
According to the report of the Central Steering Committee, in 2023 and the first two months of 2024, the Central Steering Committee issued 109 documents regulating the management mechanism and guiding the implementation of national target programs. In particular, the National Assembly passed Resolution 111/2024/QH15 on a number of specific mechanisms and policies, thereby helping ministries, branches and localities to overcome difficulties in the implementation process. Currently, about 78% of communes nationwide have met the new rural standards, the multidimensional poverty rate in 2023 is 3.9% (down 1.1%); the poverty rate of ethnic minorities is over 17% (down 2.3%). The disbursement of capital transferred to the programs in 2023 and 2022 is over 40,180 billion VND, reaching over 61% of the plan.
At the conference, members of the Central Steering Committee, provinces and cities gave their opinions to clarify the difficulties, especially the guidelines set forth in Resolution 111/2024/QH15 such as: Need to assess and review to identify low-income workers; forest allocation norms; pilot mechanism of decentralization to district level in management and implementation for the period 2024 - 2025; entrustment of local budgets through the Social Policy Bank system; management and use of assets formed in production support projects...
For Dien Bien province, in 2023 and the first 2 months of 2024, the Provincial Steering Committee has directed and focused on implementing the proposed plans well. The total budget estimate for 2024 assigned to implement the programs is over 2,100 billion VND. Of which, the development investment capital is over 1,300 billion VND, including: Capital for the development program for ethnic minorities and mountainous areas is over 729 billion VND; capital for the new rural construction program is over 166 billion VND; capital for the sustainable poverty reduction program is over 433 billion VND. The province has allocated in detail from 94 - 100% of the plan. The Provincial Steering Committee basically agrees with the directions and instructions according to Resolution 111 of the National Assembly.
Concluding the conference, Deputy Prime Minister Tran Luu Quang, Head of the Central Steering Committee, emphasized: In order to effectively implement the programs and bring efficiency to the people and society, ministries, branches and localities must be more determined, promoting the role of leaders in organizing the implementation of assigned national target programs. Localities must focus on studying newly issued documents, especially closely following Resolution 111 of the National Assembly to deploy and implement. At the same time, strengthen supervision to improve the effectiveness of the program's objectives. Thereby contributing to the successful implementation of economic development goals, hunger eradication and poverty reduction, especially in ethnic minority areas.
