On November 15, Deputy Prime Minister Tran Luu Quang signed and issued Official Dispatch No. 1095 of the Prime Minister requesting relevant ministries, branches and localities to focus on responding to and overcoming the consequences of floods in the Central region.
The Prime Minister directed the Chairmen of the People's Committees of Ha Tinh, Quang Binh, Quang Tri, Thua Thien Hue, Da Nang , Quang Nam, Quang Ngai, Binh Dinh, and Phu Yen provinces to closely monitor the developments of floods and storms. He also requested timely and effective implementation of response and recovery work to ensure the safety of people's lives and minimize property damage.
According to the direction of the head of the Government , localities need to mobilize forces to review, proactively evacuate and immediately relocate people and vehicles in dangerous and unsafe areas, especially in deeply flooded areas, along rivers, streams or areas at risk of landslides and flash floods.
Based on the specific situation, the Prime Minister requested localities to decide whether to let students stay home from school to ensure safety; proactively direct and deploy measures to ensure safety for teachers, students, and educational facilities in flooded areas.

The Prime Minister requested the Ministry of Natural Resources and Environment to closely monitor and supervise natural disasters, warn, forecast, and provide full and timely information to relevant agencies to serve the direction and response to floods.
The Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade are assigned to coordinate with localities to effectively direct the operation and ensure the safety of irrigation and hydroelectric reservoirs; ensure safety for agricultural and industrial production and power systems in flooded areas.
The Government leader requested the Ministry of Transport to coordinate with localities to promptly fix incidents and ensure smooth traffic, especially on main traffic routes.
According to the telegram of the head of the Government, from November 12 until now, in the Central region, there has been prolonged heavy rain, causing flooding, landslides, property damage, affecting people's lives and production.
In Thua Thien Hue, there was exceptionally heavy rain, with total rainfall in 24 hours (from November 14 to 15) of about 800-900 mm, causing widespread flooding, especially in Hue city, Huong Tra town, and Huong Thuy town.
