Recently, localities in the province have implemented the policy of organizing and rearranging villages, residential groups as well as village and residential group Party cells towards streamlining, quality and efficiency. The merged village and residential group Party cells have promoted their leadership and direction roles well, contributing to ensuring the comprehensive leadership of the Party at the grassroots level.
Part 1: Efforts to stabilize operations after merger
In addition to the positive results achieved, after the merger, the activities of village and residential group Party cells in the province have encountered many difficulties and obstacles. In this situation, the higher-level Party Committee has regularly instructed Party cells on how to carry out tasks; strictly implemented the periodic and thematic meeting regime, overcoming the situation of irregular meetings; and required Party members to uphold their sense of responsibility in participating in meetings. The Party Committees also assigned Party Committee members to be in charge of and to meet with subordinate Party cells.
Identify the difficulty
Based on the frank recognition and assessment of the difficulties and obstacles of the village and residential group Party cells after the merger, the district, town and city Party Committees have directed the Party Committees of wards, communes and towns to guide the newly merged Party cells to quickly stabilize and improve their operational efficiency. Party committee personnel are all selected from among the Party cells, secretaries and deputy secretaries of the merged Party cells to elect those with prestige, capacity and good health to continue to undertake the work. Most Party cells after the merger have maintained a good working routine; the quality of Party activities has been improved. The higher-level Party Committees have also guided the Party cells on how to carry out their tasks; strictly implemented the regime of periodic and thematic activities, overcoming the situation of irregular activities; and strictly required Party members to uphold their sense of responsibility in participating in activities. The higher-level Party Committees assigned Party Committee members to be in charge of and participate in activities with the subordinate Party cells.
However, in addition to the positive results achieved, after the merger and arrangement of village party cells and residential groups in the province, many difficulties and problems have appeared. Specifically, after the merger, the number of party members has increased, the heads of mass organizations have decreased, leading to difficulties in propaganda and mobilizing people to implement the Party's guidelines and policies, and the State's policies and laws. The distance from the beginning of the village to the end of the village is far, in some localities 3-4 km, affecting the process of propaganda and mobilizing the masses. Many villages and hamlets after the merger have not yet built a common cultural house, leading to difficulties in facilities and infrastructure for regular activities. The implementation of the arrangement of village party cells and residential groups has also somewhat affected the psychology, ideology, and interests of a number of non-professional activists, affecting the effectiveness of the work. Changing the names of villages and residential groups after the rearrangement also entails changing and adjusting documents and procedures of the people, thereby causing confusion and difficulties in the work and direction of the Party cell secretary and village chief.

Comrade Tran Dang Dung, Secretary of the Party Committee of Boi Cau Commune (Binh Luc) said: After the merger, the Party Committee of Boi Cau Commune has 3 village party cells, of which Village Party Cell 1 has up to 101 party members, and Village Party Cell 3 has the lowest number of 79 party members. In the process of implementing Party building work in the party cells, the Party Committee of the commune initially identified many difficulties and problems in the party cells after the merger. Specifically, with a large number of party members, the monthly party cell activities cannot reach 100% of party members. In Boi Cau Commune, many party members in the party cells often work far away, some party members work for 6 months to a year and then return to their hometown once, which partly affects the effectiveness of the party cell activities, especially when the party cell meets to issue resolutions. Furthermore, the large number of party members also makes it difficult to organize party cell activities and receive party members' opinions, especially during year-end reviews or new party member admissions. In addition, the party cell committee also has difficulty keeping close contact with each party member and is not convenient in carrying out political tasks.
Similar to the Party cells in Boi Cau Commune Party Committee, after the merger, many village and residential group Party cells in the province also revealed many difficulties and limitations in leadership. In regular Party cell meetings, in newly merged Party cells with a large number of Party members, Party members do not have enough time to express their opinions to the Party cell. Some Party cells have not yet ensured regular meetings and thematic meetings. Also because there are too many Party members, organizing meetings is difficult, so the content of the meetings is still formal without in-depth assessment of Party building and mass mobilization work; little attention is paid to reviewing the leadership role and responsibility of the Party cell executive committee. Currently, some Party cells with many Party members have initially established Party cells and promoted the application of information technology and social networks to disseminate policies and resolutions to Party members, but this solution only stops at one-way communication of information, not creating strong interaction between the Party Committee and Party members, as well as between Party members and the masses.
However, with many creative methods, suitable to the local reality, the Party cells have gradually overcome difficulties and problems, gradually improved the quality of activities in the Party cells, promoted the leadership role, and completed political tasks at the grassroots level.
Many solutions to overcome difficulties
Taking the Party cell as the "nucleus", each strong Party cell will have a strong Party Committee, thereby enhancing the role and responsibility of each cadre and Party member in the Party cell, contributing to quickly bringing the Party's resolutions into life and helping the locality successfully complete the assigned socio-economic development tasks.
Party Cell 1 of An Noi Commune Party Committee (Binh Luc) was merged from 4 Party Cells of Dien, Doi, Cat, and Tia with more than 80 Party members. This is also one of the Party Cells with the largest number of Party members of An Noi Commune Party Committee. After the merger (since 2018), for the past 5 consecutive years, Party Cell 1 has successfully completed its assigned tasks, contributing significantly to the increasingly strong leadership of the village. To achieve this result, in Party building work, Party Cell 1 has closely followed the directives and resolutions of the superiors, promoting the role and responsibility of each cadre and Party member. Specifically, when holding regular Party Cell meetings or implementing extraordinary tasks, the Party Committee must first discuss thoroughly, have a clear plan, and then submit it to the Party Cell for public and democratic discussion. Based on that, the Party Cell assigns tasks to each cadre and Party member, responsible for mobilizing and propagating to mass organizations and households in the village and hamlet. Each cadre and party member must uphold the spirit of exemplary conduct, saying what they do. In the activities of the Party cell, cadres and party members uphold the spirit of criticism and self-criticism, in order to promptly overcome existing limitations and promote strengths to expand the movement. With this approach, over the years, the Party Cell of Village 1 has always fulfilled its assigned tasks well, such as mobilizing people to donate land, contribute to the fund for building transport infrastructure, developing household economy, and building cultural families.
Comrade La Anh Dao, Secretary of Party Cell 1, An Noi Commune Party Committee, said: To have a strong Party Cell, we must promote the responsibility of cadres and Party members. When assigned any task, big or small, difficult or easy, each cadre and Party member must bring all their sense of responsibility to carry out the task voluntarily, thoroughly to achieve the best results. If there is no spirit and sense of responsibility, the work will be carried out in a general, perfunctory manner, just to finish, or do easy things, and skip difficult things, leading to low quality work, not meeting the requirements. Each person's sense of responsibility is demonstrated through a firm grasp of the Party's guidelines and policies, the State's policies and laws, and the correct and creative implementation of those guidelines. The sense of responsibility will determine the quality and efficiency of the work, and to complete all assigned tasks well, requires cadres and Party members to raise their spirit and sense of responsibility.
In recent times, the Party Committees of wards and communes in the province have guided the newly merged Party cells on how to carry out tasks; strictly implement the regime of regular and specialized activities, overcome the situation of irregular activities and promote the sense of responsibility in the participation of Party members in activities. The Party Committees also assigned Standing Committee members and Party Committee members to be in charge of and participate in activities with the Party cells.
