback to create high consensus and promote the strength of the whole society, contributing to the implementation of the socio-economic development goals and tasks set at the highest level.
