Minister of Construction Tran Hong Minh has just sent a telegram to the People's Committees of 12 provinces including Nghe An, Ha Tinh, Quang Binh, Quang Tri, Quang Ngai, Binh Dinh, Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai, Hau Giang, Kien Giang requesting to speed up the completion of site clearance and implementation of investment projects for rest stop construction on the Eastern North-South Expressway.

The Ministry of Construction said that it has issued many telegrams and documents requesting localities to focus on resolving difficulties and speeding up site clearance to ensure the progress of rest stop projects as required by the Prime Minister. However, the progress of implementing rest stop projects has not yet met the requirements. The main reason is that site clearance has not met the progress of the signed contract, greatly affecting the completion progress as required by the Prime Minister.
According to the law, the completion of construction of public service works of rest stops is one of the conditions for implementing toll collection on highways invested by the State; the delay in completing the investment in construction of rest stops will affect the plan for collecting tolls to the State budget.
In order to soon complete the rest stop system on the North-South expressway in the East, ensure synchronous operation, and serve the urgent needs of people and vehicles traveling on the route according to the direction of the Prime Minister, the Minister of Construction requested the Chairmen of the People's Committees of Nghe An, Dong Nai, and Binh Thuan provinces to direct relevant agencies and units to speed up procedures and complete the handover of the remaining site in March 2025 for the two rest stops of the component projects of the Nghi Son - Dien Chau section and the Phan Thiet - Dau Giay section (contracts were signed in August 2024 but only part of the site has been handed over so far).
Accordingly, the Chairmen of the People's Committees of Khanh Hoa, Ninh Thuan, and Binh Thuan provinces directed relevant agencies and units to urgently complete the handover of the entire site in April 2025 for 3 rest stops belonging to the component projects of the Nha Trang - Cam Lam, Cam Lam - Vinh Hao, Vinh Hao - Phan Thiet sections (contracts were signed in August 2024 but only part of the site has been handed over so far).
The Chairmen of the People's Committees of Ha Tinh, Quang Binh, Quang Tri, Quang Ngai, Binh Dinh, Khanh Hoa, Hau Giang, Kien Giang provinces support and direct agencies and units to speed up procedures and hand over the site in April 2025 for 11 rest stops (sections Ham Nghi - Vung Ang, Vung Ang - Bung, Bung - Van Ninh, Van Ninh - Cam Lo, Cam Lo - La Son, Quang Ngai - Hoai Nhon (station Km 15+620 and station Km77+820), Hoai Nhon - Quy Nhon, Van Phong - Nha Trang, Can Tho - Hau Giang, Hau Giang - Ca Mau) are completing procedures for selecting investors to be able to start construction immediately after signing the contract.
The Ministry of Construction also requested the Directors of Project Management Boards 2, 6, 7, 85, Thang Long, Ho Chi Minh Road, and My Thuan to seriously and thoroughly grasp the synchronous completion of smart traffic items, vehicle load control, rest stops, and toll collection systems as mandatory requirements when putting the expressway into operation; Regularly monitor the scene, coordinate with localities to remove obstacles, and ensure the completion of site clearance work according to the above schedule.
Project Management Boards also need to coordinate and urge investors/enterprises to speed up investment procedures, implement construction, ensure the completion progress of rest stops according to contract regulations and requirements of competent authorities, in which note to complete public services before December 30, 2025.
