Phu Le appears clear, green and peaceful.
Phu Le village is about 20km from the administrative center of Huong Khe district and about 70km from Ha Tinh city. We chose to explore the village on a sunny day, without an appointment and walked through the small alleys. Beyond expectations, Phu Le appeared clear and green. In the hot sun with the typical "specialty" of Lao wind, the peaceful feeling here overcame the heat and fatigue. Every step, every frame in the village is a satisfaction because of the peaceful, leisurely, and simple pace of life.
Life in Phu Le village is peaceful and simple.
The whole Phu Le village has more than 120 households with more than 500 people. Of these, 92 households/411 people are Catholics, accounting for nearly 75%, nearly 30 elderly households living alone, and 1 ethnic minority household. The village is divided into 5 inter-family groups; the village party cell has 9 party members; the village front committee has 12 members.
Phu Le has nearly 75% of Catholics, the solidarity between religions in the village is maintained and promoted.
Before the new rural construction, this was a poor village and commune that enjoyed policy 135 (under the Government's National Target Program for Sustainable Poverty Reduction). Agricultural production depended on nature, there were no traditional industries. In particular, the weather was complicated, located downstream of the Ho Ho hydroelectric project, so flash floods often occurred.
Recalling the first years of building a new countryside, many people said: At that time, Phu Le was very difficult, no one believed that the village could build a new countryside, no one did not envision a model residential area...
Promoting the tradition of diligence, hard work, and perseverance, people have expanded the area of Phuc Trach grapefruit trees, thereby improving their income and life.
But then, after listening to the propaganda and mobilization of the Party Committee and the government, the people promoted the advantages of agricultural land; promoted the tradition of diligence, hard work, and the expansion of the area of Phuc Trach grapefruit trees. From there, the income and life of the people improved, many households became well-off. At the same time, each household also promoted the spirit of solidarity, built landscapes and roads. The solidarity between Catholics and non-Catholics in the village was maintained and promoted, and the village and neighborhood relationship was strong.
The most obvious manifestation is that when a family has a happy or sad event, or is in trouble, they are wholeheartedly helped by the villagers; when neighbors have happy or sad events, the inter-family group and the village front work committee promptly share them. Weddings and funerals are carried out according to the village covenant. All common tasks of the village are strictly carried out according to the grassroots democracy regulations, discussed objectively, and all contributions are made public and transparent, creating trust among the people.
Over time, Phu Le has become green, clean and beautiful.
It is known that in the past time, the village has mobilized people to donate nearly 3,500m2 of land, 350 Aquilaria trees, 145 Phuc Trach grapefruit trees and many other valuable plants to build a model residential area. Along with that, mobilized people's working days, built more than 1,393m of rural roads, cleared corridors, and planted 7,800m of green fences.
After many months of care, Phu Le has now become beautiful. Inside, the village still retains its original features, touching the souls of tourists who love the cultural space of Vietnamese villages.
Phu Le has now achieved 10/10 criteria for a model residential area and is building a smart residential area.

The total resources mobilized to build infrastructure in Phu Le amount to nearly 2.4 billion VND (of which, the provincial budget: 900 million VND; the district budget: 200 million VND; mobilizing children far from home: 90 million VND; mobilizing contributions from the people (including land and tree donations) of nearly 1.2 billion VND and thousands of working days...
Up to now, villagers still maintain regular cleaning work on roads, inter-family groups, and village halls.
Phu Le also creates an impression of prosperity, with average income per capita reaching nearly 60 million VND/person/year.
Not only beautiful, Phu Le also impresses with its prosperity. The village has 4 cooperative groups growing and caring for Phuc Trach grapefruit according to the VietGAP program. In addition, there are 4 poultry farming models with over 400 heads; 30 small-scale cattle farming models; 85 crop and forestry models; 6 model gardens. The total production value of the village in 2023 is estimated at 26 billion VND. The average income per capita has so far reached nearly 60 million VND/person/year.
Recently, Huong Khe district has requested the Office of New Rural Area Coordination of Ha Tinh province to submit a proposal to the Minister of Agriculture and Rural Development to award a Certificate of Merit to the model of a typical new rural residential area in Phu Le village, Huong Trach commune in implementing the emulation movement "The whole country joins hands to build new rural areas" of the Agriculture and Rural Development sector.
Perhaps, Phu Le is most beautiful in autumn - when the grapefruits are ripe and golden, sparkling against the green background of the trees and leaves, both peaceful and rich in beauty.
Phu Le develops cultural and artistic movements, sports, and health training; strives to have 90-95% of families achieving cultural status by 2024, and 80% achieving sports families.
The Party cell in Phu Le plays a leading role, issuing specific resolutions that are appropriate to the actual situation and conditions; directing mass organizations, mobilizing people to participate in implementing directives and resolutions effectively. Since 2020, the unit has focused on building and maintaining the sustainability of 10 criteria for building a model residential area. In 2023, it will focus on building a smart residential area. To date, the village has 18 camera eyes; 87% of households have sanitary facilities and a guaranteed domestic wastewater treatment system; there are 4 models of organic composting; roads are installed with tonnage signs, 95% of people have health insurance cards, etc.
