On the afternoon of May 8, the Standing Committee of Nam Dan District People's Council held a session to explain and question the implementation of the advanced new rural district and communes that have not yet achieved advanced new rural standards, and towns that have met civilized urban standards.
Nam Dan is one of four districts nationwide selected to pilot the construction of a model new rural district; in which Nam Dan district was directed by the Prime Minister to build a model new rural district in the direction of cultural development associated with tourism in the period of 2018 - 2025 (in Decision No. 17, dated January 4, 2019 of the Prime Minister).
Implementing Decision No. 17 of the Prime Minister, Nam Dan district has issued resolutions, plans and established a steering committee, building an implementation roadmap for each year to build an advanced new rural district, towards achieving a model new rural district.
The district creatively organized a number of competitions to create emulation movements, spreading in each residential area and household. Typically, building a model of a typical "Bright - green - clean - beautiful" residential area; "Beautiful new rural standard garden"...
After 4 years of implementation, the new rural criteria at commune and district levels have been consolidated and improved.
Specifically, 18/18 communes maintain new rural communes, of which 11 communes meet advanced new rural standards and of the 11 communes meeting advanced new rural standards, 5 communes meet model new rural standards.
There are 4 communes that have completed the task of advanced new rural areas and are waiting for the province to decide to recognize them. Thus, at the commune level, there are 3 communes focusing on building advanced new rural areas and Nam Dan town is building a civilized urban area, striving to reach the finish line in 2024.
At the district level, to achieve the model district status by 2025, Nam Dan has developed a plan to achieve advanced new rural standards in 2024. However, through the supervision activities of the District People's Council, there is not much time left in 2024; while at the district level, only 5/9 criteria have been completed with 29/39 contents of advanced new rural districts and 3 communes striving to achieve advanced new rural areas, towns meeting civilized urban standards, some criteria have not been completed and some achieved criteria have not been sustainable.
Faced with that reality, the Standing Committee of the District People's Council organized a session to explain and question the District People's Committee, district-level professional departments and related communes and towns. Through the explanation session, all levels and sectors clarified each criterion and content that had not been achieved; analyzed and clarified difficulties and obstacles; clearly defined the responsibilities of each district-level unit and each commune and town; proposed solutions and measures to organize more drastic direction.
Focus on criteria on transportation, school facilities, cultural facilities, environmental sanitation; ensuring production facilities meet food safety and hygiene... Some criteria and contents have not been met due to viewpoints, perceptions and assessments that do not follow the spirit set forth.
To ensure the right implementation of the goal of reaching the advanced new rural district in 2024, towards achieving the model new rural district in 2025; The Standing Committee of the District People's Council requested the entire political system from the district to the grassroots to join in drastically and focus on completing the criteria and contents of the advanced new rural standards at the district, commune and civilized urban levels of the town. In that process, focus on building models and highlights of each locality and the district as a whole, contributing to building the image of Nam Dan homeland as a truly exemplary model in the hearts of the people of the whole country.
