* Ukraine's public debt hit a record $155.56 billion , according to data from the country's Finance Ministry . Ukraine's total public debt in September increased by 0.56% compared to the previous month. (Ukrainian News)
* A series of large explosions in the capital Kiev led to a fire on October 30, caused by an attack by an unmanned aerial vehicle (UAV). After this move, a building of the Ukrainian General Staff was damaged. (TASS, Reuters)
* Suspect in Southport stabbing attack charged with producing biological agent as well as “possessing” terrorism-related material, faces terrorism charges. The suspect, 18-year-old Axel Rudakuban, carried out the attack in July that killed three girls and injured 10 others. (The Guardian)
* Georgia is investigating allegations of “fraud” in its parliamentary elections , after the pro-Western opposition said the vote was “stolen” and Western countries criticised irregularities in the electoral process.
President Salome Zurabishvili, who is “believed to have evidence of possible fraud… was summoned to the investigative agency for questioning” on October 31. (AFP)
* Britain is increasing its defense budget, planning to allocate an additional $3.9 billion for 2025. Part of the money is expected to be used to cover the cost of salary increases for military personnel, as well as to buy weapons to replenish the depleted arsenal due to arms transfers to Ukraine. * The full-fledged Resolute Warrior 2024 exercise of the North Atlantic Treaty Organization (NATO) multinational brigade in Latvia will take place in the first half of November, with the participation of more than 3,500 soldiers from 13 countries: Albania, Denmark, Iceland, Spain, Italy, Canada, Latvia, Poland, North Macedonia, Slovakia, Slovenia, Montenegro and the Czech Republic. Asia-Pacific
* Russia and China have called on the West to abandon the Cold War-era bloc approach to maintain peace on the Korean Peninsula and prevent large-scale conflict.
The two countries expressed deep concern about the increased tensions in the Northeast Asia region caused by "the dangerous increase in joint military activities of the United States and its allies, as well as their formation of military alliances".
Russia and China affirmed that they will continue to coordinate and interact closely "in the interests of creating a fair and indivisible security system on the Korean Peninsula and Northeast Asia." (TASS)
* Indonesian President Prabowo Subianto will attend the Group of 20 (G20) Summit and the Asia-Pacific Economic Cooperation (APEC) Summit in South America next November. (Jakarta Post)
* The Philippines is urgently dealing with super tropical storm Kong-rey, as the storm is currently about 350km east of Cagayan province, with winds of 185km/h, gusting up to 230km/h.
Residents in the northern provinces of the Philippines were forced to evacuate on October 30. The storm is moving northwest and is expected to pass near Batanes province in the northernmost part of the Philippines, before making landfall in southeastern Taiwan (China) on October 31. (Philstar)
* South Korea's opposition party has threatened to impeach the defense minister if the government decides to send "armed forces" to Ukraine without the approval of the country's parliament.
Seoul is now considering sending a team of officials, possibly including intelligence and military experts, to Ukraine to analyze North Korea's military tactics amid support for Russia. (Yonhap)
* Cambodia solemnly celebrated the 20th anniversary of King Norodom Sihamoni's reign on the morning of October 30, at the square in front of the Royal Palace in the center of the capital Phnom Penh. * Australia is partnering with US and French arms companies to boost manufacturing capacity to increase its arsenal and export to security partners.
Specifically, Australia will spend 207 million USD to cooperate with Lockheed Martin (USA) to establish a domestic production facility for the Guided Multiple Launch Rocket System (GMLRS) with the aim of exporting from 2029. Meanwhile, Thales Group (France) will establish a production facility for 155mm M795 artillery shells for Australia. (Reuters)

* Iran will carry out "more devastating strikes" in retaliation for Israel's latest attack in the coming days, Brigadier General Mohammad Reza Naghdi, deputy coordinator of the Islamic Revolutionary Guard Corps (IRGC), said on October 30.
He said Iran would " surprise Israel with its initiative and creativity." (Al-Alam TV)

* The US is offering a $5 million reward for information about the 1994 bombing of a plane in Panama that killed 21 people. All the passengers on board, mostly members of Panama's Jewish community, included three US citizens. Washington has blamed the Lebanese Hezbollah group for the attack. (AFP)
* The United States has left open the possibility of sanctions against Russia over its training of North Korean troops, accusing Moscow of "directly" violating multiple United Nations Security Council resolutions. (Reuters)
* Brazilian Foreign Minister Mauro Vieira called on the US to lift the embargo on Cuba, saying that unreasonable sanctions and Havana's inclusion on the list of "States Sponsoring Terrorism" have caused difficulties for the people of the Caribbean nation, especially in responding to natural disasters such as the recent Hurricane Oscar.
