Floods in the South kill 5, disrupt traffic

Heavy rains for many consecutive days in the South caused flooding and landslides, cutting off traffic, killing five people, two missing, and damaging hundreds of houses on July 29 and 30.

Under the influence of the strong southwest monsoon, the provinces of Lam Dong, Binh Thuan, Ba Ria - Vung Tau, Bac Lieu, Ca Mau, An Giang, Hau Giang, Kien Giang... have experienced heavy rain and thunderstorms over the past three days. The rainfall in many localities has been measured at over 200 mm - the highest ever.

In Lam Dong, today, heavy rain and strong winds from morning to noon are believed to be the cause of landslides at many points on Bao Loc Pass, on National Highway 20. At around 2:30 p.m., in the area near the Madagui Traffic Police Station (under the Traffic Police Department of Lam Dong Police), dozens of tons of rock and soil on the top of the hill suddenly collapsed, covering the entire pass road. The traffic police headquarters here was buried, killing three soldiers and leaving one resident missing.

Before that, about an hour after the incident, traffic on Bao Loc Pass through the area was completely paralyzed because of rocks and soil blocking the road. This is the main route for vehicles from Ho Chi Minh City, Dong Nai to Da Lat City, so hundreds of vehicles, mostly passenger cars, had to turn around and change direction via National Highway 28B, 28, 55 along the Ho Chi Minh City - Dau Giay - Phan Thiet - Vinh Hao expressway.

In addition to the above area, since noon, Bao Loc Pass section through Dai Lao Commune and the pass in Da M'ri Town, Da Huoai District, also suffered landslides at many points. These incidents did not cause any casualties, but caused serious traffic congestion. Local police mobilized many officers and soldiers, divided into many groups, to key locations on the route to direct traffic and warn passing vehicles to drive safely.

A similar situation occurred on Highway 55, connecting Tanh Linh District, Binh Thuan Province through Bao Loc City (Lam Dong). This afternoon, heavy rain caused many areas to fall trees, and rocks and soil from the hillsides to fall onto the highway.

Mr. Tran Dinh Hoa, Vice Chairman of the People's Committee of Da Mi Commune, Ham Thuan Bac District, said that the locality recorded at least 5 landslides on this national highway this afternoon. Vehicles going from Binh Thuan to Bao Loc City and vice versa could not move and had to turn back. The Da Mi Commune authorities mobilized 4 vehicles to clear the scene, but the amount of rock, soil and trees that fell down was too much, the road remained cut off until evening.

In the Mekong Delta region , continuous rain and thunderstorms on July 29 and 30 also caused great damage to people and property. In particular, a tornado in Hong Dan district, Bac Lieu province caused the house of Mr. Dang Van Dung, 37 years old, and Mrs. Dang Kim Men, 36 years old, to collapse. The wall fell on the couple, killing Mrs. Men and injuring Mr. Dung and his 8-year-old son. The locality supported the victim's family with 18 million VND, and mobilized forces to clean up the scene and stand guard in the area to prevent incidents.

The Department of Agriculture and Rural Development of Bac Lieu province said that continuous rain for two days caused flooding in many places in the area and caused 59 houses to collapse and 52 houses to lose their roofs. In Hong Dan district alone, the amount of rain measured in two days reached 162 mm, a record so far.

In Ca Mau , today heavy rain and strong winds caused hundreds of shops, kiosks and houses to collapse and have their roofs blown off. Statistics show that in U Minh, Nam Can districts and Ca Mau city, 170 houses were damaged, with estimated damage of more than 7 billion VND. In Ba Ria - Vung Tau , more than 40 houses in Dat Do district also had their roofs blown off by the wind, and a series of trees and electric poles fell due to today's bad weather. During the day, local authorities mobilized forces to the scene of the damage to support people and overcome the consequences.

Extreme weather caused heavy rain on July 30, causing many places in Bay Nui (An Giang) and Rach Gia City (Kien Giang) to be flooded up to a meter deep. Water flooded into houses, damaging many belongings, roads were flooded 40-80 cm deep, paralyzing traffic. A series of houses collapsed, electric poles fell, and more than 400 hectares of rice and crops were flooded.

Yesterday, in Binh Thuan, heavy rain poured down early in the morning, causing the Phan Thiet - Dau Giay expressway, the section through Song Phan commune, Ham Tan district, to be deeply flooded, causing traffic congestion for 5 hours. This is a rare case because expressways are usually designed with a high roadbed, so the probability of flooding is very low. The Ministry of Transport has asked the investor to clarify the cause and solution, and report back to the Ministry's leaders before August 3.

On the same day, a ship entering La Gi fishing port was sunk by waves, and four workers fell into the sea. Three of them were rescued by a nearby fishing boat, while the remaining person, 41 years old, was swept away by the waves and went missing. Meanwhile, a 47-year-old woman who was working in the fields slipped into a stream and was swept away by floodwaters and died in Duc Phu commune.

According to the National Center for Hydro-Meteorological Forecasting, the rainfall measured on July 29 and 30 in the provinces of An Giang, Hau Giang, and Dong Nai was from 90 to 162 mm. Of which, Soc Trang and Kien Giang had a very large rainfall of more than 210 mm. This is equivalent to the entire month's rainfall. It is forecasted that next week in the southern provinces, there will continue to be showers and thunderstorms, with some places experiencing heavy rain with local rainfall of 50 to 100 mm, and some places over 170 mm. With prolonged heavy rain, the meteorological agency has warned of a high risk of landslides in the Central Highlands.

Mr. Le Dinh Quyet, Deputy Head of Forecasting Department, Southern Hydrometeorological Station, said that heavy rains lasted for many days in the South and Ho Chi Minh City because of storm Doksuri (storm No. 2) attracting strong southwest winds. This type of wind carries a lot of moisture from the Indian Ocean and blows into the southern provinces first, causing heavy rains in this area.

In mid-July, storm Talim (storm No. 1) also caused the southwest monsoon to strengthen, causing tornadoes in the southern provinces. Ms. Le Thi Xuan Lan (former deputy head of the Forecasting Department, Southern Hydrometeorological Station), said that storms usually enter Vietnam from June to October from the North to the Central. During this time, the South is in the rainy season, the southwest wind is strong, so when there is a storm along with the monsoon, it will cause heavy, persistent rain accompanied by thunderstorms.
