Voter Luong Cong Tien in Ngoc Lam commune, Thanh Chuong district said that his family, as well as many households in Ngoc Lam commune, have not been granted a certificate of land use rights for land of agricultural and forestry origin for decades. Therefore, when he learned that at the 17th session of the Provincial People's Council on the morning of December 7, there would be a question-and-answer session between delegates and voters for relevant departments and branches, especially the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development, he followed it very carefully.

Through monitoring, voter Luong Cong Tien said that the report of the Director of the Department of Natural Resources and Environment, Department of Agriculture and Rural Development gave voters a comprehensive view of the current situation, shortcomings, and limitations in exploiting and using land recovered from agricultural and forestry farms, and Youth Volunteer Force teams. At the same time, it also showed the solutions that leaders at all levels of the industry have proposed.

The questions raised by delegates in the hall, such as delegates from Ky Son, Anh Son, Con Cuong, Quy Chau districts... raised problems very close to the locality, hoping that superiors would have more specific measures, in the answers, although the delegates presented solutions to solve the problem, the thing voters were most concerned about was when it would be resolved, when people would be granted land use rights, no delegate confirmed.

Voter Nguyen Quang Hop in Vinh city said that voters not only regularly follow information and activities of the Provincial People's Council meetings, but also regularly update news on local newspapers and radio stations. Thereby, voters see that not only at this 17th session, but also before the meeting, press agencies have reflected quite multi-dimensionally, with many in-depth articles on the difficulties, obstacles, and shortcomings that commune and district levels cannot resolve, and that require the participation of departments, branches, and the Provincial People's Committee.

In particular, there are difficulties in funding for implementing measurements and planning to reclaim land, solving the problem of overlapping land of farms, forestry farms, and Youth Volunteer Force with people's land. At the question and answer session, the leader of the Department of Natural Resources and Environment replied that they would continue to consult on handling the issue, and had proposed many solutions, but there was no solution to overcome the difficulty in the source of professional staff at the grassroots level, and when will the issue be resolved? Because this can be seen as the fundamental cause leading to delays and problems in the next stages.

Voter Nguyen Quang Hop also expressed that regarding the summary of the content of the question and answer session of the Provincial Party Secretary and Chairman of the Provincial People's Council Thai Thanh Quy, voters strongly agreed, showing the drastic viewpoint in improving the efficiency of land use of the provincial leaders with many specific solutions. With that guiding spirit, voters hope that the problems and shortcomings raised will soon be resolved.

Early completion of land handover procedures to local authorities and people

Voter Le Van Toan, Chau Binh commune, Quy Chau district said: Regarding Chau Binh locality, in recent years, Co Ba Forestry Farm located in the area has carried out land handovers to the commune with a total area of ​​over 900 hectares. Of which, about 500 hectares were encroached upon by people before the forest farm returned, and more than 400 hectares of land after receiving the handover in the field, the commune organized the land handover to households lacking land according to regulations.

However, this area is mainly high hills, only suitable for growing acacia trees, other forestry trees or fruit trees are not economically effective. Chau Binh commune authorities hope that departments, branches, units, and forestry farms will coordinate to have policies to support livelihoods for people on the land area that has been handed over; focus on training and improving knowledge about acacia planting for people, improving the efficiency of planted forests.

In addition, Co Ba Forestry is currently continuing to transfer about 200 hectares of land to local management. The commune government hopes that departments and branches will coordinate with the forestry to complete the transfer procedures soon so that the locality can distribute it to the people so that they have land for production.

Voter Cao Tien Thin, Tan An commune, Tan Ky district said: For Tan An locality, in the area, An Ngai Farm previously managed 2,453 hectares. Up to now, the farm has handed over more than 1,300 hectares to the locality, but mainly mixed garden land, rocky mountain land, small-scale production, traffic land, other specialized land... Therefore, in reality, the land for the locality to hand over to people for production is still lacking.

Therefore, local people and authorities hope that all levels, sectors as well as An Ngai Farm will continue to transfer land to localities and people according to regulations so that people can stabilize their livelihoods in the long term.

Need to clarify the responsibilities of the parties involved in violations

Voter Tran Van Hanh in Tan Dan village, Bong Khe commune (Con Cuong) said that through following the program of the 17th Session of the 18th Provincial People's Council at the Question and Answer Session for Mr. Hoang Quoc Viet - Director of the Department of Natural Resources and Environment, voters found that the 12 questions raised were quite focused and important, the questions went straight to the issue of former forestry land management that many voters are interested in.

Regarding the response of the Director of the Department of Natural Resources and Environment, this voter commented that the response was straightforward, specific, and not roundabout; ensured the functions and tasks in land management; clarified the limitations and shortcomings in the previous management of forestry land.

Before the delegates and voters, the Director of the Department of Natural Resources and Environment also frankly accepted the responsibility of the industry. However, voters suggested that the Department should clarify the responsibilities of the relevant parties, and at the same time, it is necessary to specify solutions to thoroughly overcome the situation of disputes, encroachment and misuse of land at companies, agriculture, forestry... in order to end the shortcomings and violations related to the issue of land allocation for agriculture, forestry, and promote the effectiveness of land use.
