At the regular meeting of the Ministry of Culture, Sports and Tourism (MOCST) held on the morning of April 11, the case of Miss Nam Em being punished for deviant behavior on social networks attracted much attention.

Representative of the Department of Performing Arts, acting Director - Ms. Tran Ly Ly said: "It is difficult to accurately assess whether a person is an artist or not. However, they are still Vietnamese workers, with full rights and obligations of citizens under Vietnamese law.

According to Decree No. 144, Article 3 clearly states: "Vietnamese citizens or artists working in the performing arts that have a negative impact on social psychology and the community are prohibited."

Ms. Tran Ly Ly also affirmed that the violations of celebrities occurring on cyberspace will be handled according to decentralization: " We have decentralized management, the statements of artists on social networks are managed and handled by the Departments of Information and Communications, provinces, and localities."

Previously, on March 1, Nam Em was administratively fined 37.5 million VND by the Department of Information and Communications of Ho Chi Minh City for providing information that caused confusion among the people and insulted famous people and national heroes.

The total administrative fine imposed on Nam Em is 37.5 million VND. In addition, the Department also recommended that this beauty stop the above administrative violation.

However, Nam Em continued to confuse the public with many livestream sessions on social networks. On April 9, the Department of Information and Communications of Ho Chi Minh City had a second meeting with Nam Em and decided to impose an administrative fine of 10 million VND.

In addition, the Department said it will report and recommend the Ministry of Information and Communications to consider and block Nam Em's Facebook and TikTok accounts.
