(TN&MT) - The growth rate of gross regional domestic product (GRDP) in 2024 of Thanh Hoa province is estimated at 12.16%, exceeding the plan and ranking second in the country. To achieve this result, the Thanh Hoa Department of Natural Resources and Environment has made great efforts, contributing an important part to the overall development of the province in the past year - a "pivotal" year for Thanh Hoa to rise up and integrate with the whole country.
In 2024, in the context of many difficulties and challenges, with the spirit of "Discipline - Responsibility - Action - Creativity - Development", the Provincial Party Committee, People's Council and People's Committee of Thanh Hoa province focused on leading and directing the serious and synchronous implementation of the Central's policies and directions, the province's socio-economic situation was basically stable and achieved positive results. In that common achievement, the efforts and contributions of the Natural Resources and Environment sector were not small, leaving memorable marks in 2024.
Land fulcrum
In land management, the Department of Natural Resources and Environment of Thanh Hoa province has advised and submitted to the Provincial People's Committee to report to the Provincial People's Council to issue a Resolution on approving the addition of the list of works and projects requiring land recovery, changing the purpose of using rice-growing land, protective forest land and deciding on the policy of changing the purpose of using forests in the province in 2024, as a basis for completing the dossier of land allocation, land lease, and permission to change the purpose of using land in accordance with current legal regulations.
In 2024, the Thanh Hoa Department of Natural Resources and Environment continued to implement the autonomous mechanism according to Decree No. 60/2021/ND-CP dated June 21, 2021 on Regulations on financial autonomy mechanism of public service units. Organize the implementation of income, salary and wage policies in accordance with State regulations. Creatively apply the models of "Public leadership - Private administration", "Public investment - Private management" and "Private investment - Public use" in investment and management of State budget resources. The Department has focused on completing the appraisal and submitting to the Provincial People's Committee for approval of the 2024 Land Use Plan for 27/27 districts, towns and cities. Submitting to the Provincial People's Committee for land lease for 100 projects, with an area of 874.4 hectares; allocating land without collecting land use fees for 21 projects, with an area of 57.5 hectares; allocating land with collection of land use fees for 9 projects, with an area of 15.5 hectares; allocating land to the Nghi Son Economic Zone Management Board to perform the function and authority of land management for 16 projects, with an area of 198.9 hectares. Signing 133 land lease contracts. Submitting to the Provincial People's Committee for issuance of 263 Land Use Right Certificates to organizations according to regulations.
Compensation and site clearance work (GPMB) is focused on and directed strongly; advising the Chairman of the Provincial People's Committee to issue Plan 2 on GPMB for investment projects using land in 2024; Decision on strengthening inspection teams for site clearance work for investment projects in the province. Periodically summarize and report to the Provincial People's Committee on the implementation of the GPMB Plan to implement investment projects using land in the province, difficulties and problems for guidance, removal and resolution. Urge the People's Committees of districts, towns and cities, and Inspection Teams to speed up the GPMB progress and resolve difficulties and problems at the projects. Regarding registration for granting Certificates and registering land changes: The total number of records received and processed on the Land Registration Office system is 186,134 records.
Synthesize, review, and submit to the Provincial People's Committee for approval the List of land use rights auction projects in 2024. Up to now, the whole province has auctioned 312/892 projects; auctioned area: 128.56 ha/818.52 ha (15.7% of the plan); collected amount: 10,156 billion VND/22,877 billion VND (44.4% of the plan); Auctioned area in the first 11 months of 2024 increased 2.3 times (128.56ha/55.1ha) compared to the same period in 2023; The winning auction amount increased 2.9 times (10,156 billion VND/3,525 billion VND) compared to the same period in 2023.
Notably, 2024 is also a memorable year for the Natural Resources and Environment sector in general when the Land Law 2024 is officially implemented, bringing with it many expectations to help unlock resources, a stepping stone for economic and social development. Accordingly, implementing Decision No. 1342/QD-UBND dated April 5, 2024 of the Provincial People's Committee on promulgating the Plan to implement the Land Law No. 31/2024/QH15 in Thanh Hoa province; up to now, 27/27 district-level units have issued a Plan to implement the Land Law 2024 at the district level and have organized and disseminated the new points of the Law according to the plan.
Regarding the implementation of the provincial Land Law: According to the plan, the implementation of the provincial Land Law has been deployed, introducing new points of the Law organized online by the Ministry of Natural Resources and Environment at the Thanh Hoa bridge to the sectors on March 6, 2024; In particular, on July 2, 2024, the Standing Committee of the Provincial Party Committee organized a conference to train and update new knowledge for key officials in the province in the second quarter of 2024 (from the province to the grassroots) in the form of direct, combined with online on new points of the Land Law communicated by the Deputy Minister of Natural Resources and Environment. Regarding water resources management: Approving the plan to select contractors to perform the task of "Inventory of water resources in Thanh Hoa province, period up to 2025". Appraising and submitting to the Provincial People's Committee to issue 36 surface water exploitation licenses; 28 groundwater exploitation licenses; 10 groundwater exploration licenses. Compared to the same period in 2023: Surface water exploitation licenses increased by 15 licenses (up 71.4%); Groundwater exploitation licenses increased by 12 licenses (up 75%); Groundwater exploration licenses decreased by 1 license (down 9.09%). The appraisal of dossiers requesting licenses to exploit and use water resources for organizations and individuals ensures the correct order and procedures according to regulations. There are no cases of exceeding the prescribed time limit. 105 markers have been installed and accepted and handed over to the commune for management.
Focus on the environment - Tighten resource management
Environmental protection work (BVMT), approving the Project to relocate polluting production facilities out of urban areas and residential areas in the province by 20304; issuing Plan No. 132/KH-UBND dated May 27, 2024 on organizing activities in response to International Day for Biological Diversity; World Environment Day, and Month of Action for the Environment in 2024 in the province; Decision No. 36/2024/QD-UBND dated July 23, 2024 on promulgating regulations on collection, transportation and treatment of hazardous medical solid waste in Thanh Hoa province.

Coordinate with relevant units to organize investigations, surveys, and collect information to serve the implementation of the task of developing the Environmental Status Report of Thanh Hoa province in 2024 with the theme "Current status of urban environment and industrial parks in Thanh Hoa province - Current situation and solutions".
Official Dispatch No. 309/STNMT-BVMT dated January 11, 2024 has been issued to guide districts, towns and cities in the province and assign targets for collection and treatment of domestic solid waste and hazardous waste in 2024.
Based on the implementation results of districts, towns and cities, it is estimated that the total amount of domestic solid waste (DSW) generated in 2024 is: 914,351.3 tons (equivalent to 2,505 tons/day), the amount of collected and treated waste is 842,117.6 tons (equivalent to 2,307.2 tons/day), reaching 92.1%; of which, the amount of DSW treated by incineration technology is 213,932.2 tons (reaching 25.4%), the amount of DSW treated by landfill is 527,321.1 tons (reaching 62.6%), the amount of DSW recycled and treated otherwise is 101,868.3 tons (reaching 12.0%); the part of DSW not collected centrally is instructed by the People's Committees of districts to collect and treat on-site. Compared with the planned targets assigned under Decision No. 5050/QD-UBND dated December 28, 2023 of the Provincial People's Committee (collection and treatment rate reached 91.5%. Of which: Incineration rate reached 29.6%; landfill rate 67%), the implementation results in 2024, the collection and treatment rate was 0.6% higher than the assigned plan, the incineration rate decreased by 4.2%, the landfill rate decreased by 4.5%.
According to statistics, there are 18 localities with collection and treatment rates reaching from 90% to less than 100% (Thanh Hoa City, Sam Son City, Bim Son Town, Nghi Son Town, districts: Tho Xuan, Dong Son, Nong Cong, Trieu Son, Ha Trung, Yen Dinh, Thieu Hoa, Vinh Loc, Quang Xuong, Hoang Hoa, Hau Loc, Nga Son, Nhu Xuan, Nhu Thanh); there are 9 localities with collection and treatment rates reaching from 70 - 90% (districts: Thach Thanh, Cam Thuy, Ngoc Lac, Nhu Thanh, Lang Chanh, Ba Thuoc, Quan Hoa, Quan Son, Muong Lat).
The rate of solid waste treatment by incineration decreased by 4.2% and the landfill rate decreased by 4.5% compared to the plan, because the People's Committees of the districts are implementing models of classifying solid waste at source according to the direction of the Provincial People's Committee in Official Dispatch No. 17655/UBND-NN dated November 21, 2023, so the volume of recycled solid waste increased, reaching 12% (in 2023, it reached 4.7%). In 2024, the organization will appraise and grant environmental licenses to 115 projects and facilities; appraise 117 environmental impact assessment reports.
Regarding the management of natural resources and minerals, advise the Thanh Hoa Provincial People's Committee to report to the Provincial People's Council to issue a Resolution regulating the collection rate and unit of calculation of environmental protection fees for mineral exploitation in Thanh Hoa province. Submit to the Provincial People's Committee to issue Decision: No. 07/2024/QD-UBND dated February 26, 2024 on amending and supplementing a number of articles of the Regulations on auctioning mineral exploitation rights under the licensing authority of the Provincial People's Committee issued together with Decision No. 3029/2017/QD-UBND dated August 17, 2017; No. 3859/QD-UBND dated September 26, 2024 regulating the conversion coefficient from tons to cubic meters (m3) for mineral mines used as cement raw materials in Thanh Hoa province.
Submit to the Provincial People's Committee to issue decisions on licensing and mine closure dossiers: Granting 19 mineral exploration licenses (an increase of 111% over the same period, 9 licenses granted); granting 19 mineral exploitation licenses, an increase of 216.67% over the same period in 2023 (same period in 2023 was 6 licenses); approving reserves of 6 mines (an increase of 50% over the same period); revoking and closing 9 mines (a decrease of 289% over the same period).
Successfully auctioned 38 mines, specifically: 18 stone mines with forecasted reserves + resources: 70,000,000m3; 13 land fill mines with forecasted reserves + resources: 15,000,000m3; 04 sand mines with forecasted resources: 5,600,000m3; 2 clay mines for tunnel bricks with reserves: 1,947,664m3; 1 sandstone mine for ceramic tiles with forecasted resources: 2,510,000m3. Currently, auctions of 9 mineral mines are continuing.
Strengthening inspection, examination and administrative reform
In 2024, the Department of Natural Resources and Environment of Thanh Hoa received 22 citizens at the Department, the total number of people received was 24 (6 fewer than the same period in 2023). Receiving citizens at the Provincial People's Committee: Attending regular citizen receptions on the 15th and 20th of each month with the Provincial Party Secretary and the Provincial People's Committee leaders. The total number of petitions under the authority of the Provincial People's Committee Chairman to be resolved is 43 (32 complaints, 2 denunciations, 9 petitions). Of which: Total number of new petitions received in the reporting period: 41 (30 complaints, 2 denunciations, 9 petitions); Total number of petitions transferred from 2023: 2 complaints. Resolution results: Completed and concluded, reported to the Provincial People's Committee 39 petitions; Verifying and completing reports: 4 petitions. Resolution results reached 90.7%.
Inspecting land use and project investment implementation of 18 organizations and enterprises that have been allocated land or leased land by the State in the province. Inspecting land use and project implementation of 50 organizations and enterprises that have expired the 24-month land use extension or land use extension due to force majeure according to the Department's plan.
Conduct surprise inspections in the field of natural resources and environment for 72 units in the province under the direction of the Provincial People's Committee and the Provincial Party Committee (a decrease of 88 units compared to the same period in 2023); including 1 Interdisciplinary Inspection Team to inspect the implementation and compliance with the law on land, environmental protection, construction order, fire prevention and fighting and other related issues for 44 enterprises and business households purchasing, producing and processing planted forest wood in Nhu Thanh district according to Decision No. 615/QD-STNMT dated October 4, 2024.
Issued under authority and submitted to the Chairman of the Provincial People's Committee for issuance under authority 40 Decisions on administrative sanctions against 41 organizations (38 Decisions on fines, 3 Decisions on warnings), with a total fine of 4,042,923 million VND. Up to now, 20/38 organizations have complied and paid the fine of 2,483,451 million VND.
During the year, the Department issued Decision No. 11/QD-STNMT dated January 2, 2024 on the Administrative Reform Plan for 2024. Focus on promptly resolving difficulties and problems of enterprises.
