Every time Nghi Son petrochemical refinery has problems, leaders of the Ministry of Industry and Trade 'lose sleep and appetite'

At the regular press conference of the Ministry of Industry and Trade held on the afternoon of May 18, Deputy Minister of Industry and Trade Do Thang Hai shared information related to the urgent report of Nghi Son Refinery and Petrochemical Company Limited (NSRP) sent to the Ministry of Industry and Trade, the Chairman of the State Capital Management Committee at Enterprises, and the Vietnam National Oil and Gas Group (PVN), emphasizing the risk of stopping operations due to cash flow shortage and failure to reach an agreement on financial restructuring.

Mr. Do Thang Hai said: "Nghi Son Refinery and Petrochemical Plant is a joint venture between PVN and investors from Kuwait and Japan. However, PVN only holds 25.1% of the capital. According to the law, Vietnam's voice in Nghi Son Refinery and Petrochemical Plant is only at one level.

For PVN, the current state capital management owner is the State Capital Management Committee at Enterprises. The Ministry of Industry and Trade is only the industry management agency, state management in the oil and gas sector. Solving the problem of Nghi Son Refinery and Petrochemical Plant is an internal problem of the enterprise. Any government, ministry or industry that participates must comply with the regulations and agreements that the parties have committed to."

According to Deputy Minister Do Thang Hai, the most difficult thing at present is that this factory accounts for 35-40% of the domestic gasoline market share, but Vietnamese authorities do not have the right to decide. In addition, during operation, this factory needs at least 30-45 days of maintenance each year, not to mention other technical problems that often occur.

"We all know that for several years now, since it started production, this factory has had frequent technical problems. This is the place that supplies 35-40% of the domestic market share but its operations are unstable," Mr. Hai said, admitting: "Every time this factory has problems, we lose sleep and appetite. While in terms of commitment, we prioritize the consumption of this factory's products."

Deputy Minister Do Thang Hai also affirmed: "The Ministry of Industry and Trade has tried very hard, it can be said that it closely follows Nghi Son Refinery and Petrochemical Plant every day, every hour to see if there are any problems, but our rights are only at that level. We are worried that suddenly, they have some problem, how can other sources be able to import in time in the current context, complicated geopolitical developments, and erratic prices of imported gasoline and oil".

Must ensure sufficient supply of registered output with the Ministry of Industry and Trade.

Speaking at the press conference, Mr. Hoang Anh Tuan, Deputy Director of the Domestic Market Department (Ministry of Industry and Trade), said that the domestic gasoline price and supply situation still has many potential difficulties, including the unstable operation of Nghi Son Oil Refinery...

Currently, the Ministry of Industry and Trade is monitoring and closely following the implementation of the minimum total petroleum source of key traders to ensure the supply of petroleum for domestic consumption needs.

Mr. Tran Thanh Tung, Deputy Director of the Department of Petroleum and Coal (Ministry of Industry and Trade), said that Nghi Son Refinery and Petrochemical Plant plays an important role in supplying petroleum to the country. In the first 4 months of the year, this plant produced more than 2.2 million tons of various types of petroleum, of which 670,000 - 680,000 tons of various types of petroleum were produced in April alone.

As of mid-May, Nghi Son Refinery and Petrochemical Plant is still operating stably. In June and the third and fourth quarters, according to the plan, this plant will carry out work to ensure production operations as registered with the Ministry of Industry and Trade.

Also according to Mr. Tung, in a recent document sent to Nghi Son Refinery and Petrochemical Company Limited, the Ministry of Industry and Trade affirmed that PVN and foreign investors must be proactive, coordinate to resolve difficulties and must ensure the factory operates effectively, supplying enough gasoline output for the market registered with the Ministry of Industry and Trade.
