- Non-cash payments contribute to promoting digital transformation, creating favorable conditions for people and businesses to conduct transactions, pay taxes, fees, etc. Recently, banks in the province have been implementing many solutions to increase the rate of people having transaction accounts at banks, contributing to promoting the development of modern payment services in the province.

Mr. Pham Manh Ha, Deputy Director of the State Bank of Vietnam , Lang Son Branch, said: Closely following the goals and tasks of Plan No. 100 dated April 28, 2022 of the Provincial People's Committee implementing Decision No. 1813 dated October 28, 2021 of the Prime Minister on approving the project to develop non-cash payments in Vietnam for the period 2021 - 2025, the State Bank of Vietnam, Lang Son Branch, has directed commercial bank branches in the area to implement solutions to increase the rate of adults in the province having transaction accounts at banks; implementing preferential policies to encourage people to use non-cash payment methods via bank accounts such as: exempting and reducing account opening fees and fees for using banking services for customers making online transactions; No minimum balance required when opening an account... We also actively carry out communication activities in various forms such as: organizing propaganda conferences; enhancing instructions for card payments; promoting services so that businesses and people understand the modern features of card products...
To serve the demand for cashless payments, banks in the province actively invest and apply new technologies to develop diverse and improve the quality of payment products and services; promote the application of payment products and services on mobile devices such as QRCode, mobile payment (Moblie Payment), contactless payment (Contactless), e-wallet... At the same time, regularly update and enhance security and network security to ensure the safety of customers' information and assets.
By mid-August 2024, the whole province had issued over 309,000 cashless payment cards; card payment turnover reached VND 2,702 billion; over 90% of fixed business locations had electronic payment services via QR Code; 100% of enterprises operating in the province declared electronic invoices. The rate of people over 16 years old in the province having a transaction account at a bank reached about 72%, exceeding by more than 20% the target of the plan to implement the Project to develop non-cash payments in Lang Son province in the period of 2021-2025. |
To increase the proportion of people with bank transaction accounts, banks proactively coordinate with public service providers in the area to implement the collection of taxes, fees, tuition fees, hospital fees, etc. through bank accounts; coordinate the collection of the State budget by electronic means; collect and pay taxes electronically; implement diverse and flexible electronic payment services in the payment of hospital fees, insurance, subsidy payments, social security, electricity and water bills, etc. through bank accounts.
Banks encourage businesses and retail establishments to accept and use electronic payment methods, and support customers in making electronic payment transactions during the process of buying and selling goods and using services.
Commercial banks in the province have had many creative ways to increase the rate of people having transaction accounts at the bank. Typically, the Bank for Investment and Development ( BIDV ), the Military Bank (MB bank) have signed a cooperation agreement with the provincial Post Office to carry out payment and collection authorization through the Post Office's transaction points to create favorable conditions for people in remote areas...
Ms. Dinh Thi Hong Giang, Deputy Director of the Bank for Agriculture and Rural Development, Lang Son Branch ( Agribank Lang Son) said: We have coordinated with Lang Son Electricity Company to open accounts and cards for customers to pay electricity bills through accounts; coordinated with the Provincial Farmers' Association to establish a loan group to open payment accounts and issue free cards; coordinated with the Provincial Forest Protection Department to open accounts and issue cards to pay for forest environmental service fees through accounts; coordinated with schools to open non-cash payment cards for parents and students aged 14 and over; issued free ATM cards with an overdraft limit of up to 30 million VND without collateral, preferential interest rates for customers in rural areas, production and business in the agricultural sector. Customers can use overdraft cards to pay for electricity, water, telecommunications fees, tuition, hospital fees, purchase goods at agricultural supply stores, purchase agricultural products, etc.
Realizing the benefits of having a transaction account at a bank as well as the convenience of cashless payments, people in the province have proactively opened transaction accounts at banks in the province.
Ms. Hoang Kim Tuyen, owner of Tuyen Quoc motel, Dinh Lap town, Dinh Lap district said: Most guests who come to stay request to transfer money, so I asked and was given a QR code by the bank as well as instructions on opening a transaction account at the bank to serve my work. With the bank account provided, I use it for guests to transfer money as well as pay for living and business expenses such as electricity, water, taxes, etc. I find that having a transaction account at the bank not only makes payment and transactions convenient and fast, but also helps me save a lot of time.

The POS (card payment) and CDM (direct withdrawal and deposit at ATM) networks of the commercial banking system in the area are installed to expand the service area with 445 POS machines and 9 CDM machines installed in all districts and cities, meeting the needs of payment and use of electronic banking services.
Thanks to a transaction account at the bank, people can make cashless payments, which actively contributes to digital transformation, improving the quality of activities serving the needs of people and businesses in the province.
