Creating quality human resources for socio-economic development

In Di Linh district, the implementation of Resolution No. 20 of Lam Dong Provincial Party Committee has helped the locality achieve many important results, gradually meeting the requirements of tasks in the new situation. Specifically, in the field of education and training, as of May 30, 2024, the Education and Training sector of Di Linh district has 1,902 managers and teachers. The work of improving the quality of human resources in the Education and Training sector is carried out by Di Linh district through training and development programs: meeting and exceeding training standards, regular, specialized, implementing teaching according to new programs and textbooks, implementing school year tasks... In the health sector, by June 2024, Di Linh district reached a rate of 5.5 doctors/10,000 people. The staff and civil servants of the Health sector have made positive changes in both quantity and quality, gradually meeting the people's needs for medical examination and treatment.

A special feature of Di Linh district is that the local female cadres have increased in both quantity and quality in recent years. The proportion of female cadres participating in management and leadership positions at all levels has many positive changes; the number of female cadres included in the planning is increasing. The recruitment, arrangement and use of cadres, civil servants and public employees who are ethnic minorities at all levels of government and organizations has increased, contributing to improving the quantity and quality, creating a quality local human resource for socio-economic development, ensuring security and national defense.

According to information from the People's Committee of Di Linh district, in recent years, the locality has paid special attention to vocational training and job creation for local workers. On average, over 4,000 workers are trained each year and new jobs are created for over 3,800 workers.

As the locality with the second highest proportion of ethnic minorities in Lam Dong province, in recent times, Dam Rong district has deployed many solutions to effectively implement projects under the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the period 2021 - 2030; Phase I: from 2021 - 2025 (National Target Program 1719), gradually improving the quality of local human resources.

According to Vice Chairman of Dam Rong District People's Committee Lieng Hot Ha Hai, the locality identified the implementation of National Target Program 1719 as one of the important political tasks contributing to improving the quality of human resources in the district in general and in ethnic minority areas in particular.

In particular, Project 7 "Taking care of people's health, improving the physical condition and stature of ethnic minorities; preventing and combating child malnutrition"; Project 8 "Implementing gender equality and solving urgent problems for women and children"; Sub-project 2, Project 9 "Investing in the development of ethnic minority groups with small populations and ethnic groups with many difficulties" have been implemented by the locality since the beginning of 2022 and have achieved important results.

Vice Chairman of Dam Rong District People's Committee Lieng Hot Ha Hai affirmed that the implementation of the projects has contributed to improving the quality of human resources in the district in general and in the ethnic minority areas in particular.

“In the coming time, to effectively implement the projects, in addition to the district's solutions to improve the quality of population and human resources for sustainable development of the locality, the district has also proposed to the Provincial Supervision Delegation to recommend the Provincial People's Committee to allocate funds to proactively implement the project, in accordance with the actual situation of the locality" - Vice Chairman of the People's Committee of Dam Rong District Lieng Hot Ha Hai said.

Sharing with the press, Mr. Do Woang Ya Guong - Deputy Head of the Ethnic Minority Committee of Lam Dong province said that in order to discover, search for, attract and make good use of ethnic minority talents, there should be comprehensive solutions for the development of ethnic minority and mountainous areas to improve living standards, intellectual level, and quickly reduce the gap between rich and poor... At the same time, there should be solutions to innovate educational management in educational institutions with a large number of ethnic minority students to improve output quality; organize teaching ethnic minority languages ​​in high schools with a large number of ethnic minority students. Pay attention to investing in career guidance and vocational training for ethnic minority students; have policies to support vocational training institutions and enterprises that train and coach ethnic minority workers; improve the capacity of the community and cadres performing ethnic minority work at all levels. There should be more preferential policies in training and using ethnic minority cadres, especially ethnic minority cadres from the Central Highlands. There is a policy to train and employ teachers of ethnic minority languages, especially those of ethnic minorities from the Central Highlands.

It can be affirmed that promoting the search, attraction and use of ethnic minority talents is a key task that Lam Dong province has implemented for many years. Thanks to that, the quality of human resources in ethnic minority areas has been improved, achieving encouraging results. Especially, at present, with the "support" from the National Target Program 1719, Lam Dong province has many favorable conditions to improve the quality of human resources in ethnic minority areas.
