In 2024, how old will people be congratulated and celebrated by the government?

Age to be congratulated and celebrated longevity in 2024

Article 21 of the 2009 Law on the Elderly stipulates longevity wishes and celebrations for the elderly as follows:

The 100-year-old person was congratulated and given a gift by the President of the Socialist Republic of Vietnam.

People who reach the age of 90 are congratulated and given gifts by the Chairman of the People's Committee of the province or centrally-run city.

The People's Committee of the commune, ward or town shall coordinate with the local Association of the Elderly and the families of the elderly to organize longevity celebrations for the elderly at the ages of 70, 75, 80, 85, 90, 95 and 100 years old or older on one of the following days:

+ Vietnam Elderly Day (June 6 every year).

+ International Day of Older Persons (October 1st every year).

+ Lunar New Year.

+ Elderly people's birthday.

The decoration of the longevity celebration ceremony and the attire of the elderly are all regulated by law. The order of the ceremony includes: announcing the program of the ceremony, declaring the reason and briefly and solemnly introducing the delegates, opening speech, announcing the list of elderly people to be celebrated....

In principle, the person in charge of the longevity celebration is the representative of the commune-level Elderly Association.

In case the person being celebrated is sick or weak and cannot attend the celebration, the organizing committee is responsible for going to the place to present the longevity certificate and gift.

Organizing longevity celebrations at home must be solemn, economical, joyful, healthy, in accordance with the customs, cultural traditions of each locality, ethnicity, religion and suitable to the family's circumstances.

Longevity wishes and birthday gifts in 2024

Pursuant to Clause 2, Article 3 of Circular 96/2018/TT-BTC regulating the level of gifts for longevity greetings and birthday celebrations for the elderly.

Accordingly, the elderly person who reaches 100 years old will be congratulated by the President of the Socialist Republic of Vietnam and given a gift including 5 meters of silk fabric and 700,000 VND in cash;

The elderly who reach the age of 90 are congratulated by the Chairman of the People's Committee of the province or centrally-run city and given gifts including gifts worth 150,000 VND and 500,000 VND in cash.

The above expenditure level is the minimum level. Based on the ability to balance the local budget and the actual situation, the People's Council of the province or centrally-run city may consider and decide on a higher expenditure level than that prescribed in Circular 96/2018/TT-BTC; at the same time, consider and decide on the level of gifts for the elderly at the age of 70, 75, 80, 85, 95 and over 100 years old based on the proposal of the Provincial People's Committee.

The budget for longevity wishes and gifts for the elderly aged 100 and 90 is arranged in the annual regular expenditure estimate of the Department of Labor, War Invalids and Social Affairs (the standing agency of the Provincial Elderly Working Committee).

Funds for giving gifts to the elderly at the age of 70, 75, 80, 85, 95 and over 100 years old are arranged in the annual regular expenditure estimates of agencies and units assigned the task of giving gifts to the elderly according to local decentralization.
