At the meeting on October 8, the Steering Committee for land management and use of agricultural and forestry companies in Dak Lak province discussed challenges in applying the 2024 Land Law into practice.

With 51 agricultural and forestry organizations, the National Park and Forest Management Board are using more than 512,000 hectares of land, equivalent to about 39% of the province's total area. Dak Lak is also the province with the most agricultural and forestry companies in the Central Highlands and the whole country.

The Steering Committee for land management and use of agricultural and forestry companies in Dak Lak province promotes the implementation of the 2024 Land Law: Removing obstacles for hundreds of thousands of hectares of agricultural and forestry land.

Although the province has reviewed more than 188,000 hectares of land belonging to forestry farms to hand over to local management, only two land use plans have been approved so far. The other 20 plans are still in the process of being revised and supplemented.

According to the Steering Committee for land management and use of agricultural and forestry companies in Dak Lak province, the regulations related to the establishment, appraisal and approval of land use plans for the area of agricultural and forestry farms handed over to localities of the 2024 Land Law have many changes but there are no transitional regulations.

This has led to the district People's Committee being confused and having trouble completing the remaining 20 land use plans. If all plans have to be re-established according to the new Law, it will take a lot of time, resources, and money. It is necessary to consider and agree on a suitable handling direction according to current regulations.

According to Mr. Nguyen Thien Van, Vice Chairman of Dak Lak Provincial People's Committee, close coordination between departments, branches and district authorities is needed to speed up the implementation of the 2024 Land Law.

Vice Chairman of Dak Lak Provincial People's Committee, Mr. Nguyen Thien Van, emphasized that the delay in approving land use plans of agricultural and forestry origin is significantly affecting investment attraction, economic development and social security in the locality.

Even units that have had their land use plans approved still face many difficulties in the implementation process. According to Mr. Nguyen Thien Van, close coordination between departments, branches, sectors and district authorities is needed to speed up the implementation of the 2024 Land Law.

"It is necessary to clearly consider which areas cannot be managed or have been completely invaded and then hand them over to the local authorities for further review and handling.

In leadership and direction, there needs to be specific guidance for agricultural and forestry companies and sanctions regulations need to be clarified for effective implementation.

This process requires urgency, caution and close coordination among relevant agencies, especially the internal affairs sector," Mr. Nguyen Thien Van emphasized.
