The dispatch stated that since the night of October 28, in the Central and Central Highlands regions, there has been prolonged heavy rain, many places have experienced deep flooding, landslides, traffic disruptions, and dam failures, greatly affecting production and people's lives, and there have been a number of cases of loss of life.
The Prime Minister sent his condolences to the families of the victims and shared the difficulties and losses of the Party Committee, government and people in the flood-affected areas.

The National Center for Hydro-Meteorological Forecasting predicts that in the coming days, the Central and Central Highlands regions will continue to have moderate to heavy rain, and in some places very heavy rain, while the soil in some areas is saturated or nearly saturated with water, with a high risk of landslides on steep slopes and deep flooding in low-lying areas, along rivers and streams, and in urban areas.
Prime Minister Pham Minh Chinh requested the National Steering Committee for Natural Disaster Prevention and Control, the National Committee for Incident and Disaster Response and Search and Rescue, Ministers, and Chairmen of People's Committees of provinces and cities to continue to focus on directing and implementing flood response work, ensuring people's safety.
Assigning the task to the Chairmen of the People's Committees of provinces and cities, the Prime Minister only organizes the review and evacuation of households in dangerous areas, especially households in areas where landslides, flash floods, and deep flooding have occurred or are at high risk of occurring, to safe places.
" There is a plan to support temporary accommodation, food, and necessities for people who have to evacuate, ensuring a stable life for people, " the dispatch clearly stated.
Local leaders arrange forces to guard and control people and vehicles passing through culverts, spillways, deeply flooded areas, areas with strong currents, landslides or areas at risk of landslides, and resolutely not allow people and vehicles to pass through if safety is not ensured; proactively direct the work of ensuring safety for students in flooded areas.
Proactively deploy work to ensure the safety of dikes and dams according to alarm levels, especially key works under construction, to minimize damage.
The Prime Minister also noted that localities should proactively arrange forces and means in key areas to promptly organize support for people to evacuate and rescue when situations arise.
The Head of Government assigned the Ministry of Natural Resources and Environment to closely monitor and supervise the flood situation, forecast and provide full and timely information to competent authorities to serve the direction and response to natural disasters according to regulations.
On the side of the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, according to its assigned state management functions, is assigned to coordinate with localities to direct the work of ensuring safety for agricultural and industrial production, safety of irrigation and hydroelectric dams, especially for small hydroelectric reservoirs and important irrigation reservoirs.
The Ministry of Education and Training coordinates with localities to direct the work of ensuring safety for teachers, students, facilities, equipment, tools and learning materials in areas affected by floods.
The Prime Minister requested the Ministry of Transport to coordinate with localities to direct and guide traffic and ensure traffic safety in flood-affected areas, promptly handle incidents, and ensure smooth traffic, especially on the North-South railway and main traffic routes.
The National Committee for Incident, Disaster Response and Search and Rescue and the Ministries of National Defense and Public Security proactively direct and coordinate with localities to deploy response, search and rescue work, ensuring timeliness and effectiveness.
The National Steering Committee for Natural Disaster Prevention and Control closely monitors the situation of floods and natural disasters, proactively directs and urges localities to deploy prevention, control, overcome consequences, and limit damage caused by floods, the Prime Minister directed.
