According to the data reported from districts, towns, cities and actual review in the inner city areas of cities, towns, townships, residential areas not allowed to raise livestock as proposed in the draft Resolution, there are currently 510/236,750 livestock raising households (accounting for 0.21% of the number of livestock raising households in the province). Of which, 469 households (accounting for 91.96%) are small-scale, household-scale livestock raising households; 40 households (accounting for 7.84%) are small-scale livestock raising farms and 1 household (accounting for 0.2%) is medium-scale livestock raising farms. On the other hand, the total number of livestock and poultry in the proposed area not allowed to raise livestock is about 48,000, accounting for only 0.27% of the total livestock and poultry herd of the province (about 17.6 million), so when the Resolution is issued, it will not greatly affect the development of livestock production in the province.

This Draft Resolution stipulates that the inner city areas of cities, towns, townships, and residential areas are not allowed to raise livestock including cattle, poultry, and other animals in animal husbandry, except for raising ornamental animals and raising animals in laboratories without causing environmental pollution.
The draft Resolution includes an appendix of areas where livestock farming is not allowed in 12 districts, cities and towns.
According to the draft Resolution, the subjects supported in relocating livestock facilities out of areas where livestock farming is not allowed are organizations and individuals whose livestock facilities were built and operated before the effective date of the Law on Livestock and are operating in areas where livestock farming is not allowed, and are supported to relocate to a new suitable location or stop operating or change their profession.
Regarding the content, the support level is implemented according to the provisions of Article 7 of Decree No. 106/2024/ND-CP dated August 1, 2024 of the Government regulating support policies to improve livestock efficiency (effective from September 20, 2024).
Accordingly, it is proposed to support 50% of the cost of purchasing construction equipment and livestock technology equipment according to the existing barn area of the livestock facility subject to relocation; the maximum support level is not more than 10 billion VND/facility.
Support 50% of the cost of moving livestock to a new suitable location; the maximum support level is not more than 500 million VND/facility. Support 100% of the cost of training and coaching to convert from livestock farming to other occupations; the support level is 3 months of basic salary/person.
Estimated funding need is 4.22 billion VND.
Concluding this content, Chairman of the Provincial People's Committee Le Ngoc Chau agreed with the proposal of the Department of Agriculture and Rural Development to submit to the Provincial People's Council to issue this resolution. The Department needs to continue to review the areas affected by this resolution, ensuring that no livestock households in unauthorized areas are left behind. Districts, towns and cities also need to arrange land for concentrated livestock farming, especially for households that have to relocate to raise livestock here. The Department of Agriculture and Rural Development continues to complete the draft Resolution, report to the Provincial People's Committee to soon submit to the Provincial People's Council at the nearest session.
The first meeting of the Hai Duong Provincial People's Committee in November also considered the proposal of the Department of Health. on the proposal for the policy of developing a Resolution on policies to support training, attract and treat medical human resources at public agencies and units in Hai Duong province, period 2025 - 2030; the submission of the Department of Agriculture and Rural Development proposing to issue a Resolution amending Point c, Clause 2, Article 6 of the Regulation issued together with Resolution No. 14/2023/NQ-HDND dated November 6, 2023 of the People's Council of Hai Duong province stipulating policies to support the development of concentrated agricultural production applying high technology and organic agriculture until 2025 in the province; reports of the Department of Planning and Investment proposing to approve investors to implement the Investment Project to build a new residential area in Nam Sach town, Nam Sach district; on adjusting the investment policy of the Phi Xa Commercial Residential Area Construction Investment Project, Cam Hoang Commune, Cam Giang District of HDC Hanoi Joint Stock Company; proposing to approve the investment policy and at the same time approve the investor to implement the Social Housing Construction Investment Project in the Tan Phu Hung expanded residential and urban area, Hai Duong City of the Joint Venture of Newland Investment Joint Stock Company and NHS Construction Investment Joint Stock Company.
